REGULAR CITY COUNCIIL MEEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, January 21, 2020
The Mayor called the meeting to order at 4:30 pm. Council Members present: Lozano, Farmer, Campion,
Lampson and Sandhu.
Staff members present: Interim City Manager Haglund, City Clerk Hubert, and Interim City Attorney
Hood.
ADJOURNED TO CLOSED SESSION
1. THREAT TO PUBLIC SERVICES OR FACILITIES
Consultation with: Thomas Haglund, Interim City Manager and Kimberly Hood, Interim City
Attorney, pursuant to Government Code Section 54957.
2. PUBLIC EMPLOYMENT pursuant to Government Code Section 54957.
Title: City Manager
3. CONFERENCE WITH LEGAL COUNSEL – ANICIPATED LITIGATION
Significant exposure to litigation pursuant to Government Code Section 54956.9(d) (2) – One
potential case.
RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 6:10 pm at which
time the City Attorney announced there was no reportable action.
The meeting was called to order at 6:10 pm by the Mayor. Council Members present: Lozano, Farmer,
Campion, Lampson and Sandhu.
Staff Members present: Interim City Manager Haglund, City Clerk Hubert, Interim City Attorney Hood,
Community Development Director Erias, Finance Director Tyson, Human Resources Director Van Steyn,
Parks and Recreation Director Solis, Police Chief Sockman, and Public Works Director Selling.
OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None.
PRESENTATION:
1. SUBJECT: Winter Bird Festival – Parks and Recreation Department.
Solis introduced Special Events Manager, Jackie Garcia, and she gave the presentation.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items. She stated no discussion or action could be taken on any item that was not
listed on the agenda. The Clerk advised the location of the speaker cards, asked that speaker cards be
presented to the Clerk prior to addressing City Council and that each person would have a five-minute time

limit to speak. She said those who wished to speak on any item scheduled on the agenda would be given an
opportunity to do so at the time that item was being considered.
Melissa Neuburger, Sacramento County Coalition for Youth, thanked the City Council for not allowing
marijuana dispensaries in the city.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES:
Lozano attended the Sacramento Area Council of Governments (SACOG) on January 16. Lampson
attended the Galt Youth Commission meeting on January 6. Sandhu attended the Sacramento
Transportation Authority meeting on January 9.
INFORMATION/CONSENT CALENDAR - Consisting of Item 1.
1. SUBJECT: Receive and file Warrants for period ending January 8, 2020.
RECOMMENDED ACTION: Receive and file warrants for the period ending January 8, 2020.
ACTION: Upon a motion by Lozano, seconded by Campion, the consent calendar was approved
by a unanimous roll call vote.
SCHEDULED MATTERS - PUBLIC HEARING: None.
REGULAR CALENDAR:
CITY MANAGER’S OFFICE:
1. SUBJECT: Proposed Amendment to Assembly Bill 3773 Governing the 44 Acre Galt Market
Property and Surrounding City Owned Properties.
RECOMMENDED ACTION: Information only.
Haglund gave the agenda report.
Farmer said he had not seen any specific market plan.
Campion believed the first step in moving forward with the plan was defining the legislation.
Lozano believed it was the City Council’s responsibility to look at every option to increase revenue
for the city.
Lamspon said the City was trying to figure out ways to enhance the City’s revenue.
Sandhu believed the City needed a plan before meeting with Assembly Member Cooper’s office.
Robert Kraude was concerned with how the item was agendized and would like his previous
questions answered.
Chris Brossman asked what the City Council’s plan was to turn the market trend around and thought
the market plan should be placed on the ballot.

Jay Vandenburg appreciated the City Council’s comments and asked questions regarding the Galt
Market Community Plan.
Gene Davenport voiced his concerns regarding the Galt Market property.
2. SUBJECT: Update on Ransomware Attack.
RECOMMENDED ACTION: Receive information regarding the December 16, 2019,
ransomware attack and approve by motion, emergency purchases in support of the City’s
Information Technology recovery efforts.
Haglund gave the agenda report.
ACTION: Upon a motion by Lampson, seconded by Campion, approving emergency purchases
in support of the City’s Information Technology recovery efforts was approved by a unanimous
roll call vote.
FINANCE DEPARTMENT:
3. SUBJECT: Revenue Enhancements for Fiscal Sustainability.
RECOMMENDED ACTION: Provide direction to City staff regarding the evaluation of
potential long-term revenue enhancement options to provide for the City’s Fiscal Sustainability.
Tyson gave the agenda report.
Jay Vandenburg voiced his opinion with each revenue item.
Gene Davenport expressed his concern regarding the taxes.
City Council directed staff to develop an in depth analysis of each revenue option and present to
City Council for discussion at the next City Council meeting.
COMMUNICATION: None.
CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Selling said escrow closed on 140 Enterprise Court. Erias said the Climate
Action Plan was being presented to City Council in March and the Carillion Boulevard Master Plan would
be presented to City Council in April. Van Steyn introduced herself as the new Human Resources Director.
Sockman said the Measure R meeting was cancelled and the Public Safety Committee meeting was on
January 27.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR LOZANO: said the Galt Chamber of Commerce was hosting the Winter Bird Festival
Wine Beer and Food event on Friday, January 31.
COUNCIL MEMBER FARMER: welcomed Human Resources Director Van Steyn. He attended the
Kevin Tonn Memorial and was pleased with the many people who attended.
COUNCIL MEMBER CAMPION: None.

MAYOR SANDHU: attended the Kevin Tonn Memorial and said it was a special ceremony to remember
his sacrifice.
There being no further business to come before City Council, the Mayor adjourned the meeting at 9:27 pm.
