Gallup BID Board Meeting June 18, 2024, 3 PM, at Rico Motors Minutes Call to order Roll call - present: Motion to Approve Agenda: L. Bonaguidi; 2nd L. Garcia. Roll call: A. Biava-yes, A. Baca-yes, J. Baca-yes, J. Sanchez-yes, L. Bonaguidi-yes, L. Garcia-yes, Approved. Discussion items: Lexington Hotel status - update by Interim City Manager: Building is now vacant. City is negotiating the removal of a restrictive covenant that is in place as a consequence of previous owner, Care 66, obtaining approximately $300,000 in renovation funds from HUD (Federal Agency). City is also focused on resolving additional potential liability issues related to this building. Once these issues have been resolved, City will seek funding to renovate the building and get it back into use. At this time, City owns / maintains 64 buildings. Some of these are not in use and City will try to get them off of the City’s books. City is preparing an “ask” to the NM Finance Authority for funds for this project. NM fiscal year begins on July 1 and City will engage with NMFA during July. Former Lowe’s Plaza property - update by Mayor and City Manager: property owner will make a proposal to the City and City Council. Parties that are interested in acquiring the property want to acquire a “clean site”. Currently, there are issues with the property site. City Manager said that he noticed that BID has a positive balance in its general fund. He wants to develop a plan for City to access BID general fund for use in City projects. BID Director pointed out that the Money in the property owners general fund is already committed to BID projects and also it is not appropriate for the City to try to acquire funds from non-profits in the City. Mayor said that the property has been out of service for seven years and it may be necessary for City of Gallup to acquire the property and make needed remedies so that developers can make an offer on a ‘clean site”. May Arts Crawl event was a success. Downtown Bicycle Security Patrols for summer season began on June17th. Downtown Committee met on May 29. Lighted Streetliner project - Meeting with Dynamic Signs about Streetliner project Other Discussion Interim City Manager said that he is “working on ideas for City of Gallup to access BID funds, citing an example of using BID funds to replace an electrical transformer on the American Bar building. BID Board members replied that the idea is not appropriate. Activity, by category, May 16, 2024 to June 13, 2024 1. Housing Initiative Restoring Our Communities Program_MFA Housing Innovation Notice of Funding Availability . 2. West end of BID District Telephone meetings with Supersmith about lighted Streetliner project 3. Beautification/Signage Rex Museum neon sign and City Parking neon sign restorations were scheduled to be completed and signs reinstalled in March - Project not yet executed Obtain new BID logo. Repaint/replace the painted Welcome portion of the BID’s monuments at gateway locations. Board approved proposal from Dybanic Signs for design, fabrication, installation. 4. Security Red Rock Security patrol hired for Arts Crawl and Friday Night Rides events; Bicycle security patrols hired for mid-June to mid_August 5. Events Gallup Main Street Arts & Cultural District will again request BID downtown event marketing reimbursement grant for Levitt AMP Music Concert Series, which takes place monthly at the Courthouse Plaza. June Arts Crawl event was a success Car show event planning meetings Ride Flight Cruise Event planning meetings Annual Lions Club event took place on June 8 6. Economic Development I-40 Corridor Study Gallup Master Plan Route 66 parking issues and NM DOT Safety Plan Meeting with Rep.Sarinana and Sherman McCorkle re: presentation to NM Legislature STTC Committee Downtown Committee meeting - no next steps after lengthy discussions about the MRA Plan.
