Gallup BID Board Meeting, April 13, 2023, 3 PM Minutes Call to order – 3:05 pm Attendance – roll call – Present: A. Biava, A. Baca, M. Menapace, J. Sanchez, L. Garcia. Excused absence: L. Approved Voting items - None Discussion items Coal Avenue Commons Project completed – Ribbon cutting event will be held at 2nd & W Coal at 6:00 pm on Saturday, April 8th, prior to Arts Crawl. rd Alley infrastructure replacement project, between 2nd & 3 Streets and Coal Avenue & Aztec Avenue – no change in status Quiet zone in downtown at RR crossings – no change in status Downtown Coordinating Committee meeting Discussion about unoccupied commercial buildings in the downtown business district. Discussion about general cleanliness of downtown streets and sidewalks. Plaza Design Committee Presentation by consultants hired by NM Main Street. Concepts for redesigning the Courthouse Plaza and remodeling the Courthouse Plaza and Walkway were presented and discussed, with Q and A on the concepts. Grant funding may be available via Main Street for a project. This is a Gallup MainStreet initiative. Nightly Indian Dances Project BID received an invitation to bid on planning and managing the 2023 season of Nightly Indian Dances to be held at Courthouse Plaza, sponsored, including all funding, by City of Gallup. Sign grant requests update Four businesses have filled out the BID sign grant reimbursement form Weaving In Beauty sign has been fabricated. It will be installed asap, weather permitting Goldie Lux Studio, Green Scene and Malone Skate Boards are finalizing design concepts. A medical clinic planning to open on W. Coal is discussing signage options with sign company Silver Dust Trading is planning a new sign Cost estimates from Red Rock Security: Rates for 2023 Events will be as follows - 1. Security guards for monthly Arts Crawl events from April to October, and possibly November. - $30 p/hr per officer 2. Security guards for the annual Ride Flight Cruise event on the last weekend in July - $30 p/hr per officer 3. Downtown bicycle guards patrols in July and August. $27.5 p/hr per officer Other Discussion Important new legislation: Senate Bill 251 passed. This is a really big deal, a really important change in policy that can greatly benefit our region. It is an amendment to the State of New Mexico Metropolitan Redevelopment District Statute that allows for tax increment collection of Gross Receipts tax that enables a local jurisdiction to collect up to 75% of the incremental city, county and state property and gross receipt taxes in the entire Metropolitan Redevelopment Area for a period of twenty years, subject to the state and county approval. The extra funds collected would be spent on public infrastructure, catalytic redevelopment projects, and affordable housing that will attract investment that would otherwise not be happening in New Mexico creating a beneficial cycle that will attract more economic growth and increase the tax base for all jurisdictions in New Mexico. Pre-existing TIF District statute (Gallup has TIF District which is co- located with the BID District boundary lines. Monies accrued via that program can only be used for specific, discrete development projects within the District. It does not allow for the collection of GRT, nor does it allow for collection of GRT for an entire MRA district Under this new statute, a jurisdiction could collect more than 20 times its current level of revenue to catalyze the government’s improvement efforts.
