Minutes of the Joint Work Session of the Gallup City Council and the Planning and Zoning Commission held on Tuesday, July 25, 2023 at 4:00 P.M. at Gallup City Hall, 110 West Aztec Avenue, Gallup, New Mexico. The meeting was called to order by Mayor Louie Bonaguidi. Growth Management Master Plan Update – C.B. Strain, Planning and Zoning Development Director Jessica Lawlis, Dekker Perich Sabatini, provided a PowerPoint presentation entitled “City of Gallup Growth Management Master Plan update 2023 Phase 2 Visioning July 2023 Joint Work Session,” illustrating the City’s action plan for the next 20 years, the current Growth Management Master Plan, topics and elements included, collaborative efforts between the Transportation Master Plan and the Economic Development Plan, purpose of the Growth Management Master Plan, projects status and schedule, focus summaries of Phase 1, technical review document explanation, observation for improvement and community outreach and feedback. Ms. Lawlis explained the visioning process and growth strategy. She described two (2) exercises and asked the Council and Commission members to discuss a Vision Statement by identifying 3-5 topic priorities and Community Visioning by focusing on specific areas. A copy of the PowerPoint is attached hereto and made a part of these official minutes. The City Council and Planning & Zoning Commission members discussed the topics provided amongst their groups. What is the Growth Management Master Plan? The Growth Management Master (GMMP) is a planning document that provides guidance for how the City should develop in the next 20 years. Plan provides: • Snapshot of the existing conditions • Overview of issues and trends • Background of Gallup’s history in background • Analysis of demographics • Sets the overall vision of Gallup • Provides a realistic action plan through specific goals and policies Update Process / Schedule Update Process • Task 1: evaluation of current document • Task 2-3: drafting of plan • Task 4: adoption Draft Documents for Review • Vision • Goals / Policies • Full document Update Process / Schedule Visioning Phase Goal is to set the vision for future growth, goals and policies We are here Phase 1 Technical Review Phase 1 Public Outreach: March Events • 4 focus group sessions • Steering Committee session • Joint Planning and Zoning and Council session Phase 1 Focus Group Summaries • Parks – Focus on maintaining and enhancing existing facilities • Land Use and Housing - Establish a unified vision for growth with strategies tailored to specific neighborhoods and expand housing options • Economic Development – Diversify economy and improve workforce retention • Infrastructure and Public Facilities – Identify alternative funding sources Technical Review Document • Evaluate the issues and challenges currently faced by the community • Tracks trends from the time of the last update • Makes preliminary recommendations for updating the GMMP. • Reviews existing GMMP based on feedback received from City Staff, the local development community, and the general public. Observations for Improvement of the GMMP • Establish a clear vison and growth strategy • Clarify and update goals, policies, and objectives • Provide a clearer implementation plan • Focus on equitable distribution of services • Address current issues / challenges Phase 2 Visioning What is Visioning? Visioning is a process by which a community imagines and defines the future it wants. Broadly, community visioning takes into account: • the things people love about their community and want to retain • the challenges and issues they want to address and solve • new aspects they’d like to see become a part of their community fabric.
