Madam Chair Rowberry stated that the meeting was being held virtually via video and telephone conferencing. The meeting was also being live streamed for the public through the City of Gallup’s Facebook page. Madam Chair Rowberry also notified the Board that there may be individuals calling in from the public to make comments during the meeting. Madam Chair Rowberry welcomed the new Board Members, Ruth Gonzales Baca and Henrietta Soland. She thanked them for volunteering to serve on the Board and was excited to work with them. Upon roll call, the following were present: Dorie Rowberry Dr. Oscar A. Palomo, MD Patty Holland Ruth Gonzales Baca Henrietta Soland Presented to the Madam Chair and Authority Board Members for their approval were the minutes of the July 14th, 2020 meeting. Strain, Planning & Development Director began by explaining how the Board was required to nominate and elect a new Chairperson due to Cherry Menapace Gallup-McKinley County Animal Control Authority Meeting November 3rd, 2020 Minutes Page 1 of 4 vacating her position. The position was now open so today they were asking for a nomination and election. Madam Chair Rowberry opened the floor for nominations. Motion was made by Board Member Palomo to nominate Board Member Rowberry as the new Chairperson. Seconded by Board Member Holland. Motion Carried. Upon roll call, the following votes were: Dr. Oscar A. Palomo, MD (Yes) Patty Holland (Yes) Ruth Gonzales Baca (Yes) Henrietta Soland (Yes) C.B. informed the Board that at their next meeting they would need to nominate and elect a new Vice-Chairperson. ITEM TWO: Quarterly Financial Report Patty Holland, Chief Financial Officer began by explaining how the Animal Control Quarterly Report (Pages 2-1 & 2-2) included data from the fourth quarter of fiscal year 2020 (July 2019 to June 2020). She explained how the personnel line item was budgeted for about $273,000.00 and they used $250,000.00. The reason for that differentiation was for changes in overtime and benefit costs, which saved the City about $23,000.00. Board Member Holland went on to state that the operating budget was almost fully expended as expected whereas there was only about $4,700.00 that was not utilized. So for the fiscal year 2020 Animal Control was budgeted about $662,000.00 where they spent $634,504.00 leaving some funds unspent. Madam Chair Rowberry asked the Board Members if they had any questions. There were none. Madam Chair Rowberry stated that the item was closed. Palomo, MD (Yes) Ruth Gonzales Baca (Yes) Patty Holland (Yes) Henrietta Soland (Yes) Gallup-McKinley County Animal Control Authority Meeting November 3rd, 2020 Minutes Page 2 of 4 ITEM THREE: RFP award for Animal Shelter Services and Veterinarian Services Clyde (C.B.) Strain, Planning & Development Director explained how they went out to Request for Proposals (RFP) for the animal shelter and veterinarian services because they were due to be renewed. For the animal shelter services they had one proposal submitted by the McKinley County Humane Society. C.B. explained how there was an Evaluation Committee who reviewed the RFP and noticed that the initial proposal cost was significantly higher than previous years. So the Purchasing Director went back and was able to negotiate the price with the Humane Society after questioning their equipment, software, and donation amounts. The Humane Society was able to reduce the amount whereas it stayed the same amount as the previous year of $175,000.00. For the veterinarian services they had one proposal submitted by Clinton J. Balok. C.B. stated that the Evaluation Committee had no areas of concern with his bid so the contract was awarded to Clinton J. Balok for $96,000.00. Those executed professional service agreements were included in the Board’s agenda packets for their review. C.B. stated that Animal Controls’ budget had sufficient funding to cover these services because they budget for them annually. Madam Chair Rowberry asked the Board Members if they had any questions. There were none. Madam Chair Rowberry asked the Madam Secretary if there was anyone who called in wishing to speak to Item Three. There were none. ITEM FOUR: Replacement of one Animal Protection Officer with an Administrative Assistant Cosy Balok, Animal Protection Supervisor informed the Board that they replaced one (1) Animal Protection Officer with an Administrative Assistant. The Animal Control Department previously consisted of four (4) officers and one (1) supervisor. Cosy explained how after one of their officers resigned she realized it would be more beneficial to fill an administrative position instead of an officer position. Their department gets busy with calls and officers don’t have time for administrative duties because they are mainly out in the field responding to calls across McKinley County and in Gallup. Cosy felt it was important to have a staff member stationed at the shelter at all times and complete a lot of the administrative paper work. The request was approved by the Human Resources Department and the City Manager whereas the Animal Control Department will now have three (3) officers, one (1) administrative assistant, and one (1) supervisor. Cosy informed the Board that they were in the process of hiring a candidate. Madam Chair Rowberry asked the Board Members if they had any questions. Board Member Palomo asked Cosy if this change would free-up the officers much better than when they had four and now having three officers. Cosy responded yes; she thinks Gallup-McKinley County Animal Control Authority Meeting November 3rd, 2020 Minutes Page 3 of 4 it will make a big difference because there’s a great deal of paperwork that goes on during the day and this will free-up officers to focus on calls. Every month data is compiled to obtain an accurate number of incoming animals. Those numbers are then broken down into how many were neutered or spayed and eventually adopted, transferred, reclaimed, euthanized, etc. Also there is a count of how animals are received (picked up by officers and dropped off) by City, County and Reservation clients. Notice how 2020 had a total of 3,509 incoming animals whereas 2019 had 5,004 which was a decrease of 1,495 incoming animals. This large decrease was due to COVID-19 restrictions whereas the shelter was forced to close and receive animals on an appointment only basis. The shelter has not been fully open to the public since March 2020. Reference the Joint Powers Agreement for Animal Control between the City of Gallup & McKinley County, effective July 1, 2016. Strain, Planning & Development Director  8-1 CITY OF GALLUP REGIONAL ANIMAL SHELTER City Council Presentation February 25, 2020  8-2 BACKGROUND In 2019 the City of Gallup commissioned Hutt-Zollars to conduct site assessments on two sites and produce a programming and conceptual design report for the future City of Gallup Regional Animal Shelter. The current shelter is located on Balok St. off of Highway 491. It shares the facility in conjunction with the Gallup-McKinley County Humane Society and is directly north of the local animal medical center. Our team met several times with the Animal Shelter and City staff which provided valuable information on their operations and space needs. Currently, the existing facility is antiquated and not adequately sized for the current volume of intake animals.
