Minutes of the Regular Meeting of the Gallup City Council, City of Gallup, New Mexico, held in the Council Chambers at Gallup City HaIl, 110 W. Aztec Ave. at 6:00 p.m. on Tuesday, November 27, 2018. The meeting was called to order by Mayor Jackie McKinney. Upon roll call, the following were present: Mayor Jackie McKinney Councilors: Allan Landavazo Fran Palochak Yogash Kumar Absent: Linda Garcia, Councilor Also present: Maryann Ustick, City Manager Curtis Hayes, City Attorney Mayor McKinney said Councilor Garcia’s absence will be considered an excused absence. Presented to the Mayor and Councilors for their approval were the Minutes of the Regular Meeting of November 13, 2018. Councilor Palochak made the motion to approve the aforementioned minutes. Seconded by Councilor Landavazo. Roll call: Councilors Palochak, Landavazo, Kumar and Mayor McKinney all voted yes. Presented to the Mayor and Councilors for their approval were the following Discussion/Action Topics: 1. Construction Contract Award for National Cemetery Drive Construction Project Stan Henderson, Public Works Director — Mr. Henderson said bids for the construction of National Cemetery Drive, an access road to the State Veterans Cemetery, were opened on October 23, 2018. TLC Plumbing and Utility were the lowest bidder at $318,030.07 including Gross Receipts Tax (GRT). Mr. Henderson said two (2) Legislative Grants, previously accepted by the Mayor and Councilors, will cover the cost of construction and will have no fiscal impact to the City. MINUTES Regular City Council Meeting — 11/272018 Page 2 Mr. Henderson provided details pertaining to combining the project with the Hasler Valley Drainage Project and explained plans to maintain construction timeframes with the State of New Mexico, including the anticipated completion date of Memorial Day, 2019. Brief discussion followed regarding specifications of the project including road length, waterline utility, waste water and storm drainage. Councilor Landavazo made the motion approve Construction Contract Award for the National Cemetery Drive Construction Project. Seconded by Councilor Palochak. Roll call: Councilors Landavazo, Palochak, Kumar and Mayor McKinney all voted yes. 2. Funding Acceptance and Design Award for Airport Taxiway “A” Reconstruction Project Stan Henderson, Public Works Director — Mr. Henderson presented plans to commence the reconstruction design of Taxiway “A” at the Municipal Airport. Armstrong Consultants of Albuquerque, provided a design proposal in the amount of $402,747, including GRT. Mr. Henderson said the State Aviation Division approved the proposal and agreed to pick up approximately 90% of the cost, totaling $364,500. Mr. Henderson recommended acceptance of the State Aviation Grant, the transfer of $36,000 from CIP funding, an additional transfer of $4,747 from Public Works/City Engineering’s Professional Services budget and Armstrong Consultant’s design proposal. Discussion followed regarding future funding, the projected time-frame and the magnitude of the project. Mr. Henderson provided a brief explanation of specific construction plans and the intent to keep the main runway open during construction. Mayor McKinney complimented staff for their work on the restrooms and making them available. Councilor Kumar made the motion to accept the design award for Airport Taxiway “A” Reconstruction Project and the design proposal from Armstrong Consultants, as presented. Nutrition Service Incentive Program Contract Award — Jon DeYoung, Assistant City Manager Mr. DeYoung presented the Nutrition Service Incentive Program Contract in the amount of $28,726.19 for FY 2018-19 budget. Kimberly Ross-Toledo, Senior Program Manager, clarified, funding is solely for United States agricultural commodities. Mayor McKinney read a portion of a letter from Non-Metro New Mexico Agency on Aging pertaining to congregate and home delivered meal counts from October 1, 2016 to September 30, 2017. He thanked Ms. Toledo for her help. Councilor Palochak made the motion to approve the Nutrition Service Incentive Program Contract Award in the amount of $28,726.19. Seconded by Councilor Kumar. Roll call: Councilors Palochak, Kumar, Landavazo and Mayor McKinney all voted yes. 4. Promotion Contract with Walt Eddy for the Best of the Best Rodeo — Jon DeYoung, Assistant City Manager Mr. DeYoung presented the contract with Walt Eddy and highlighted changes from the previous year, including all purchases made for the event, staffing levels, the available RV spaces for monthly renters and the contract amount of $50,000. Discussion followed regarding Mr. Eddy’s incentive amount and the number of contestants and events. Mr. DeYoung read two out-of-state participant letters, expressing their appreciation for the event. Councilor Landavazo commended everyone involved and encouraged the Mayor and Councilors to keep in mind imminent growth based on the event’s popularity and the need to accommodate growth in the future. Mayor McKinney thanked Vince Alonzo, Parks and Recreation Director, for his consideration of the monthly RV renters. The Mayor also commented on the growth of the event. Councilor Landavazo made the motion to approve the Promotion Contract with Walt Eddy for the Best of the Best Rodeo. Seconded by Councilor Kumar. Best of the Best Rodeo Budget — Jon DeYoung, Assistant City Manager Mr. DeYoung presented the budget and thanked Natasha Webster, Legal Assistant, for compiling the information. Mr. DeYoung requested approval of the budget for revenue in the amount of $344,443, expenditures of $316,711 and a proposed budget transfer of $40,000 from Lodger’s Tax to cover promotional fees. Discussion followed regarding the National Junior High Rodeo expenses in the past, the anticipated revenue in hosting the Best of the Best Rodeo, the sponsorships and positive impact to the City. Councilor Landavazo made the motion to approve the Best of the Best Rodeo Budget. Seconded by Councilor Palochak. Roll call: Councilors Landavazo, Palochak and Mayor McKinney all voted yes. Councilor Kumar abstained. Motion carried. 6. Annual Write-Off of Bad Utility Debts — Jon DeYoung, Assistant City Manager Mr. DeYoung, presented a listing of the City’s bad debts on terminated utility accounts, at least four years old or are in bankruptcy, totaling $64,671. In response to the Mayor and Councilors’ request from the previous year, Mr. DeYoung said approximately $8,280.86 has been collected in recovered write-offs rom FY 2017-18. Brief discussion followed regarding future efforts to collect the potential write-off amounts. Councilor Kumar made the motion to approve the annual write-off of bad utility debts in the amount of $64,371. Seconded by Councilor Palochak. Roll call: Councilors Kumar, Palochak, Landavazo and Mayor McKinney all voted yes. 7. Acceptance of Utility Easement on Nizhoni Boulevard — Curtis Hayes, City Attorney Mr. Hayes presented the proposed easement allowing the City to maintain the high voltage line and transformer that supplies electricity to an existing medical supply building on Nizhoni Boulevard. Brief discussion followed regarding standard procedure in terms of utility easements. MINUTES Regular City Council Meeting — 11/272018 Page 5 Councilor Kumar made the motion to approve the Acceptance of Utility Easement on Nizhoni Boulevard. Seconded by Councilor Palochak. Roll call: Councilors Kumar, Palochak, Landavazo and Mayor McKinney all voted yes. The following Presentation and Information Item was presented to the Mayor and Councilors: 1. 2” Annual North Fest Event — Rose Eason Ms. Eason presented a short video outlining the 2nd annual event, held on September 15, 2018 at UNM-GaIlup’s North Campus. Ms. Eason recognized Councilor Garcia, who sponsored the event along with All Together In Dignity Fourth World (ATD), UNM Gallup’s North Campus and gallupARTS. The purpose of the event is to celebrate the Northside community while highlighting its positive attributes through art and literacy. Ms. Eason also shared the positive feedback received in response to the event, including survey results and a quilt made by participants. Mayor and Council commended the event and Ms. Eason’s involvement. Comments by Public on Non-Agenda Items None Comments by Mayor and City Council Councilor Palochak thanked Tammie Moe, Library Director, for her effort in bringing the Women of Route 66 to Gallup and congratulated all involved in the North Fest. Councilor Landavazo commented on the recent landscaping done on Maloney Drive and praised the City staff involved with the project. He also encouraged all to buy, believe and support the community. Councilor Kumar commented on the North Fest Event and the sense of community pride the event promotes. Mayor McKinney read a letter from Nigel Homer from the UK regarding a newly released series on Netflix, featuring 8 Congressional Honor Recipients, including Mr. Hiroshi Miyamura, highlighting his bravery and courage during and after World War II.  MINUTES Regular City Council Meeting — 11/272018 Page 6 Mayor McKinney also mentioned a letter he received from a classmate who recognized Robert Hamblen, Building Construction Superintendent, for returning a discarded wallet he found. The Mayor and Councilors wished Councilor Kumar a Happy Birthday. Comments by City Manager and City Attorney Ms. Ustick praised Ms. Eason for her help in teaching community building through art, which has lead the street design of the Coal Avenue Commons Project. She also announced the Christmas Parade on Saturday, December 1, 2018 at 1:00 P.M. and thanked the Parks Department staff for decorating the Mayor and Councilors’ float as well as the Plaza. There being no further business, Councilor Kumar made the motion to adjourn the meeting. Seconded by Councilor Landavazo.
