REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, February 20, 2018
The Mayor called the meeting to order at 4:00 pm. Council Members present: Malson, Campion, Lampson
and Heuer. Absent: Crews
Staff members present: City Manager Palazzo, City Clerk Settles, Human Resource Director Hall and
Interim City Attorney Yang.
ADJOURNED TO CLOSED SESSION:

RECONVENED TO OPEN SESSION: The Council reconvened to open session at 6:00 pm at which
time the City Attorney announced there was no reportable action.
The meeting was called to order at 6:00 by the Mayor. Council Members present: Malson, Campion,
Lampson and Heuer. Absent: Crews
Staff members present: City Manager Palazzo, City Clerk Settles, Interim City Attorney Yang, Community
Development Director Erias, Finance Director Boyd, Human Resources Director Hall, Parks & Recreation
Director Solis, Police Chief Sockman and Public Works Director Winkler.
OPENING CEREMONIES - Silent prayer was observed. Police Officer Hart led the Pledge of Allegiance
and the City Clerk read the video statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None.
PRESENTATION:
1. SUBJECT: Oath of Office – Police Officer Scott Hart.
Sockman introduced Officer Hart and Settles gave him the oath of office.

2. SUBJECT: Galt Police Recruitment Video.
Sockman presented the video.
3. SUBJECT: Lighting of the Night - Cost Review.
Solis gave the presentation.
4. SUBJECT: Winter Bird Festival - Cost and Revenue Review.
Solis gave the presentation.
PUBLIC COMMENTS - The Clerk announced that members of the audience could address City Council
on any matter which was not on the agenda but within the subject matter jurisdiction. She advised the
location of the speaker sheets, asked that speaker sheets be presented to the Clerk prior to addressing City
Council and advised that each person would have a five-minute time limit to speak.
Barbara Payne gave an update on the Payne Community Garden.
Carmen Gomez, Head Start Program, shared the children’s experiences at the Payne Community Garden.
Heuer invited Gomez to give a presentation at a future meeting.
Jim Ellis enjoyed having the children participate at the Payne Community Garden.
Kelly Sprake, Head Start Program, thanked City Council for allowing the children to participate at the
Payne Community Garden.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES
Campion said a copy of the Sacramento Transportation Authority’s Annual Report was placed in their
mailboxes earlier in the week. Malson gave an update on the progress towards bringing recommendations
to City Council for a new auditing firm. He visited the City Departments with Palazzo. Heuer and Malson
attended the first Galt Chamber of Commerce 2X2 meeting working towards a memorandum of
understanding.
CONSENT CALENDAR - Consisting of Items 1 through 3.
1. SUBJECT: Minutes of the regular meeting of February 6, 2018.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending February 8, 2018.
RECOMMENDED ACTION: Receive and file warrants for the period ending February 8, 2018.
3. SUBJECT: Authorize Master Task Order Agreements for On-Call Engineering/Construction
Material Testing Services.
RECOMMENDED ACTION: Adopt Resolution No. 2018-04 authorizing the City Manager to
execute multi-year on-call master task order agreements with Construction Testing Services and
Wallace Kuhl & Associates for material testing services; and authorizing the Public Works Director
to extend the master task order agreements for three, one-year extensions.

ACTION: Upon a motion by Lampson, seconded by Campion, the consent calendar was approved by a
unanimous roll call vote.
SCHEDULED MATTERS - PUBLIC HEARING:
1. SUBJECT: Zoning Ordinance Amendment to reduce the street side yard fence setback in a
Residential Zoning District to five feet.
RECOMMENDED ACTION: Introduce Ordinance No. 2018-01 amending Figure 18.44-1 in
Chapter 18.44, Fences and Walls, of the Galt Municipal Code to reduce the street side yard fence
setback in a residential zoning district to five feet.
Erias gave the agenda report. Heuer opened the public hearing, and hearing no comments, closed
the public hearing.
ACTION: Upon a motion by Campion, seconded by Malson, introducing Ordinance No. 2018-01,
was approved by a unanimous roll call vote.
REGULAR CALENDAR: None.
CITY CLERK'S REPORT:
1. SUBJECT: Planning Commission and Parks and Recreation Commission – Commissioner
Qualifications.
RECOMMENDED ACTION: Discuss and review the commissioner qualifications as it relates to
the Planning Commission and the Parks and Recreation Commission and provide direction to City
staff regarding desired revisions.
Settles gave the agenda report.
Romilda Rausser discussed the condition of Boessow Road.
ACTION: Upon a motion by Campion, seconded by Malson, bringing back an ordinance amending
the boundaries to the City limits as it relates to the members of the Planning Commission and the
Parks and Recreation Commission was approved by a unanimous roll call vote.
COMMENTS BY STAFF: Winkler gave an update on the City’s water conservation. Sockman said the
next Speaker Series would be on Thursday, February 22, 2018 at 7:00 pm and the topic was Cyber Security.
He added another Regional Neighborhood Watch Meeting was scheduled for Monday night at New Hope
Church.
