REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, August 18, 2020
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 6:03 pm. Council Members present: Lozano, Farmer, Campion,
Lampson and Sandhu.
Staff members present: Interim City Manager Haglund, City Clerk Hubert, Interim City Attorney Hood,
Community Development Director Erias, Finance Director Tyson, Human Resources Director Van Steyn
Parks and Recreation Director Solis, Police Chief Sockman and Public Works Director Selling.
OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS:
PRESENTATIONS:
1. SUBJECT: City of Galt Emergency Operation Plan – Police Department
Sockman introduced Sergeant Walton who gave the presentation.
2. SUBJECT: Proclamation for Thomas J. Haglund – Mayor Sandhu
Sandhu gave the presentation.
City Council approved the proclamation by a roll call vote.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action could be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Lozano attended the Sacramento Area Council of Governments (SACOG) Policy and
Innovation Committee Meeting on August 10.
INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 4, excluding Item 4 which
was voted on as a separate item.
Lampson recused herself from voting on Consent Item No. 4 due to an ownership in real property which
was within 500 feet of the proposed annexation area.

1. SUBJECT: Minutes of the Special Meeting of July 28, 2020 and Regular Meeting of August 4,
2020.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending August 6, 2020.
RECOMMENDED ACTION: Receive and file warrants for the period ending August 6, 2020.
3. SUBJECT: Approval of Participation in the California Federal Surplus Personal Property Program.
RECOMMENDED ACTION: Adopt Resolution No. 2020-56 authorizing the City Manager to
execute and submit application forms for the City of Galt to participate in the Department of
General Services (DGS) California Federal Surplus Personal Property Program (CFSPP).
4. SUBJECT: Fairway Oaks and Island Annexation Project
RECOMMENDED ACTION: Adopt Ordinance No. 2020-05 approving the prezone of the 39.5-
acre Island Annexation Area to R1A and rezone the Fairway Oaks Vesting Tentative Subdivision
Map (VTSM) site from OS, R1C, and R1B to OS and R1C-PD.
Karen Schauer, Superintendent Galt Joint Union Elementary School District, appreciated the City
Council’s consideration of the impacts of recent housing projects on the school district.
ACTION: Upon a motion by Lozano, seconded by Lampson, the consent calendar Items #1-3
was approved by a unanimous roll call vote and Item #4, adopting Ordinance No. 2020-05, was
approved by a roll call vote of 3-0. Abstain: Farmer, Lampson due to stated conflicts.
SCHEDULED MATTERS - PUBLIC HEARING: None.
REGULAR CALENDAR:
COMMUNITY DEVELOPMENT DEPARTMENT:
1. SUBJECT: Carillion Boulevard Corridor Plan.
RECOMMENDED ACTION: Adopt a resolution approving the Carillion Boulevard Corridor
Plan Initial Study/Mitigated Negative Declaration and approving Alternative I of the Carillion
Boulevard Corridor Plan.
Erias gave the agenda report and introduced Marty Inouye, Rosanna Southern and Todd Tregenza
from GHD, Inc. who gave the presentation and answered City Council questions.
Dave and Carrie McGinnis opposed the Carillion Boulevard Corridor Plan.
Mike Hodge opposed the Carillion Boulevard Corridor Plan.
Gabriela Lo opposed the Carillion Boulevard Corridor Plan.
Denise McCune opposed the Carillion Boulevard Corridor Plan.
Chantal Davis supported Alternative 1 of the Carillion Boulevard Corridor Plan.

Debra Banks, Sacramento Area Bicycle Advocates supported the Carillion Boulevard Corridor
Plan.
Alberto Ayala, Sacramento Metropolitan Air Quality Management District, supported the Carillion
Boulevard Corridor Plan.
Brooke Beckett, supported the Carillion Boulevard Corridor Plan.
Maria Jimenez, opposed the Carillion Boulevard Corridor Plan.
Veronica Van Dyke, opposed the Carillion Boulevard Corridor Plan.
Chris Holm, Walks Sacramento, supported the Carillion Boulevard Corridor Plan.
James Corless, Sacramento Area Council of Governments, supported the Carillion Boulevard
Corridor Plan.
Mindy Oltmanns, opposed the Carillion Boulevard Corridor Plan.
Britt Hammon, opposed the Carillion Boulevard Corridor Plan.
Gene Davenport, thanked Haglund and opposed the Carillion Boulevard Corridor Plan.
Jerry Sauter, thanked Haglund and Erias and discouraged Alternative 1.
Karen Huss, Sacramento Metropolitan Air Quality Management District, supported the Carillion
Boulevard Corridor Plan.
Kami Martin, opposed the Carillion Boulevard Corridor Plan.
Jay Vandenburg, thanked Haglund and Erias.
Faith Harper, opposed the Carillion Boulevard Corridor Plan.
Sandhu was concerned with the Planning Commission’s recommendation along with the safety of
the pedestrians. He said he would like to have more community outreach.
Farmer said he would be in favor of a hybrid of the two options given and said he would like the
item to go back to the Planning Commission and to see more engagement with the community.
Lampson asked who was responsible for the landscaping of the round-a-bouts and if Walnut
Avenue would eventually have a road diet.

Campion said he was concerned about traffic and bicycle safety and believed the traffic calming
and speed reduction plan was the most efficient and safest benefit to the community.
Lozano liked that the plan was a phased in approach.
Campion made a motion to adopt a resolution approving the Carillion Boulevard Corridor Plan
Initial Study/Mitigated Negative Declaration and approving Alternative I of the Carillion
Boulevard Corridor Plan as presented, seconded by Lampson.
Farmer made a motion to push project back to the Planning Commission, receive additional
community input, and bring back the revised plan to the City Council in two months, seconded by
Sandhu.
ACTION: Upon a motion by Farmer, seconded by Sandhu, pushing the project back to the
Planning Commission, receiving additional community input, and bringing back revised plan to the
City Council in two months was approved with Lozano and Campion dissenting.
CITY MANAGER’S OFFICE:
1. SUBJECT: Coronavirus (COVID-19) Update.
RECOMMENDED ACTION: Information only.
Haglund gave the update.
COMMUNICATION: None.
CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Haglund thanked City Council and he acknowledged and gave thanks to staff
members. Mendes talked about the upcoming campaign to bring awareness to struggling businesses during
the pandemic. Staff thanked Haglund for his kind words and wished Erias the best of luck.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR LOZANO: thanked Haglund, Erias and the staff.
COUNCIL MEMBER FARMER: thanked Lozano for acknowledging the struggling businesses. He
also thanked Haglund and Erias. He also said he was proud to read the proclamation for Louise Dowdell.
COUNCIL MEMBER CAMPION: thanked Haglund and Erias.
COUNCIL MEMBER LAMPSON: said Erias was fun to work with and thanked him for his patience
and thanked Haglund for all his work.
MAYOR SANDHU: thanked Haglund and Erias. He reminded everyone to socially distance and to stay
safe.

To protect our constituents, City officials and City staff, the City requests all members of the public to
follow the California Department of Health Services’ guidance and the County of Sacramento Public
Health Officer Order for the Control of COVID-19 restricting group events and gatherings and
maintaining social distancing. Additional information regarding COVID-19 is available on the City’s

Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically
and the City Council will participate via teleconference/electronically. In-person participation by the
public will not be permitted and no physical location from which the public may observe the meeting
