Gallup BID Board Meeting January 18, 2024 Minutes Call to order - 3:07 pm Attendance – roll call: Present: A. Biava, A. Baca, M. Menapace, L. Garcia, L. Bonaguidi. Excused absence: J. Sanchez. Approved Voting items - None Discussion items: d Alley infrastructure replacement project, between 2nd & 3 Streets and Coal Avenue & Aztec Avenue – update by Interim City Manager – surface work will commence when weather turns warmer Lexington Hotel status - update by Interim City Manager RMCH update City and County are providing short term financial support. Hospital Interim CEO is pursuing long term funding. All are advocating with Legislature for creation of funds for rural NM hospitals Family and Medical Leave legislation – major lobbying and advocacy efforts from both sides of the debate. Investment Consortium project – still in planning stage Lighted Streetliner project – will begin with return of warm weather, which is needed for the installation of the two support poles NM Vulnerable Road User “safety assessment” and NMDOT Strategic Highway Safety Plan – this is a long term planning effort by NM DOT and federal agencies. Next updates will be provided by DOT in the Sprong. Gallup Main Street request: Gallup BID hire private contractor to remove snow from sidewalks through the BID District. Request was rejected by Gallup BID Board due to liability concerns. USDA Rural Business Development Grants: This program is designed to provide technical assistance and training for small rural businesses. Small means that the business has fewer than 50 new workers and less than $1 million in gross revenue. Agency Name: Rural Business-Cooperative Service Description: The purpose of the program is to promote economic development and job creation projects through the awarding of grant funds to eligible entities. Applications will compete in two separate categories, business opportunity grants and business enterprise grants, for use in funding various business and community projects that serve rural areas. Housing Initiative 2023 Restoring Our Communities Program from NM MFA Housing Innovation Notice of Funding Availability NM MFA will advocate during Legislative session for increased funds for programs to assist housing efforts in rural areas 2. West end of BID District Telephone meetings with Hinkley Signs and Supersmith jewelry fabrication shop about lighted Streetliner project 3. Beautification/Signage Rex Museum neon sign and City Parking neon sign restorations are scheduled to be completed and signs reinstalled in late January or early February 4. Bulloch: Gallup Main Street Arts & Cultural District will again request BID downtown event marketing reimbursement grant for Levitt AMP Music Concert Series, which will continue next year. Met with Ted Gonzales for 2024 Car Show event planning 6. Economic Development Telephone meetings with MEP related entrepreneurs NM Broadband initiative I-40 Corridor Study is underway. Will study all aspects of I-40 design and traffic flow from AZ border to Albuquerque. Planning now for a major widening and improvement effort. Discussions with Cynthia Ferrari, Yogash Kumar. Discussions with Spencer Jones and Shane LeMon at American Appraisal firm Route 66 parking issues and NM DOT Safety Plan “Bio-Science Authority” kick-off meeting held in Socorro Meeting with owner of Cha Ahh and Filipino Market Meeting with Peter Kahn and Robin Dunlop, Keishi Foundation for Zuni art and the Zart Gallery in downtown Gallup.. 7. Misc Meeting with Councilor Schaff BID annual report to property owners, via Zoom.
