CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, December 6, 2016 The meeting was called to order at 7:00 pm by the Mayor. Council Members present: Payne, Heuer, Campion, Powers and Crews. Staff members present: City Manager Palazzo, City Clerk Settles, City Attorney Rudolph, Interim Community Development Director Erias, Finance Director Boyd, Human Resources Administrator Islas, Parks & Recreation Director Solis, Police Chief Sockman and Public Works Director Winkler. OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited and the City Clerk read the video statement. NOVEMBER 8, 2016 ELECTION RESULTS: 1. SUBJECT: Certification of November 8, 2016 General Municipal Election Results; Reorganization of the Galt City Council. RECOMMENDED ACTION: 1) Adopt Resolution No. 2016-77 certifying the election results of the November 8, 2016, General Municipal Election; 2) Presentation to outgoing Vice-Mayor Payne by the Mayor; 3) Presentation to outgoing Mayor Mark Crews by the City Manager; 4) Administer the Oath of Office to the Galt City Council Members Elect; 5) Roll Call; 6) Election of Mayor; 7) Election of Vice-Mayor. Settles gave the agenda report. ACTION: Upon a motion by Campion, seconded by Payne, Resolution No. 2016-77, was adopted by a unanimous roll call vote. Crews presented a proclamation and gift to Payne. Supervisor Don Nottoli presented Payne with a proclamation from the Sacramento County Board of Supervisors. Palazzo presented a gift to Crews and thanked him for serving as mayor for two-years. Settles administered the Oath of Office to Council Elect Campion and Lampson. Settles called roll Council Members present: Lampson, Heuer, Campion, Powers and Crews. Settles opened nominations for mayor. Crews nominated Powers. Hearing no further nominations, Settles closed the nominations. ACTION: Powers was elected Mayor by a roll call vote with Heuer dissenting. Powers opened the nominations for vice-mayor. Lampson nominated Crews. Hearing no further nominations, Powers closed the nominations. ACTION: Crews was elected Vice-Mayor by a roll call vote with Heuer dissenting. GALT CITY COUNCIL MINUTES REGULAR MEETING OF DECEMBER 20, 2015 PAGE 2 RECESS: Powers called for a fifteen minute recess for refreshments. RECONVENED: Powers called the meeting back to order. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None. PRESENTATION: 1. SUBJECT: Introduction of New Employees – Zak Karver, Building Inspector. Richard Hayes, Parks Maintenance Worker. Building Official Lobao introduced Zak Karver, Building Inspector. Solis said Richard Hayes, Parks Maintenance Worker, was unable to attend the meeting. PUBLIC COMMENTS - The Clerk announced that members of the audience could address the council on any matter which is not on the agenda but within the subject matter jurisdiction. She advised the location of the speaker sheets, asked that speaker sheets be presented to the clerk prior to addressing council and advised that each person would have a five-minute time limit to speak. Charlie Nelson congratulated the new city council members. Mr. Nelson had questions concerning his utility bill. Powers asked if he had contacted anyone in the Public Works Department and he replied no. Campion suggested Mr. Nelson meet with Winkler. Campion asked Winkler to provide a memo to Council after his meeting with Mr. Nelson. INFORMATION/CONSENT CALENDAR: - It is recommended that Items 1 through 5 be acted on simultaneously unless separate discussion and/or action are requested by a council member. 1. SUBJECT: Minutes of the regular meeting of November 15, 2016. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Adoption of Ordinance No. 2016-11 repealing and replacing Chapter 15.04 of the Galt Municipal Code relating to Buildings and Construction and adopting the 2016 Editions of the California Building Standard Codes. RECOMMENDED ACTION: Adopt Ordinance No. 2016-11 repealing and replacing Chapter 15.04 of the Galt Municipal Code relating to Buildings and Construction and adopting by reference the 2016 California Administrative Code, California Building Code, California Residential Code, California Plumbing Code, California Mechanical Code, California Electrical Code, California Green Building Code and California Energy Code. 3. SUBJECT: Adoption of Ordinance No. 2016-12 repealing and replacing Chapter 15.28 of the Galt Municipal Code (Fire Code) and adopting the 2016 Edition of the California Fire Code. RECOMMENDED ACTION: Adopt Ordinance No. 2016-12 repealing and replacing Chapter 15.28 (Fire Code) of the Galt Municipal Code and adopting by reference the 2016 California Fire Code (based on the 2015 Edition of the International Fire Code) including local amendments thereto. 4. SUBJECT: Receive and File Warrants. RECOMMENDED ACTION: Receive and file warrants for the period ending November 18, 2016. 5. SUBJECT: Treasurer’s Report for period ending October 2016. RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted. GALT CITY COUNCIL MINUTES REGULAR MEETING OF DECEMBER 20, 2015 PAGE 3 ACTION: Upon a motion by Heuer, seconded by Crews, the consent calendar was approved by a unanimous roll call vote. SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR: None. COMMUNICATIONS: None. CITY CLERK’S REPORT: 1. SUBJECT: December 20, 2016 City Council Meeting. RECOMMENDED ACTION: Consider starting the meeting at 10:00 am on December 20, 2016. Settles gave the agenda report. ACTION: Upon a motion by Campion, seconded by Crews, starting the December 20, 2016 City Council meeting at 10:00am was approved by a unanimous roll call vote. COMMENTS BY STAFF: Winkler announced the public workshop on December 15, 2016, concerning the Fourth Street Open Space. Solis thanked Brenda Renfrow, Police Department, Public Works and Galt Youth Football for their help on the Lighting of the Night Event. Sockman highlighted Project Endure and Beacon of Blue Campaign by McDonald’s restaurants. Palazzo gave an update on the Delta College North County Campus. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR CREWS: thanked Solis for the Lighting of the Night Event. COUNCIL MEMBER HEUER: attended the house burning training event by the Cosumnes Fire Department on November 30, 2016. COUNCIL MEMBER CAMPION: nothing. COUNCIL MEMBER Lampson: happy and thankful to be a part of City Council. MAYOR POWERS: thanked Solis for the Lighting of the Night Parade and reminded City Council of the Senior Luncheon on Thursday, December 8, 2016.
