CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, June 16, 2015, 7:00 pm The meeting was called to order at 7:00 pm by the mayor. Council Members present: Payne, Campion, Powers and Crews. Absent: Heuer. Staff members present: City Manager Behrmann, City Clerk Settles, City Attorney Rudolph, Community Development Director Stewart, Finance Director Kiriu, Parks & Recreation Director Solis, Interim Police Chief Drummond, and Public Works Director Winkler. Absent: Human Resources Administrator Islas. OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited and the city clerk read the video statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS - None PRESENTATIONS: 1. Twin Cities Roundabouts Project Management Award – Public Works Department. Winkler presented the award to Mayor Crews. 2. Kids Recycling Awareness Video – Cal-Waste Recovery Systems. Marybeth Ospital, Community Outreach Coordinator, presented the video. 3. Sacramento Area Creeks Council – Creeks Week Update. Sabra Ambrose, Representative, gave the history and update of Creek Week 2015. 4. Sacramento-Yolo Mosquito and Vector Control District – Annual Update. Gary Goodman, General Manager, gave the presentation. PUBLIC COMMENTS - The clerk announced that members of the audience could address the council on any matter which is not on the agenda but within the subject matter jurisdiction. She advised the location of the speaker sheets, asked that speaker sheets be presented to the clerk prior to addressing council and advised that each person would have a five- minute time limit to speak. Rick Walters asked to have his meter billing begin immediately. CONSENT CALENDAR - Consisting of Items 1 through 5. 1. SUBJECT: Minutes of the special meeting of May 26, 2015 and the regular meeting of June 2, 2015. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: City of Galt Warrants. RECOMMENDED ACTION: Approve the warrants as submitted. GALT CITY COUNCIL MINUTES REGULAR MEETING OF JUNE 16, 2015 PAGE 2 3. SUBJECT: Development Code Update and Zoning Map Amendment. RECOMMENDED ACTION: Adopt Ordinance No. 2015-05 adopting the Galt Development code by repealing and replacing Title 18, repealing Title 17 and repealing Chapters 12.20 and 12.28 of the Galt Municipal Code; and adopting related amendments to the City of Galt Zoning Map and repealing the Downtown Revitalization and Historic Preservation District Specific Plan. 4. SUBJECT: Approval of Cooperative Purchase Agreement for Fuel Delivery. RECOMMENDED ACTION: Adopt a resolution authorizing the City manager to execute a sub agreement to the master purchase agreement between the Sacramento Area Council of Governments (SACOG) and Hunt & Sons, Inc., for the purchase and delivery of fuel and lubricants. 5. SUBJECT: First Amendment to Galt Police Officers Association Memorandum of Understanding. RECOMMENDED ACTION: Adopt a resolution approving the First Amendment to the Galt Police Officers Association (GPOA) Memorandum of Understanding (MOU). ACTION: Upon a motion by Powers, seconded by Payne, the consent calendar was approved by a roll call vote with Campion abstaining and Heuer absent. SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR CITY COUNCIL: 1. SUBJECT: Strategic Plan Update. RECOMMENDED ACTION: Receive the report. Crews reviewed the report. CITY MANAGER'S OFFICE: 2. SUBJECT: Economic Development Agreements between the City and the Greater Sacramento Area Economic Council. RECOMMENDED ACTION: Adopt a resolution authorizing the City Manager to execute the Economic Development Agreement between the City of Galt and the Greater Sacramento Area Economic Council and appropriating $9,715 from General Fund reserves for fiscal year 2015-2016. Behrmann introduced John Krueger, Executive Vice President, Greater Sacramento Area Economic Council. He gave an overview of the organization. ACTION: Upon a motion by a motion by Payne, seconded by Campion, Resolution No. 2015-55 was approved by a roll call vote with Heuer absent. COMMUNICATION: None. GALT CITY COUNCIL MINUTES REGULAR MEETING OF JUNE 16, 2015 PAGE 3 CITY CLERK’S REPORT: 1. SUBJECT: Reappointment to Sacramento Environmental Commission – Robert Bailey. RECOMMENDED ACTION: Discuss and take action as deemed appropriate. Settles gave the staff report. Settles was directed by Council to advertise for the vacant position on the Sacramento Environmental Commission and bring back to Council in July. COMMENTS BY STAFF: Solis reviewed the activities for the Independence Day Celebration on July 4th. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS VICE MAYOR PAYNE: Harvested the first crops from the Galt Community Garden and donated the vegetables to the seniors at the Chabolla Center. COUNCIL MEMBER HEUER: Absent. COUNCIL MEMBER CAMPION: Asked the status of Littleton Community Center Kitchen Upgrade Project and Winkler said they were looking for proposals for the work. COUNCIL MEMBER POWERS: Announced the Senior Tea was this Saturday, 1:30 pm, at the Chabolla Center. MAYOR CREWS: Enjoyed the meeting with the Galt Youth Commission meeting he attended on Monday.
