Gallup BID Board Meeting July 16, 2024, 3 PM, at Rico Motors Minutes Call to order - 3:15 PM Roll call: present - Present - Anna Biava, Archie Baca, Joseph Sanchez, Linda Garcia. Discussion items: Lexington Hotel status - update by L. Bonaguidi; a break in a sewer main completely flooded the basement of the Lexington building, as well as the basement of the City Electric building on Coal Avenue. The water drained out of the City Electric basement, but did not drain out from the basement of the Lexington. There is potential for a mold problem developing there. There was a discussion of possible remedies to the mold issue, depending on the duration of the presence of the water and the type of possible resulting mold (if any). Anna Biava described an effective mold mitigation process using concentrated peroxide, rather than bleach. Issue is ongoing. Risk Management department is managing this issue. Former Lowe’s Plaza property - update by L. Bonaguidi: a developer that had expressed strong interest in acquiring the property is no longer in contact with City of Gallup. City is examine possible options for City purchase of the property. That has not yet gone before Council for a decision. J. Sanchez asked if the Lowe’s Plaza building has been condemned. L. Bonaguidi confirmed that the building is condemned. the owner of this property, Sacred heat Parish, does not have the funds to pay for demolition and removal. City will continue to research solutions to this situation. Monthly Arts Crawl event report - good weather, large turnout, pleasant crowd, many families, excellent performances, successful sales event for vendors. L. Bonaguidi receiving a complaint from a Coal Avenue business that early set up by vendors is having negative effect by affecting the number of available parking spaces between 4:30 pm -6:00 pm, when City closes the streets for the event. A. Biave said that having a large number of people coming to downtown Gall is exactly what the BID and City hoped to accomplish by holding the Arts Crawl events. Downtown Bicycle Security Patrols for summer season will continue through August 13th. Downtown Trash Receptacle - update by Archie Baca Lighted Streetliner project - next step: BID must find an engineering firm to create engineering drawings and specifications for the poles and wires that will hold the display. Dynamic Signs will not be able to obtain the permit without those documents. J. Sanchez offered to contact anengineering firm the he knows in Albuquerque to find out if they would be interested in this small project. Other Discussion Review of materials and process for repairing the badly damaged kiosks in the BID District L. Bonaguidi asked about the sign at the Cultural Center that is rooted out at the bottom of the sign. The Cultural Center is not within the BID District. The building and grounds are managed by Southwest Indian Foundation (SWIF). SWIF informed City that it has no budget to repair that sign. BID does not have budget for repair or replacement of that sign, as it is not within the BID District. L. Bonaguidi asked that information about repair or replacement of the sign be obtained. F Bee suggested that replacing that sign might be a perfect project for potential Route 66 grants. A. Biava reported on her lengthy meeting with Matt Robinson wherein he said that securing grants for Rt. 66 projects is a major focus of City Marketing Dept. Activity, by category, June 18, 2024 to July 12, 2024 1. Housing Initiative Restoring Our Communities Program_MFA Housing Innovation Notice of Funding Availability . 2. West end of BID District Telephone meetings with Supersmith about lighted Streetliner project Meeting with Dynamic Signs 3. Beautification/Signage Obtain new BID logo. Repaint/replace the painted portion of the BID’s welcome monuments at gateway locations. Dynamic Signs Company and BID agreed on contract to replace the sings. 4. Security Red Rock Security patrol hired for Arts Crawl and Friday Night Rides events; Bicycle security patrols hired for mid-June to mid_August 5. Events Gallup Main Street Arts & Cultural District will again request BID downtown event marketing reimbursement grant for Levitt AMP Music Concert Series, which takes place monthly at the Courthouse Plaza. June Arts Crawl event was a success Car show event planning meetings Ride Flight Cruise Event planning meetings and final walk though prior to event. 6. Economic Development I-40 Corridor Study Gallup Master Plan Route 66 parking issues and NM DOT Safety Plan Meeting with Rep.Sarinana and Sherman McCorkle, re: presentation to NM Legislature STTC Committee Downtown Committee meeting Introduced glass making firm to NM Bioscience and NM MEP 7. Misc City Council approved two new members to fill two vacancies on Gallup Business Improvement District Board of Directors; Austin Wallace and Shawn Dowling Date of next BID Board meeting - August 15, 2024 Motion to adjourn: L.
