INFORMATION/CONSENT CALENDAR: - It is recommended that Items 1 through 5 be acted on simultaneously unless separate discussion and/or action are requested by a council member. 1. SUBJECT: Minutes of the special and regular meetings of May 6, 2014. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: City of Galt Warrants. RECOMMENDED ACTION: Approve the warrants as submitted. 3. SUBJECT: 2014 General Municipal Election – Costs. RECOMMENDED ACTION: Adopt a resolution approving the regulations for candidates pertaining to the materials submitted and designation of costs thereof. 4. SUBJECT: 2014 General Municipal Election – Consolidation. RECOMMENDED ACTION: Adopt a resolution calling a General Municipal Election and requesting consolidation with the statewide election held on November 4, 2014, pursuant to Section 10403 of the Elections Code. 5. SUBJECT: Authorize award of On-Call Master Task Order Agreements for Construction Materials Testing and Specialty Inspection Services. RECOMMENDED ACTION: Adopt a resolution to: 1) Authorize the City Manager to execute multi-year On-Call Master Task Order Agreements with Construction Testing Services and Neil O. Anderson for Construction Materials Testing and Specialty Inspection Services; and 2) Authorize the Public Works Director to extend the Master Task Order Agreements for up to three, one-year extensions. RECOMMENDED ACTION: Approve the consent calendar as presented. F. SCHEDULED MATTERS G. REGULAR CALENDAR: CITY ATTORNEY’S OFFICE: 1. SUBJECT: Ordinance repealing Chapter 9.39 of the Galt Municipal Code sex offenders’ proximity to children’s facilities. STAFF REPORT: Rudolph RECOMMENDED ACTION: Introduce an ordinance, waive the first reading, and read by title only an ordinance repealing Chapter 9.39 of the Galt Municipal Code regarding sex offenders’ proximity to children’s facilities. POLICE DEPARTMENT 2. SUBJECT: Supplemental Police Services Expenditure Plan for Residual Measure R Fund Balance. STAFF REPORT: Bowen RECOMMENDED ACTION: 1) Adopt a resolution approving a Supplemental Police Services Expenditure Plan for the use of residual Measure R funds in the amount of $1,100,600 to fund up to two additional School Resource Officer (SRO) positions consistent with the recent approval of a Memorandum of Understanding (MOU) with the school districts and other critical needs of the police department. These funds will allow GALT CITY COUNCIL AGENDA REGULAR MEETING OF MAY 20, 2014 PAGE 3 the police department to increase its efficiency, accountability and effectiveness; 2) Approve the budget change forms appropriating funds in the total amount of $669,581 in expenditures and $85,202 in revenues in fiscal year 2014-2015 and $239,200 in expenditures and $87,867 in revenues in fiscal year 2015-2016. The cost for 2014-2015 reflects the funding of one SRO position at $128,736, and $98,345 in temporary/contract positions, and capital at $442,500. The cost for 2015-2016 reflects funding for one SRO position at $134,065, Capital at $6,500 and temporary/contract positions at $98,635; and 3) Authorize the Finance Director to process the appropriate budget changes to reflect the intent of items #1 and #2. H. COMMUNICATION I. CITY CLERK'S REPORT: 1. SUBJECT: Community Benefit Funding. STAFF REPORT: Aguire RECOMMENDED ACTION: Review the attached funding request applications and make funding determinations. 2. SUBJECT: Commission on Aging. STAFF REPORT: Aguire RECOMMENDED ACTION: Council Member Crews make an appointment to the Commission on Aging to fill a vacant position and remaining term in accordance with City practice. 3. SUBJECT: Youth Committee Appointments. STAFF REPORT: Aguire RECOMMENDED ACTION: Appoint the youth as recommended by the Youth Committee Adult Mentors and the City Clerk conduct the swearing in ceremony. L. COMMENTS BY STAFF M.
