CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, October 15, 2019 The Mayor called the meeting to order at 5:30 pm. Council Members present: Sandhu, Campion, Lozano and Lampson. Absent: Farmer Staff members present: Interim City Manager Haglund, Clerk Administrator Settles, and Interim City Attorney Hood. ADJOURNED TO CLOSED SESSION: 1. CONFERENCE WITH LEGAL COUNSEL-ANTICIPATED LITIGATION Significant exposure to litigation pursuant to Government Code Section 54956.9(d) (2) – One potential case. RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 6:00 pm at which time the City Attorney announced there was no reportable action. The meeting was called to order at 6:01 by the Mayor. Council Members present: Sandhu, Campion, Lozano and Lampson. Absent: Farmer Staff members present: Interim City Manager Haglund, Clerk Administrator Settles, Interim City Attorney Hood, Community Development Director Erias, Finance Director Tyson, Interim Human Resources Director Narloch, Parks & Recreation Director Solis, Police Chief Sockman and Public Works Director Selling. OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited and the Clerk Administrator read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None. PRESENTATION: 1. SUBJECT: Sacramento Area Council of Governments (SACOG) - James Corless. Lozano and Selling introduced James Corless, Executive Director, and he gave the presentation. PUBLIC COMMENTS: The Clerk Administrator announced that members of the public could address the City Council on non-agenda items. She stated no discussion or action could be taken on any item that was not listed on the agenda. The Clerk advised the location of the speaker cards, asked that speaker cards be presented to the Clerk prior to addressing City Council and that each person would have a five-minute time limit to speak. She said those who wished to speak on any item scheduled on the agenda would be given an opportunity to do so at the time that item was being considered. GALT CITY COUNCIL MINUTES REGULAR MEETING OF OCTOBER 15, 2019 PAGE 2 Barbara Payne, Community of Character Coalition, recognized Bonnie Rodriguez and Terry Esparza for pride in the community. Robert Kraude asked questions concerning the Galt Market Community Plan. Lampson asked Haglund to meet with Kraude and include City Council with a follow-up memo. Gene Davenport expressed his concern over the property rezone on the corner of Walnut Avenue and Carillion Boulevard. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Nothing. CONSENT CALENDAR - Consisting of Items 1 through 3. 1. SUBJECT: Minutes of the regular meeting of October 1, 2019. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending October 2, 2019. RECOMMENDED ACTION: Receive and file warrants for the period ending October 2, 2019. 3. SUBJECT: Support for a Sustainable Groundwater Management Proposition 68 Grant Application for the Cosumnes Sub-basin. RECOMMENDED ACTION: Adopt Resolution No. 2019-71 1) Supporting the County of Sacramento’s application proposal to the Department of Water Resources for a Proposition 68 Sustainable Groundwater Management Program grant; 2) Supporting the County of Sacramento to serve as the Administering Entity for the grant application; and 3) Authorizing the City Manager to sign and submit the letter of support and provide a copy of the resolution and process any other related documents as necessary for the grant application. ACTION: Upon a motion by Campion, seconded by Sandhu, the consent calendar was approved by a unanimous roll call vote of members present. Absent: Farmer SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR: CITY ATTORNEY’S OFFICE: 1. SUBJECT: Elected City Clerk Vacancy – Consider Applications and Appointment of City Clerk. RECOMMENDED ACTION: Discuss and review applications and take action to fill the vacancy in the Elected City Clerk Office, including swearing in of appointed new City Clerk. Hood gave the agenda report. ACTION: Upon a motion by Lozano, seconded by Campion, appointing Tina Hubert to the position of city clerk was approved by a unanimous roll call vote of council members present. Absent: Farmer FINANCE DEPARTMENT: GALT CITY COUNCIL MINUTES REGULAR MEETING OF OCTOBER 15, 2019 PAGE 3 2. SUBJECT: Approval of New Classification and Salary Range for Accountant I/II; Approval of New and Revised Class Specification for Accounting Manager and Budget/Revenue Manager. RECOMMENDED ACTION: Adopt Resolution No. 2019-72 1) Amending the classification plan and salary schedule by approving the proposed job specification and salary range for the classification of Accountant I/II; and that a currently vacant Accounting Assistant I/II position be reallocated to an Accountant I/II; and 2) Approving revisions to job title and specifications for Accounting Manager and Budget/Revenue Manager. Narloch gave the agenda report. ACTION: Upon a motion by Campion, seconded by Lozano, adopting Resolution No 2019-72 was approved by a unanimous roll call vote of council members present. Absent: Farmer CITY CLERK’S REPORT: None. COMMUNICATIONS: None. COMMENTS BY STAFF: Tyson announced the City received an award from the Government Finance Officers Association for the Comprehensive Annual Financial Report. Selling shared the upcoming Annual Unmet Transit Needs Hearing would be held in the City Council Chambers on Wednesday, October 30. Erias reported the City was successful in attaining the Senate Bill 2 (SB2) Planning Grant. Narloch stated the open positions for the City. Hubert thanked City Council for the appointment tonight. Solis invited the public to the Spookishly Fun Movie Night. Haglund gave an update on the Galt Market Community Plan public outreach. Settles said the Galt Market Community Plan information was located on the City’s homepage. Hood would be coming back with more information on the new legislation recently signed by Governor Newsom. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR FARMER: Absent. COUNCIL MEMBER SANDHU: thanked Settles and wished her good luck in retirement. He congratulated Hubert on her appointment. Sandhu attended the Parks & Recreation Commission meeting and the Galt District Chamber of Commerce Business of the Month Event at Buchanan Auto Glass. COUNCIL MEMBER CAMPION: thanked Settles and enjoyed working with her throughout the years. COUNCIL MEMBER LOZANO: attended the Planning Commission meeting and heard the presentation on the Galt Market Community Plan. He congratulated Settles on her retirement and congratulated Hubert on her appointment. MAYOR LAMPSON: attended the Galt Youth Commission meeting. She was asked to speak at River Oaks Elementary School and at a Boy Scouts meeting. Lampson congratulated Settles on her retirement.
