Gallup BID Board Meeting September 26, 2024, 3 PM, at Rico Motors Minutes Call to order Roll call: Present - A. Biava, A. Baca, J. Sanchez, L. Bonaguidi, A. Wallace. Excused absence: S. Dowling. Bonaguidi-yes, A. Wallace-yes. Approved Discussion items: Lexington Hotel status - update by City of Gallup: no change in ownership status. Building recently suffered a flooded basement. That condition must be remedied. Former Lowe’s Plaza property - update by City of Gallup: no change in status. L. Bonaguidi recommended hiring Bill Druc, structural engineer, to examine the Lowe’s Plaza building to provide a written report of building’s condition and an estimate for the cost of reinforcing the support wall holding against Hill Street. Monthly Arts Crawl event report - it was a successful event and well attended Downtown Bicycle Security Patrols for summer season - the bicycle patrol guards performed well throughout the summer season. Final day of patrols was September 3rd. Downtown Trash Receptacles - update by Archie Baca: Archie coordinated with mural artist Ric Sarracino on the repainting of 18 concrete receptacles. Downtown trash/litter removal - a private contractor may be interested in removing litter and cleaning sidewalks during the Summer 2025 season Lighted Streetliner project - F Bee will obtain a quote from DiPauli Engineering to create a site plan and make the engineering drawings needed to obtain the sign permit. FY25 budget discussion: budget parameters will closely resemble the items and amounts in FY24. A request was made during a meeting of the Downtown Committee for the BID to pay for additional Community Service Officers. Each of those FTE’s cost City of Gallup $72,000/yr. BID does not have funds for the Community Service Officer program. Also, a request was made to have BID consider paying a portion of the cost for installation security cameras on exterior of stores or other locations. F. Chiapetti spoke at length about the issues in the downtown district, and citywide, concerning panhandling, substance abuse. Housing Innovation Notice of Funding Availability NOFA | MFA Plan for rehab of residential buildings in vicinity of 1st and Hill Streets 2. West end of BID District Meetings with Dynamic Signs about the poles for the lighted Streetliner project 3. Beautification/Signage Repaint/replace the painted Welcome portion of the BID’s monuments at gateway locations - work was completed by Dynamic Signs Company. Repaired BID kiosks 4. Security Red Rock Security patrol hired for Arts Crawl and Friday Night Rides events; Bicycle security patrols hired from mid-June until September 4th. 5. Events Gallup Main Street Arts & Cultural District will again request BID downtown event marketing reimbursement grant for Levitt AMP Music Concert Series, which takes place monthly at the Courthouse Plaza. September Arts Crawl event was a success 6. Economic Development I-40 Corridor Study Gallup Master Plan Route 66 parking issues and NM DOT Safety Plan Meetings with Rep.Sarinana, Sherman McCorkle, Lisa Kuuttila (UNM) and Nora Sackett (NMEDD) re: presentation to NM Legislature STTC Committee Meetings with new owners of 201 W. Rt 66. Examinations of building with structural engineer Bill Druc and with architect Tina Reames. Indian Jewelry Supply building on East Coal Avenue status update - transfer of building to UNM Foundation delayed by protest of neighboring property owner. 7.
