MINUTES
REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, December 2, 2014, 7:00 pm
The meeting was called to order at 7:00 pm by the mayor. Council Members present: Payne, Campion,
Crews, Powers. Absent: Singleton.
Staff members present: City Manager Behrmann, City Clerk Haglund, City Attorney Rudolph, Public
Works Director Winkler, Chief of Police Bowen, Finance Director Kiriu, Human Resources Administrator
Islas, Community Development Director Stewart, and Parks & Recreation Director Solis.
OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited by Cub Scout Pack
84 and the video statement was read by the city clerk.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS – Campion asked to move item J6
(Littleton Stoves) up to after the consent calendar.
PRESENTATIONS: None
PUBLIC COMMENTS - The clerk announced that members of the audience could address the council on
any matter which is not on the agenda but within the subject matter jurisdiction. She advised the location
of the speaker sheets, asked that speaker sheets be presented to the clerk prior to addressing council and
advised that each person would have a three minute time limit to speak.
Al Baldwin asked for consideration to move the three minute public comments back to 5 minutes. Campion
asked for the item to come back at a future council meeting.
NOVEMBER 4, 2014 ELECTION RESULTS:
1. SUBJECT: Statement of Facts - November 4, 2014 Election.
RECOMMENDED ACTION: Adopt Resolution No. 2014-102 reciting the facts of the General
Municipal Election held on November 4, 2014, declaring the results and such other matters as
provided by law.
Haglund gave a staff report.
ACTION: Upon a motion by Payne, seconded by Crews, Resolution No. 2014-102 was adopted
by a unanimous roll call vote.
RECESS:
1. Oaths of Office - City Clerk Haglund to administer Oaths of Office to Council Elect Crews, Heuer
and Powers.

1. Roll Call: Council Members: Campion, Crews, Heuer, Payne, Powers.
2. Election of Mayor - City Clerk to conduct the election of mayor. Rudolph explained the process.
City Clerk Haglund opened the nominations for the position of Mayor. Payne nominated Crews.
ACTION: Upon a motion by Campion, seconded by Powers, the nominations were closed by a
unanimous roll call vote.
Heuer asked that the consideration of a one year mayoral term be brought back. She said it used to
be a one year term and it would give everyone a chance to serve as the mayor. Payne said she
thought it should be a two year term. Rudolph said they could bring the Council procedures back
to the council.
ACTION: Crews was elected Mayor by a unanimous roll call vote.
3. Election of Vice Mayor - Mayor to conduct the election of vice mayor.
Mayor Crews opened the nominations for the position of Vice Mayor. Heuer nominated Campion.
Powers nominated Payne.
ACTION: Campion as Vice Mayor failed with Heuer and Campion in favor, and Payne, Powers
and Crews voting against.
ACTION: Payne was elected Vice Mayor with Heuer voting against.
RECESS:
RECONVENE TO THE GALT CITY COUNCIL MEETING.
CONSENT CALENDAR - Consisting of Items 1 through 3, excluding item No. 1 which was pulled.
1. SUBJECT: Minutes of the special and regular meetings of November 18, 2014.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: City of Galt Warrants.
RECOMMENDED ACTION: Approve the warrants as submitted.
3. SUBJECT: Architectural Review Procedures.
RECOMMENDED ACTION: No action is required. The report is informational.
ACTION: Upon a motion by Powers, seconded by Payne, the consent calendar was approved by a
unanimous roll call vote.

6. SUBJECT: Consideration of options for upgrades to the Littleton Community Center stoves.
RECOMMENDED ACTION: Receive a report on upgrade options for the Littleton Community
Center stoves and provide direction to staff on the preferred option.
Winkler gave a staff report. Campion asked if the hood and fire suppression ventilation system
were being upgraded and Winkler said not with Option 1, only with Option 2 and 3. Campion was
concerned about the safety issues. Payne said it needed to be fixed correctly. Campion thought it
was important to install gas stoves and bring the kitchen up to code.
Ida Denier said the stoves needed to be replaced. She said the griddles and ovens did not work
when trying to cook a dinner.
Shirley Turner said they were not stoves, but grills and you could not cook on them as a stovetop.
Heuer said it wasn’t safe and the facility needed to have new ovens. Powers added if the stoves
were fixed, more people might want to use the facility. Campion thought that two new stoves and
one old oven with a griddle might work for the facility.
ACTION: Campion moved to replace two stoves and keep the best of the stoves with a griddle
top, seconded by Payne.
Discussion ensued regarding the stovetops and Heuer said she didn’t think they should have a
griddle top.
ACTION: Campion amended his motion, seconded by Payne, to replace all the stoves and move
forward with Option 3 which was approved by a unanimous roll call vote. Staff would bring back
a budget appropriation.
CITY COUNCIL’S OFFICE:
1. SUBJECT: Strategic Plan
RECOMMENDED ACTION: Receive the report.
The mayor reviewed the Strategic Plan.
CITY ATTORNEY’S OFFICE:
2. SUBJECT: Ordinances regarding the use of parks, use of skate parks and camping; and resolution
establishing additional rules and regulations for city parks.
RECOMMENDED ACTION: 1) Adopt Ordinance No. 2014-04 repealing and replacing Chapter
12.12 of the Galt Municipal Code regarding use of parks, and repealing section 9.12.025 regarding
city parks curfews; and 2) Adopt Ordinance No. 2014-05 repealing and replacing Chapter 9.37 of
the Galt Municipal Code regarding the use of skate parks; and 3) Adopt Ordinance No. 2014-06
adopting Chapter 9.52 of the Galt Municipal Code regarding camping; and 4) Adopt a resolution
establishing additional rules and regulations for City parks.
Rudolph gave a staff report.

ACTION: Upon a motion by Campion, seconded by Powers, Ordinances No. 2014-04, 2014-05
and 2014-06 were adopted by a unanimous roll call vote.
3. SUBJECT: Amendment of Galt Youth Committee Ordinance and Bylaws.
RECOMMENDED ACTION: 1) Adopt Ordinance 2014-03 amending Chapter 2.85 of the Galt
Municipal Code regarding the Galt Youth Committee. 2) Adopt a resolution approving the bylaws
for the Galt Youth Commission.
Rudolph gave a staff report.
ACTION: Upon a motion by Powers, seconded by Payne, Ordinance No. 2014-03 was adopted by
a unanimous roll call vote.
Discussion ensued regarding the Brown Act and information was given that there was periodic
training for the Commission.
FINANCE DEPARTMENT
4. SUBJECT: Fiscal Year 2015-First quarter Update.
RECOMMENDED ACTION: Receive the informational report.
Kiriu gave a report and updated the City Council for budget information for Fiscal Year 2015, first
quarter.
HUMAN RESOURCES DEPARTMENT:
5. SUBJECT: Approval of Galt Police Department Civilians Unit (GPDCA) Memorandum of
Understanding (MOU) with revised salary schedule.
RECOMMENDED ACTION: Adopt Resolution No. 2014-105 1) approving the MOU with the
GPDCA for the period of July 1, 2014 through December 31, 2017, with revised salary schedule,
and 2) authorizing the City Manager to execute the GPDCA MOU.
Islas gave a staff report.
ACTION: Upon a motion by Payne, seconded by Powers, Resolution No. 2014-105 was adopted
by a unanimous roll call vote.
COMMUNICATIONS
CITY CLERK’S REPORT: Haglund gave a list of upcoming events.
COMMENTS BY STAFF:
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: Behrmann reminded
everyone of employee appreciation luncheon. Solis reminded everyone of the Lighting of the Night events.

COUNCIL MEMBER PAYNE: Said at the Lighting of the Night, there would be a choir of 150 people,
as well as the chime choir and the City Tots. She reminded everyone of Crafting with Santa on December
7th at Chabolla Center.
COUNCIL MEMBER HEUER: Asked that the Council guidelines be brought back for discussion. She
asked that the Littleton Center be looked at for upgrades. She said it was a commercial kitchen and should
look better and be cleaner. Campion wanted to proceed with the stoves, then bring back facility updates at
a later date. Powers asked about the CIP update and Winkler said it was brought back on a quarterly basis.
Heuer then thanked staff for their assistance.
COUNCIL MEMBER CAMPION: Had nothing.
COUNCIL MEMBER POWERS: Reminded everyone that they were serving at the annual Senior
Luncheon on Dec. 11th at 11:30am-2:00pm.
MAYOR CREWS: Had nothing.
There being no further business to come before council, the meeting was adjourned by the mayor at 8:45
pm.
