Gallup BID Board Meeting November 16, 2023, 3 PM Minutes Call to order – 3:04 PM Attendance – roll call: Present – Anna Biava, Archie Baca, Joseph Sanchez, Mickey Menapace, Linda Garcia, Louie Bonaguidi, Jon DeYoung Motion to Approve Agenda: L. Bonaguidi; 2nd: J. Sanchez. Roll call: A Biava- yes, A Baca- yes, J Sanchez - yes, M Menapace - yes, L Garcia - yes, L Bonaguidi – yes. Approved. Motion to Approve Minutes: L. Bonaguidi; 2nd: J. Voting items - None Discussion items: d Alley infrastructure replacement project, between 2nd & 3 Streets and Coal Avenue & Aztec Avenue – update by Interim City Manager: the project is going out to bid. City expects to begin this project when the weather is warmer in Spring, 2024. Lexington Hotel status –City has received funding to operate the hotel through December 2023. City is in discussions regarding a long term solution for keeping the Lexington open. Local Gallup LEDA program Family and Medical Leave legislation will be a major topic during the 2024 Legislative session. BID members who have a POV should inform legislators about it before the start of the session. Investment Consortium project – local property owner remains interested in acquiring the former First State Bank building on Rt. 66. Lighted Streetliner project is in planning stage, for installation of the poles used to support the display. NM Vulnerable Road User “safety assessment” and NMDOT Strategic Highway Safety Plan. The plan calls for eliminating all parking spaces on Rt. 66 in Gallup. A. Biava wrote to Rep. Lundstrom to inform her that BID Board members believe that all parking spaces on Rt. 66 in Gallup are necessary and should remain. Gallup Main Street Director wrote to Rep. Lundstrom with his POV that the parking spaces should be eliminated and replaced with bicycle lanes. Other Discussion Activity, by category, October 19 to November 16, 2023 1. Housing Initiative Investigating options for funding the continuation of the Lexington Hotel operations 2. West end of BID District Telephone meetings with Hinkley Signs and Supersmith jewelry fabrication shop about lighted Streetliner project 3. Beautification/Signage Telephone meeting with Jay Hinkley to discuss two historic neon sign renovations to Rex Museum and City Parking signs to confirm timeline. 4. Security None this month. ` 5. Events Provided BID downtown event marketing reimbursement grant to Gallup Main Street Arts & Cultural District - Levitt AMP Music Concert Series. This series will continue next year. Planning meeting with Ted Gonzales for 2024 Car Show event 6. Economic Development Telephone meetings with MEP related entrepreneurs Discussions with Cynthia Ferrari, Yogash Kumar, Spencer Jones. Route 66 parking issues and NM DOT Safety Plan “Bioscience Authority” kick-off meeting held in Socorro 7. Misc Revised figures for arrears in BID Assessment fee payments to conform with four year time limit. Gallup BID continuation through December 2028.
