Gallup BID Board Meeting, May 18, 2023, 3 PM Minutes Call to order -3:06 PM Attendance – roll call: Present – Anna Biava, Archie Baca, Mickey Menapace, Linda Garcia. Coal at 5th Street: Total cost: $25659 Motion to approve the lighted Streetliner project: A. Baca; 2nd: M. Menapace. Roll call: A. Biava-yes, A. Baca-yes, M. Menapace-yes, L. Garcia-yes. Approved. Discussion items rd Alley infrastructure replacement project, between 2nd & 3 Streets and Coal Avenue & Aztec Avenue – update by City Manager Quiet zone in downtown at RR crossings – update by City Manager Downtown Coordinating Committee meeting was cancelled due to scheduling mishap Nightly Indian Dances Project BID received an invitation to bid on planning and managing the 2023 season of Nightly Indian Dances to be held at Courthouse Plaza, sponsored, including all funding, by City of Gallup. City transfers funds to BID on a 120 day payment cycle, BID notified City of Gallup that it cannot respond to the RFP for the planning and management of the Indian Dances program. If selected, BID could not carry the costs for 120 days or more. Sign grant requests update: Goldie-Luxe Studio, Green Scene and Malone Skate Boards are finalizing design concepts. A behavioral health medical clinic that plans to open on W. Coal is discussing signage options with sign company Silver Dust Trading will request BID sign grant Cost estimates from Red Rock Security: Rates for 2023 Events will be as follows - 1. Security guards for monthly Arts Crawl events from April to October, and possibly November. - $30 per hr,per officer 2. Security guards for the annual Ride Flight Cruise event on the last weekend in July.- $30 per hr per officer 3. Downtown bicycle guards patrols in July and August. $27.5 p/hr per officer Annual GGEDC Economic Development Week program Request from Gallup Main Street Arts & Cultural District for BID “Events by others” support. GMSACD received a LEVITT AMP Foundation grant to hold outdoor concerts series during the Summer. The foundation wants its grant recipients to obtain some private sector support, as a “match” against the grant funding. BID could provide support in the Friends of Levitt AMP category. The concerts are held in the Courthouse Plaza and attract hundreds of visitors. Programs discussed at length during Board meetings in 2017-2018 that should be activated: - Sidewalk program - Investment Consortium - Catalytic Projects plan provided by consultant Elmo Baca. A BID Board work session will be held to review in detail these three projects, plus the 2023 Downtown Bicycle Security patrols, Other Discussion Reports April 17 - Meeting with Gallup business seeking larger space, for expansion April 18 – NMFA technical assistance meeting at County Annex building April 18 – Ride Flight Cruise event planning meeting held at Walkway April 19 – Lodgers Tax Committee meeting April 20 – Meeting with Donovan Ferrari, Silver Dust Trading, to discuss sign project April 21 – Monthly GEDA meeting held at Chamber of Commerce April 25 – Telephone meeting with M. O’Malley, GLP May 4 – Meeting with Councilor Schaff May 8 – GGEDC dinner meeting May 9 – GGEDC annual luncheon meeting to honor local firms that made the most significant effort in the area of Business Retention & Expansion May 9 – City Council approved BID permit application for street closure and City in-kind support for Annual R.t 66 Freedom Ride Flight Cruise event on July 29. May 10 – Meeting with person beginning the process of creating a museum in Gallup May 12 – City of Gallup Economic Development Day held at County Annex – presentations given on economic development, housing and tourism May 12 – Telephone meeting with Sandeep Taxali, Office of Broadband Access and Expansion May 13 – Monthly Arts Crawl event Date of next BID Board meeting: June 15, 2023 Date of BID Board work session: May 31, 2023 Motion to adjourn: A.
