CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, November 3, 2015, 6:00 pm The vice-mayor called the meeting to order at 6:00 pm. Council Members present: Payne, Heuer, Campion, and Powers. Absent: Crews. Staff members present: Interim City Manager Rudolph, City Clerk Settles, Interim City Attorney Hood and Human Resource Administrator Islas. ADJOURNED TO CLOSED SESSION: 1. PUBLIC EMPLOYMENT pursuant to Government Code section 54957. Titles: City Manager, Police Chief and Police Lieutenant. RECONVENED TO OPEN SESSION: The council reconvened to open session at 7:00 pm at which time the city attorney announced there was no reportable action. The vice-mayor called the meeting to order at 7:00 pm. Council Members present: Payne, Heuer, Campion, and Powers. Absent: Crews. Staff members present: Interim City Manager Rudolph, City Clerk Settles, Interim City Attorney Hood, Community Development Director Stewart, Human Resources Administrator Islas, Parks & Recreation Director Solis, Interim Police Chief Drummond, and Public Works Director Winkler. Absent: Finance Director Kiriu. OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited and the city clerk read the video statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS - None PRESENTATIONS: 1. New Employee Introduction – Rudolph introduced Amie Mendes as the first Economic Development Manager. PUBLIC COMMENTS - The clerk announced that members of the audience could address the council on any matter, which is not on the agenda but within the subject matter jurisdiction. She advised the location of the speaker sheets, asked that speaker sheets be presented to the clerk prior to addressing council and advised that each person would have a five-minute time limit to speak. CONSENT CALENDAR - Consisting of Items 1 through 3. 1. SUBJECT: Minutes of the regular meeting of October 20, 2015. RECOMMENDED ACTION: Accept the minutes as submitted. GALT CITY COUNCIL MINUTES REGULAR MEETING OF NOVEMBER 3, 2015 PAGE 2 2. SUBJECT: City of Galt Warrants. RECOMMENDED ACTION: Approve the warrants as submitted. 3. SUBJECT: Authorize the execution of Amendment #3 to Task Order #2 of the Master Task Order Agreement with West Yost Associates for supplemental consultant services for the WWTP upgrade project. RECOMMENDED ACTION: Adopt Resolution No. 2015-86 authorizing the Interim City Manager to execute Amendment #3 to Task Order #2 of the Master Task Order Agreement with West Yost Associates for supplemental consultant services in an amount not to exceed $430,203.00. ACTION: Upon a motion by Campion, seconded by Heuer, the consent calendar was approved by a unanimous roll call vote of council members present. Absent: Crews. SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR CITY COUNCIL’S OFFICE: 1. SUBJECT: Pet Adoption Center. RECOMMENDED ACTION: Receive the report and provide comments. Rudolph gave the agenda report. Powers said Supervisor Nottoli would be contributing start-up money and, along with the $15,000 discount in the contract with Sacramento County for animal control services, wanted to move forward with the Pet Adoption Center. She stated the center would start out as a City/County joint effort, and in three or four years, the non-profit would start running it. Sherry Daly thanked Powers for her work with rescuing cats and asked if collected fees from Sacramento County could be shared with the City to help defray the cost of the proposed center. Powers asked Council to consider moving forward establishing the non-profit, working on the memorandum of understanding and locating a facility. She also asked Council to consider allocating $25,000, during the next budget cycle, for the pet adoption center. Hood said both items would need to be agendized for a future meeting. HUMAN RESOURCES DEPARTMENT: 2. SUBJECT: Revision to Building Maintenance Worker Job Description and Galt Public Service Unit Salary Schedule. RECOMMENDED ACTION: Adopt Resolution No. 2015-87 approving the (1) revised Building Maintenance Worker job description; (2) revised Galt Public Service Unit (GPSU) salary range adding the Building Maintenance Worker I classification; (3) reclassification of one Building Maintenance Worker to Building Maintenance Worker II position; and (4) change one approved part-time position in the Public Works department from a Parks Worker I to a Building Maintenance Worker I. ACTION: Upon a motion by Heuer, seconded by Campion, adopting Resolution No. 2015-87 was approved by a unanimous roll call vote of council members present. Absent: Crews. 3. SUBJECT: Police Lieutenant Salary. RECOMMENDED ACTION: Adopt Resolution No. 2015-88 approving the recommended salary increase to the position of Police Lieutenant effective December 1, 2015. Islas gave the agenda report. ACTION: Upon a motion by Heuer, seconded by Powers, adopting Resolution No. 2015-88 was approved by a unanimous roll call vote of council members present. Absent: Crews. POLICE DEPARTMENT: 4. SUBJECT: Ordinance No. 2015-09 Amending Sections 8.48.020 and 8.48.030 of the Galt Municipal Code Related to Smoking. RECOMMENDED ACTION: Introduce Ordinance No. 2015-09 amending Sections 8.48.020 and 8.48.030 of the Galt Municipal Code relating to the prohibition of smoking outside public buildings, waive full reading, and continue to the next regular meeting for adoption. Drummond gave the agenda report. ACTION: Upon a motion by Heuer, seconded by Campion, introducing Ordinance No. 2015-09 was approved by a unanimous roll call vote of council members present. Absent: Crews. 5. SUBJECT: Regulation of Alarm Systems. RECOMMENDED ACTION: Introduce an ordinance adding Chapter 5.08 of the Galt Municipal Code regarding the Regulation of Alarm Systems, waive full reading, and continue to the next regular meeting for adoption. Drummond said due to a fee structure discrepancy in the contract with the company providing the services, he recommended continuing the item to a future meeting. COMMUNICATIONS: None. CITY CLERK’S REPORT: Settles reviewed the calendar of City meetings and events. COMMENTS BY STAFF: Stewart said at the next Planning Commission meeting they would be discussing the architectural plans for KB Home and the continued Dry Creek Oaks Senior Facility and Residential hearing. Rudolph encouraged the community to attend the San Joaquin Delta Community College meeting on Monday, November 9, 2015 at 5:30 pm in Stockton. He said they would be considering the location of the North County Campus. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: GALT CITY COUNCIL MINUTES REGULAR MEETING OF NOVEMBER 3, 2015 PAGE 4 VICE MAYOR PAYNE: thanked the twenty youth members from the Real Life Church for spreading wood chips at the Galt Community Garden. COUNCIL MEMBER HEUER: Nothing. COUNCIL MEMBER CAMPION: Nothing. COUNCIL MEMBER POWERS: asked for a report on the Pet Adoption Center. MAYOR CREWS: Absent.
