Madam Chair Rowberry stated that the meeting was being held virtually via video and telephone conferencing. The meeting was also being live streamed for the public through the City of Gallup’s Facebook page. Madam Chair Rowberry also notified the Board that there may be individuals calling in from the public to make comments during the meeting. Upon roll call, the following were present: Dorie Rowberry Dr. Oscar A. Palomo, MD Patty Holland Ruth Gonzales Baca Henrietta Soland Presented to the Madam Chair and Authority Board Members for their approval were the minutes of the April 13th, 2021 meeting. Board Member Palomo motioned for approval of minutes as presented. Seconded by Board Member Soland. Motion Carried. Upon roll call, the following votes were: Dr. Oscar A. Palomo, MD (Yes) Henrietta Soland (Yes) Patty Holland (Abstained) Ruth Gonzales Baca (Yes) Madam Chair Rowberry asked the Madam Secretary to state the names of the individuals attending the virtual meeting. Upon roll call the following were present: CB Strain, Planning and Development Director Cosy Balok, Animal Protection Supervisor ITEM ONE: Quarterly Financial Report Patty Holland, Chief Financial Officer began by explaining how the Animal Control Quarterly Report (Pages 1-1 & 1-2) included data from period nine of fiscal year 2021, which was from July 2020 to March 2021. At the end of the third quarter, everything appeared to be right on track with the anticipated budget. Board Member Holland informed the Board that the fourth quarter report would be available at their next meeting being that they’re still working on closing that quarter’s final numbers. Board Member Holland stated that she was open for any questions from the Board. Madam Chair Rowberry asked the Board Members if they had any questions. There were none. Madam Chair Rowberry asked the Madam Secretary if there was anyone who called in wishing to speak to Item One. There were none. Madam Chair Rowberry stated that the item was closed. Motion to accept or not accept the quarterly financial report. Board Member Palomo motioned to accept Item One. Seconded by Board Member Soland. Motion Carried. Palomo, MD (Yes) Henrietta Soland (Yes) Patty Holland (Yes) Ruth Gonzales Baca (Yes) ITEM TWO: FY 2022 Final Approved Budget Patty Holland, Chief Financial Officer began by explaining how the budget presented this afternoon was what the City Council approved for fiscal year 2022. She referenced Page 2-1 whereas the far right hand column displayed the initial budget for fiscal year 2022, which began on July 1, 2021. It shows the different breakdowns between the personnel budget at $253,130 and the operations budget at $371,500. Board Member Holland spoke about how they budgeted for one capital item, which was the one mid- size 4x4 truck for the officers to utilize. She mentioned how the previous year’s budget was $648,049 whereas the new budget was $694,630; total increase of $46,581. The primary reason for that increase was due to the capital vehicle purchase request. Board Member Holland spoke about how they anticipated a delay in receiving the truck due to the vehicle industry’s supply issues. She stated that she was open for any questions from the Board. Madam Chair Rowberry asked the Madam Secretary if there was anyone who called in wishing to speak to Item Two. There were none. Madam Chair Rowberry stated that the item was closed. Motion to accept or not accept the FY 2022 final approved budget. Board Member Soland motioned to accept Item Two. Seconded by Board Member Palomo. Motion Carried. Palomo, MD (Yes) Patty Holland (Yes) Ruth Gonzales Baca (Yes) ITEM THREE: Budget Increase Request for Professional Services Clyde (C.B.) Strain, Planning & Development Director began by stating that he was requesting for a budget increase in the amount of $8,000. This was to cover the professional services agreement between the City and Clinton J. Balok for veterinarian services. The contract states that the City will pay a monthly fee of $8,000 and an annual fee of $96,000. The contract also states that the taxes should be shown as a separate line item. Staff forgot to add the taxes when they did the budgeting for fiscal year 2022, which was why he was requesting an increase this afternoon. C.B. informed the Board that the total shortage was going to be $7,980 so he just rounded up to $8,000. If approved by the Board, the request will then go before both the City Council and County Commission for final approval. Madam Chair Rowberry asked the Board Members if they had any questions. Madam Chair Rowberry stated that the item was closed. Motion to approve or deny staff’s budget increase request. Board Member Soland motioned for approval (positive recommendation) of Item Three. Palomo, MD (Yes) Ruth Gonzales Baca (Yes) Madam Chair Rowberry informed the Board that the item will go before the City Council on July 27, 2021. ITEM FOUR: Change the Administrative Assistant Position Back to an Animal Protection Officer Position Cosy Balok, Animal Protection Supervisor reminded the Board how at the October 2020 meeting, they replaced one of the Animal Protection Officer positions with an Gallup-McKinley County Animal Control Authority Meeting July 13th, 2021 Minutes Page 3 of 5 Administrative Assistant position. She thought that this change would help the officers with all the paperwork and answering phone calls, however they realized that having three (3) officers, one (1) administrative assistant, and one (1) supervisor was not working out. They need more officers out in the field to cover McKinley County and the City of Gallup. With the City Manager’s approval, they went back to having four (4) officers and one (1) supervisor. Cosy informed the Board how she currently had only two (2) officers for Animal Control whereas she was looking to fill two (2) officer vacancies. Cosy stated that Animal Control’s personnel budget has also been adjusted to accommodate this change. She stated that she was open for any questions from the Board. Madam Chair Rowberry asked the Board Members if they had any questions. Board Member Palomo asked Cosy if she had anyone in mind for the Animal Protection Officer position. Cosy spoke about how they conducted some interviews and selected individuals, however one of them declined. The vacancies are still posted online and they’re in the process of selecting more candidates. Madam Chair Rowberry asked the Madam Secretary if there was anyone who called in wishing to speak to Item Four. There were none. Open Floor: Madam Chair Rowberry asked the Madam Secretary if there was anyone who called in wishing to comment on a non-agenda item. There were none. Madam Chair Rowberry asked if there was anyone in attendance that would like to comment on a non-agenda item. Cosy wanted to inform the Board of the problem they have been having with the livestock in the City limits. It’s a complicated thing because Animal Control only has two (2) officers on staff and most of the livestock come into Gallup in the middle of the night whereas there’s a lot of afterhours involved. Cosy spoke about how a lot of the livestock are wild and extremely difficult to catch. Animal Control does setup traps and pin them up, but there’s a conflict with the New Mexico Livestock Board on who belongs to what. Cosy wanted to bring the ongoing issue to the Board’s attention in case they get questions or complaints from the public. She does want the Board and the public to know that they are doing what they can to solve the problem. People don’t understand the complexity. The livestock animals are over a thousand pounds, extremely difficult to deal with, and there’s a process they follow. Cosy stated that the law says that this is a “fence out state”, which means that if you want livestock out of your yard you must put a fence up. Until laws change; that’s what it is. Cosy knows that it’s going to be a difficult problem to solve. C.B. informed the Board that their next meeting would be in-person in the Council Chambers. C.B. informed the Board that the City Council had selected a site, which was located by the existing shelter. They’re in the process of doing a subdivision to divide the property into the portion that’s being developed and bought by the City and the remaining portion will stay under the Balok’s ownership. C.B. stated that they are currently in the process of getting an appraiser to appraise the property so the City can make the Balok’s an offer for the land acquisition. C.B. ensured the Board that they were moving forward with the necessary steps. Motion was made by Board Member Palomo to adjourn the meeting. Seconded by Board Member Holland. Motion Carried.
