KEEP GALLUP CLEAN & BEAUTIFUL BOARD (KGCB) Minutes

Quorum Members Present: Mike Condrey, Tracy Lassiter, Greg Kirk
Absent: Alice Perez & Adrian Armijo
Guests: Al Abeita, Bill Bright, Elizabeth Barriga - Liaison
Agenda Item B) Approval of October 19, 2021 Meeting Minutes (Action Item): Motion was made by Mike,
Seconded by Tracy to approve, all in favor.
Agenda Item C) Open Meetings Act Resolution (Action Item) Al Abeita gave an Open Meeting Act Presentation
and talked about the KGCB annual Open Meeting Act annual requirement to be presented at the next City of
Gallup (COG) Council Meeting. Based off a template from the NM Attorney General's Compliance Guide to fit the
KGCB's Board and By-Laws. Motion to approve the KGCB Open Meeting Act created and presented by Al Abeita
by Tracy, Seconded by Greg to approve, all in favor.
Agenda Item D) KGCB Strategic Planning
VISION - ''The Keep Gallup Clean & Beaut iful Board envisions a community that takes pride, invests
resources and actively engages in maintaining a clean and beautiful community landscape as a contribution
to local quality of life, sustainable economy and attraction of business and tourism "
The KGCB Board Members reviewed the updated KGCB Strategic Plan, an ongoing, fluid document that changes
regularly with KGCB Board Member input, to be discu ssed during future meetings. Everyone is okay w ith our
KGCB Strategy Plan, and there were no discussions at this time.
Agenda Item E) Recruiting to do KAB Index Report & NMCB FY22 Grant Update (Actio n Item):
Elizabeth asked Boa rd Members for input. Greg asked if he co uld do the whole KAB Index Report himself. KAB
instructions state 5 people minimum are needed to complete this report. We agreed to place th is on hold.
Elizabeth talked about the current FY22 NMCB grant program, it is proceeding with purchases as needed
including WI B's future native and drought tolerant plant give-away planned for spring 2022.
Many MCRC Kid Recycled Craft Kits were picked up, approximat ely 100 kits, at the America Recycles Day (ARD)
at the Larry Brian Mitchel Depot Saturday, November 6th, 2021, and the remaining will go to the Boys and Girls
Club to Ms. Hutchinson. Including giving away calendars, binders and live band music. It was a really successfu l
day and event .
Agenda Item F) Clean-Up Opportunities:
Greg said that the Wolf-Pack baseball team will be cleaning this Sunday at Toltec, West Hwy 66 and Maloney.
He will come by SW to pick-up clean-up supplies and t rash bags for this event. A HS Miyamura clean-up also
happened Tuesday, October 6th, 2021. Greg was assigned one Court appointed Community Service person to
help clean up Patton Dr. He is encouraging Janelle Griego t o send him more Community Volunteers. Five people
a week can make a difference. Mike talked about orchestrat ing clean-ups with the schools. Maybe, he could be
included in this grant. We will look into a MOU agreement to include th e Mesa Club. We encourage coordinating
with Solid Waste to pick-up supplies for reporting after events, and pick-up trash bags. He asks to be ema iled
more information, and would like to clean-up Boardman. Greg suggests cleaning up Park Avenue from to Hwy
602 to Hozho Academy Charter School to 2nd Street . Mike says South 2nd Street can be included too.
Tracy ment ioned the land at the top of Mossma n (where McKee and Zecca come t ogether) someone has
dumped a grill and mattresses. She asks if we can clean this area? And, do we need to get permission to clean this
area? We would have to research th e owner about t his property first. Coordinate with the COG Solid Waste
Department regarding heavy duty equipment. This area has a two way road, with a cattle guard. Mike suggest s
to organize a big Mossman clean-up group by invit ing all of Mossman Residents to meet at this dead-end where
McKee and Zecca come together, and garner large med ia coverage.
Greg mentioned that the land is owned by Stat e; also, a large chunk is owned by the COG that goes toward s the
baseball field. The south portion of the property is owned by the Gallup Development Group or Corp, which is
possibly owned by Rick Murphy, which goes all the way up to Red Rock School. Greg used the Onyx Front Ap to
view the property. Elizabeth asked Greg to email everyone a screen shot of this map for everyone to see the
property owners.
Elizabeth will be on leave for 12 weeks. The KGCB will postpone meetings until March 2021. Please cont act

Elizabeth needs to re-coordinate with the COG KGCB Signs to be put up. We want to keep the smaller, older
signs and install these in COG Parks.
Mike also mentioned behind the old Pepsi Plant, someone has been making design, broken glass mosaics,
making pretty art out of the trash. Maybe, recognize these people. Mike places smiley faces on rocks. Part of the
FY22 NM Clean & Beautiful grant is nominating others for Awards. Elizabeth will email KGCB Award Nomination
forms to all KGCB Board Members. She would like to receive the filled out KGCB award Nominations forms
starting today until March 11th, 2022 to order them very soon. People are also putting up rock designs around
the UNM trail. Bill Bright asks to put himself down for adopting the block surrounding Dunstan Park, 4th & Park;
tra sh on Mondays, recycling plastic bottles & cans Tuesdays. Mike would like to nominate Bill Bright for an award
for his clean-up efforts around his neighborhood.
Greg mention the Trail behind the Peps i Plant, near the drainage dam, he and Cecil Garcia wanted to do a
Canyon Initiative Plan . He would love to see this area cleaned up and restored, reestablish hiking and biking trails,
plant trees to restore the old tree canopy. Possibly, petition the City to close the gates to capture water to
encourage fish to flourish such as bluegi ll. Mike wou ld like the City to purchase this land and make an open space
for the community. It could go along 2nd Street, all the way up and down this area. This new park or recreation
trail improvements could improve property values. Greg can petition this idea to Adventures Gallup and Beyond,
and to the NMCOG about writing a RTP grant to restore this area asking for a $SOOK. The State has an Economic
Development Division - Outdoor Recreation has $ for grant fund s for new trails. There is grant money for these
projects. He also talked about the Hospital Wellness Trail at the Wellness Center from the Rehoboth Hospital to
down to t he Golf Course wrapping back up. Jennifer wrote a grant to make it an official destination Trail to tie
into the Hozho Academy Trail, to develop this area. Linking to the Ca lvin Hall area and 2nd Street would be
wonderful.
Tracy mentioned the trail behind the UNM College, to turn it into an Arboretum with native species trees and
plants open to the public, a science center to bring students for science field trips, and for UNM students to do
fie ld work. If we could pick up this conversation, it would be another great opportunity.
Tracy ask Elizabeth to reach out to Board Members if she needs help too.
