CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, January 15, 2019 The Mayor called the meeting to order at 6:00 pm. Council Members present: Farmer, Sandhu, Campion, Lozano and Lampson. Staff members present: City Manager Palazzo, City Clerk Settles, Interim City Attorney Hood, Community Development Director Erias, Finance Director Tyson, Human Resources Director Hall, Parks & Recreation Director Solis, Police Chief Sockman and Interim Public Works Director Clarkson. OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Lampson tabled Item No. C1 and Item No. E3 to a future meeting. Lozano pulled Item No. E4 for discussion. PRESENTATIONS: 1. SUBJECT: New Employee Introduction – Joseph Pulizzi, Building Inspector. Lampson tabled to a future meeting. 2. SUBJECT: Sacramento County Grand Jury Presentation – Patricia Gayman, President, Sacramento County Grand Jurors’ Association. Patricia Gayman gave the presentation. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items. She stated no discussion or action could be taken on any item that was not listed on the agenda. The Clerk advised the location of the speaker cards, asked that speaker cards be presented to the Clerk prior to addressing City Council and that each person would have a five-minute time limit to speak. She said those who wished to speak on any item scheduled on the agenda would be given an opportunity to do so at the time that item was being considered. Susan Meacham shared her concerns with a tree next to her property. Palazzo would contact her to discuss. Bob Balliet spoke concerning the appointments to the Commission on Aging. Bonnie Rodriguez, Galt District Chamber of Commerce, invited the City to participate in Galt’s 150-year celebration. Palazzo asked her to forward him the information for the upcoming meeting. GALT CITY COUNCIL MINUTES REGULAR MEETING OF JANUARY 15, 2019 PAGE 2 REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Lozano said his first Sacramento Area Council of Governments (SACOG) meeting would be on Thursday, January 17 and the Sacramento Transportation Authority meeting was on February 14. Lampson attended the Galt Youth Commission meeting. She met with Sacramento Metro Air Quality Management District Executive Director Alberto Ayala. CONSENT CALENDAR - Consisting of Items 1 through 5, excluding items 3 and 4 which were pulled for discussion. 1. SUBJECT: Minutes of the regular meeting of December 18, 2018. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending December 19, 2018. RECOMMENDED ACTION: Receive and file warrants for the period ending December 19, 2018. 5. SUBJECT: Treasurer's Report for period ending October 2018 and November 2018. RECOMMENDED ACTION: Accept the Treasurer's Report as submitted. ACTION: Upon a motion by Sandhu, seconded by Campion, the consent calendar was approved by a unanimous roll call vote. CONSENT CALENDAR: 3. SUBJECT: Approval of Final Map and Subdivision Improvement Agreement for Morali Estates. RECOMMENDED ACTION: Adopt a resolution: 1) Approving the Final Map for Morali Estates and authorizing the filing and recordation thereof; and 2) Authorizing the City Manager to execute the subdivision improvement agreement with Bond Safeguard Insurance Company, Inc. and the filing and recordation thereof. Lampson tabled to a future meeting. CONSENT CALENDAR: 4. SUBJECT: Template for Department Director Employment Agreements. RECOMMENDED ACTION: Approve template for future department director employment agreements, which sets forth the maximum agreement term, severance and other benefits that the City Manager may negotiate when appointing future department directors. Lozano asked if there was a restriction on the amount of severance and Hood said no dollar amount limitation but an amount of time limitation. She said she would confirm and respond back to City Council. ACTION: Upon a motion by Lozano, seconded by Sandhu, accepting the template for future department director employment agreements, which sets forth the maximum agreement term, severance and other benefits that the City Manager may negotiate when appointing future department directors, was approved by a unanimous roll call vote. GALT CITY COUNCIL MINUTES REGULAR MEETING OF JANUARY 15, 2019 PAGE 3 SCHEDULED MATTERS - PUBLIC HEARING: 1. SUBJECT: Public Hearing Regarding Adoption of Proposed Refuse Collection Rates. RECOMMENDED ACTION: 1) Receive a presentation regarding proposed refuse collection rate adjustments; 2) Conduct a public hearing to receive comments and written protests to the proposed refuse collection rates; 3) Receive a report on the tabulation of written protests regarding the proposed refuse collection rate adjustments; 4) In the absence of a majority protest, adopt Resolution No. 2019-01 approving the proposed refuse collection rates as set forth in the public notices sent to customers and property owners, including an annual adjustment through 2024. Clarkson introduced Carlos Solorio, Administrative Analyst, and he gave the presentation. Lampson opened the public hearing. Bonnie Rodriguez said businesses would struggle with the new commercial rates. Ron Loutzenhiser asked questions about the presentation. Elena Bedard opposed the rate increase. Jerry Soder was concerned a request for proposals was not issued. Rick Walters had a question about the contract. Lampson closed the public hearing. Settles reported she received 17 written protests. Rudy Vaccarezza, California Waste Recovery said the company would visit commercial businesses to review services. ACTION: Upon a motion by Campion, seconded by Lozano, adopting Resolution No. 2019-01 was approved by a unanimous roll call vote. REGULAR CALENDAR: CITY MANAGER'S OFFICE: 1. SUBJECT: Request to Waive the Public Employee Pension Reform Act 180 Day Waiting Period to Hire Retired Annuitant to Perform Specialized Duties. RECOMMENDED ACTION: Adopt Resolution No. 2019-02 waiving the Public Employee Pension Reform Act 180 day waiting period to hire retired annuitant, Steven Winkler, to perform specialized and time-sensitive project management assistance on a limited basis this year. Palazzo gave the agenda report. During the discussion, City Council expressed concern for the need to hire a retired annuitant. ACTION: Upon a motion by Campion, seconded by Lozano, adopting Resolution No. 2019-02, including amending the hours to a maximum of 205 hours, was approved by a roll call vote with Farmer and Sandhu dissenting. GALT CITY COUNCIL MINUTES REGULAR MEETING OF JANUARY 15, 2019 PAGE 4 COMMUNICATIONS: None. CITY CLERK'S REPORT: asked City Council to contact her regarding their appointments to City- created committees and commissions. COMMENTS BY STAFF: Clarkson gave the contact number for Public Works emergency line. Hall announced employment opportunities. Solis invited the community to the Winter Bird Festival on February 2, 2019 and discussed the tree trimming projects around town. Sockman attended the Criminal Justice Cabinet meeting. He added today was the sixth anniversary of Officer Kevin Tonn’s end of watch. Palazzo said the Strategic Plan Workshop was scheduled for January 25, 2019 but Sandhu would be unable to make the date. He recommended looking at dates into February to ensure the entire City Council to attend and City Council agreed. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR FARMER: attended the events held in honor of Officer Kevin Tonn. He invited the public to attend a meeting on January 22, 2019 to plan the 150 Year Galt Celebration. COUNCIL MEMBER SANDHU: Nothing. COUNCIL MEMBER CAMPION: Nothing COUNCIL MEMBER LOZANO: said the Galt Area Chamber of Commerce was having an event in conjunction with the Winter Bird Festival on February 1, 2019 at the Chabolla Community Center. MAYOR LAMPSON: attended the events held in honor of Officer Kevin Tonn. There being no further business to come before City Council, the Mayor adjourned the meeting at 8:30 pm.
