CITY OF GALT MINUTES REGULAR CITY COUNCIIL MEEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, March 17, 2020 The Mayor called the meeting to order at 6:33 pm. Council Members present: Lozano, Farmer, Campion, Lampson and Sandhu. Staff members present: Interim City Manager Haglund, City Clerk Hubert, Interim City Attorney Steiner, Community Development Director Erias, Police Chief Sockman and Public Works Director Selling. Absent: Finance Director Tyson, Human Resources Director Van Steyn and Parks and Recreation Director Solis. OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: PRESENTATION: 1. Galt Community of Character Coalition Presentation – Caring and Compassion. Rescheduled for future City Council meeting. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items. She stated no discussion or action could be taken on any item that was not listed on the agenda. The Clerk advised the location of the speaker cards, asked that speaker cards be presented to the Clerk prior to addressing City Council and that each person would have a five-minute time limit to speak. She said those who wished to speak on any item scheduled on the agenda would be given an opportunity to do so at the time that item was being considered. Tom Malson asked about financial help for Galt citizens. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: No reportable action. INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 4. 1. SUBJECT: Minutes of the meeting of March 3, 2020. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending March 5, 2020. RECOMMENDED ACTION: Receive and file warrants for the period ending March 5, 2020. 3. SUBJECT: Local Early Action Planning Grant. RECOMMENDED ACTION: Adopt Resolution No. 2020-09 authorizing staff to submit a Local Early Action Planning (LEAP) Grant Application to the California State Department of Housing and Community Development (HCD) and if the application is approved, authorize staff to execute a State of California Standard Agreement and any and all other documents required or deemed necessary or appropriate to secure the LEAP Grant. GALT CITY COUNCIL MINUTES REGULAR MEETING OF MARCH 17, 2020 PAGE 2 4. SUBJECT: Treasurer’s Report for period ending January 2020. RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted. ACTION: Upon a motion by Lozano, seconded by Lampson, the consent calendar was approved by a unanimous roll call vote. SCHEDULED MATTERS - PUBLIC HEARING: None. REGULAR CALENDAR: COMMUNITY DEVELOPMENT DEPARTMENT: 1. SUBJECT: Annual 2030 General Plan Circulation Element Amendment. RECOMMENDED ACTION: Adopt Resolution No. 2020-10 authorizing the City Manager to appropriate $133,450 of transportation funds for the purposes of amending the Circulation Element of the Galt 2030 General Plan in accordance with State of California legislation, Senate Bill 743 (SB743) and Assembly Bill 1358 (AB1358), including an update to the Citywide Traffic Model and Transportation Capital Improvement Program (TCIP) and enter into a consultant services contract/task order with Raney Planning and Management to complete tasks related to the Circulation Element Amendment deliverables. Erias gave the agenda report. ACTION: Upon a motion by Campion, seconded by Lampson, adopting Resolution No 2020-10 was approved by a unanimous roll call vote. 2. SUBJECT: Annual 2030 Galt General Plan and Housing Element Progress Report for 2019. RECOMMENDED ACTION: Review the Annual 2030 Galt General Plan and Housing Element Progress Report for 2019 and direct staff to submit it to the Governor’s Office of Planning and Research and the Department of Housing and Community Development in accordance with Government Code Section 65400. Erias gave the agenda report. ACTION: Upon a motion by Campion, seconded by Lozano, accepting and directing staff to submit the Annual 2030 Galt General Plan and Housing Element Progress Report for 2019 to the Governor’s Office of Planning and Research and the Department of Housing and Community Development in accordance with Government Code Section 65400 was approved by a unanimous roll call vote. COMMUNICATION: 1. SUBJECT: Coronavirus (COVID-19) update. Haglund gave the update. CITY CLERK’S REPORT: None. GALT CITY COUNCIL MINUTES REGULAR MEETING OF MARCH 17, 2020 PAGE 3 COMMENTS BY STAFF: Sockman said staff was prepared for any coronavirus issues and reminded the public to remain calm. Haglund said the time was a serious crisis of health and there were reasonable things the public could do to help ensure the safety of others. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR LOZANO: said the Galt Market Community Plan meeting scheduled for March 30 would be postponed. He thanked staff working day to day to serve the public and asked everyone to be patient and help one another. COUNCIL MEMBER FARMER: reminded people to follow directives given. He promoted social distancing and asked the public to not hoard and to remain calm. COUNCIL MEMBER CAMPION: commended City Manager and staff for doing a job well done. COUNCIL MEMBER LAMPSON: said in times of crisis could bring out the best in people and the high school teachers were putting class assignments online. MAYOR SANDHU: thanked staff and asked the public to follow directions and said everyone needed to work together.
