Call to order – 3:09 pm

Guest speaker: David Eason, Gallup City Attorney. Mr. Eason did not attend
this meeting.

BID resolution 00002 - BID lien policy
“Resolved, that the Executive Director is authorized to prepare a current and
accurate list of assessment delinquencies, consistent with the current
information provided to the Board, and provide the list to the city attorney,
along with instructions that the city attorney notify the city clerk of pending
delinquencies in payments and authorize the city clerk to file in the county
real property records appropriate lien filings evidencing amounts owing.
The Executive Director is further authorized to make recommendations from
time to time to the Board about the pursuit of litigation against property
owners with material assessment delinquencies.”
Note: This Resolution affirms the long held policy of Gallup Business
Improvement District about collection of BID fee payments.

Discussion items
Alley infrastructure replacement and surface paving project, between 2nd &
d
3 Streets and Coal Avenue & Aztec Avenue – update by Interim City
Manager. City did not receive any response to the RFQ that it published for
the next phase of work in the alley. City has resubmitted the RFQ. City has
also asked NM Main Street to extend the time frame for expending funds that
had been approved for this Gallup project.
Investment Consortium project. Buildings that BID thought would be good
prospects for “catalytic projects” are no longer available. Board revised the
list of buildings. F. Bee will contact building owners, then discuss with Board.
Ride Flight Cruise 2023: all aspects of this event were successful
Other Discussion
Sign grant application discussion – Tammie Moe has applied for a BID sign
grant reimbursement for the restoration of the large neon sign on the north
(Rt. 66) side of the Rex Museum. Date for start of work on the project TBD.
BID Board approved the design and scope of work provided by Hinkley Signs
and Tammi Moe.

July 18 – Ride Flight Cruise planning meeting with event coordinator, Dee
Santillanes
July 18 – Meeting at City of Gallup Planning Office re: building permit for
canopies used during Ride Flight Cruise
July 21 – Final walk-through review of Ride Flight Cruise event logistics with
event managers, Police, Fire, Streets, Parks & Rec Departments, at Walkway
July 25 – meeting at Clay Fultz Insurance re: event coverage for Ride Flight
Cruise event
July 26 – Discussion with New Mexico magazine about Ride Flight Cruise
event (PR)
July 28 – Meeting with Vince Alonzo at Courthouse Plaza to discuss American
Tent installation of canopies for Ride Flight Cruise event.
July 28- Meet and Greet, with Bar-B-Que, for car show exhibitors – at
Chamber of Commerce parking lot
July 29 – Ride Flight Cruise event – all day
August 1 – Received check from City of Gallup for transfer of March
assessment fee funds
August 4 – Meeting in Santa Fe with Keishi Foundation to discuss plan for
museum in Gallup dedicated to Zuni art
August 8 – City Council work session re: ordinance governing operation of
food trucks within Gallup. City staff will examine and update current food
vendor ordinance.
August 9 – BID Board work session to review lien policy and POV from City
Attorney and BID Attorney. Board decided to keep the current policy in effect.
A Resolution affirming the policy will be voted on during the August 17, 2023
regular monthly Board meeting.
August 10 – Meeting with Ted Gonzales – review of 2023 Car Show, initial
planning discussion for 2024 Car Show
August 11 – Presentation by web site design firm, with discussion, of layout
and images for the Gallup New Deal/WPA Art online virtual museum
August 12 – Telephone meeting with Peter Kahn, Keishi Foundation
August 12 – Monthly Arts Crawl event – well attended
