Palomo. Chairman Palomo stated that the meeting was being live streamed for the public through the City of Gallup’s Facebook page. Upon roll call, the following were present: Dr. Oscar A. Palomo, MD Ruth Gonzales Baca Henrietta Soland Misty Tolson Upon roll call, the following were absent: Dorie Rowberry Presented to the Chairman and Authority Board Members for their approval were the minutes of the July 13th, 2021 meeting. Board Member Gonzales Baca motioned for approval of minutes as presented. Seconded by Board Member Soland. Motion Carried. Upon roll call, the following votes were: Ruth Gonzales Baca (Yes) Henrietta Soland (Yes) Misty Tolson (Yes) ITEM ONE: Revised FY 2022 Budget, which includes an increase to overtime and an increase to cover a shortage of funding for a new Animal Control vehicle Clyde (C.B.) Strain, Planning & Development Director began by stating that he was requesting for a budget increase in the total amount of $13,000. The request will go before the City Council on November 9, 2021 and McKinley County Commission on November 16, 2021. Animal Control’s fiscal year 2022 budget of $702,630 was previously approved by the Board and the City Council. However, staff realized that they needed an increase to the personnel budget for $9,000 to cover overtime. CB explained how Animal Control was initially budgeted $18,000 for overtime, however due to COVID-19, budget cuts and reclassification of a position it was reduced to $9,000. Animal Control has spent $5,974.38 leaving them with a balance of $3,025.62. To carry them through the remaining fiscal year to provide on-call services afterhours, they need the additional $9,000. CB also requested for an increase to the capital outlay budget for Gallup-McKinley County Animal Control Authority Meeting November 3rd, 2021 Minutes Page 1 of 4 $4,000 to cover the shortage of purchasing a new Animal Control vehicle. The Capital Improvement Plan (CIP) amount initially budgeted and approved was $70,000, but because they discovered a larger truck was needed to fit the animal box, the cost will be more. CB recommended approval of the two budget increase requests whereas the new total budget will be $715,630. The city is responsible for 60% at $429,378 and the county 40% at $286,252. The Board’s recommendation will be presented to the City Council and McKinley County Commission for final approval. Chairman Palomo asked the Board Members if they had any questions. There were none. Chairman Palomo asked if there were any other interested parties wishing to speak to this item. There were none. Chairman Palomo stated that the item was closed. Motion to approve or deny staff’s budget increase request. Board Member Gonzales Baca motioned for approval (positive recommendation) of Item One. Seconded by Board Member Soland. Motion Carried. Upon roll call, the following votes were: Ruth Gonzales Baca (Yes) Henrietta Soland (Yes) Misty Tolson (Yes) ITEM TWO: Quarterly Financial Report Nikki Lee, Planning Specialist began by reminding the Board how Patty Holland, Chief Financial Officer recently resigned from the Board whereas Ms. Lee would now be presenting the quarterly financial reports. Ms. Lee explained how the Animal Control quarterly report (Pages 2-1 & 2-2) included data from fiscal year 2021, which was from July 2020 to June 2021. With the timing of the Board Meetings, the reports are a little behind being that the Finance Department needs time to close everything out. Ms. Lee informed the Board that the first quarter report of the current fiscal year 2022, would be presented at their next meeting. The report presented this afternoon was the data closing out fiscal year 2021’s Animal Control budget. A majority of the funds were spent leaving a balance; however Animal Control was able to pay all their bills and buy everything they needed. Ms. Lee explained how at the next meeting the report would show fiscal year 2022’s budget with the two (2) budget increase requests they just approved. Ms. Lee stated that she was open for any questions from the Board. Chairman Palomo asked the Board Members if they had any questions. There were none. Strain, Planning & Development Director welcomed the newly appointed Board Member, Misty Tolson. He informed Board Member Tolson that if she ever had any questions she could contact him or Ms. Lee. Chairman Palomo asked if there were any other interested parties wishing to speak to this item. There were none. ITEM FOUR: Announcement of Cosy Balok’s Retirement Clyde (C.B.) Strain, Planning & Development Director informed the Board about Cosy Balok’s retirement. He recognized Cosy’s time and dedication over the past several years. CB thanked Cosy for her excellent service to the Gallup community and the animals. Cosy approached the podium and said she was trying to adjust to her new retirement. She has had a wonderful experience working for the city and helping animals. Cosy stated that she plans to still be involved with the shelter in some aspects. Chairman Palomo stated that Cosy has been devoted to the community for over forty years and appreciates all that she has done. Every month data is compiled to obtain an accurate number of incoming animals. Those numbers are then broken down into how many were neutered or spayed and eventually adopted, transferred, reclaimed, euthanized, etc. Also there is a count of how animals are received (picked up by officers and dropped off) by City, County and Reservation clients. Notice how 2021 had a total of 2,850 incoming animals whereas 2020 had 3,509 which was a decrease of 659 incoming animals. Although the numbers are lower than previous years, it is due to the shelter being constantly full whereas the animals are spending up to twice the number of days in custody. The transports are very helpful in taking the overflow of animals to neighboring states; however the recent number of transports has significantly decreased due to COVID -19. We have also noticed that more animals are being surrendered or abandoned, which we believe is caused by the financial stress of COVID-19 in conjunction with the losing of jobs, evictions, and illnesses. The shelter is encouraging fostering and adopting in the local community, however there has not been much luck in this area. Animal Control has had a challenging year whereas they have been short-staffed having only two officers to work weekends and respond to after-hour calls in addition to their regular hours. Several animal control organizations across the U.S. are experiencing the same issues we are facing along with record-reported levels of stress and burnout among workers. Strain, Planning & Development Director Subject: Recognition of New Animal Protection Supervisor, Tiffany Hubbard DISCUSSION: In November 2021 Tiffany Hubbard was hired as the Animal Protection Supervisor after Cosy Balok’s retirement. Tiffany was very familiar with the duties and responsibilities of the shelter whereas she has continued to excel in her position. There are still several aspects to learn and experience, but she has been a tremendous asset to the city.
