REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, October 20, 2020
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 6:10 pm. Council Members present: Lozano, Farmer, Campion,
Lampson and Sandhu.
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Hood, Interim
Community Development Director Hoffman, Finance Director Tyson, Human Resources Director Van
Steyn, Parks and Recreation Director Solis, Police Chief Sockman and Public Works Director Selling.
OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Farmer pulled Item No. F1 and Item
No. F5.
PRESENTATIONS:
1. SUBJECT: The Great Galt Pumpkin Hunt – Parks and Recreation.
Jackie Garcia, Special Events Manager, gave the presentation.
2. SUBJECT: Spookishly Fun Family Night – Parks and Recreation.
Jackie Garcia, Special Events Manager, gave the presentation.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action would be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES:
1. SUBJECT: League of California Cities Annual Conference, virtual meeting.
Farmer gave a report on the sessions he attended at the annual conference.
Lozano attended the Sacramento Area Council of Governments (SACOG) Board of Directors
Meeting on October 15. Sandhu attended the Sacramento Transportation Authority Board Meeting
on October 14.

INFORMATION/CONSENT CALENDAR - Consisting of Items No. 1 through 6 excluding Item No. 1
and Item No. 5 which were pulled for discussion.
2. SUBJECT: Receive and File Warrants for period ending October 6, 2020.
RECOMMENDED ACTION: Receive and file warrants for the period ending October 6, 2020.
3. SUBJECT: Authorization to Purchase Spare Well Equipment.
RECOMMENDED ACTION: Adopt Resolution No. 2020-80 authorizing the City Manager to
execute a contract with Commercial Pump & Mechanical in the amount of $56,508.67 for the
purchase of spare well equipment for the Golden Heights and Industrial wells.
4. SUBJECT: Lease Agreement with Galt Joint Union High School District.
RECOMMENDED ACTION: Adopt Resolution No. 2020-81 authorizing the City Manager to
execute a Lease Agreement with Galt Joint Union High School District (GJUHSD) for five years
with the option of two, 2-year contract extensions.
6. SUBJECT: Adoption of Ordinance No. 2020-08 Authorizing the Levy of Special Taxes within
Community Facilities District No. 2020-2 (Liberty Ranch).
RECOMMENDED ACTION: Adopt Ordinance No. 2020-08, an Ordinance of the City Council
of the City of Galt, California, Acting as the Legislative Body of the City Council of the City of
Galt, California, Acting as the Legislative Body of Community Facilities District No. 2020-2
(Liberty Ranch), Authorizing the Levy of Special Taxes in such Community Facilities District and
Improvement Areas Nos. 1 and 2 Thereof.
ACTION: Upon a motion by Campion, seconded by Farmer, the consent calendar was approved
by a unanimous roll call vote.
CONSENT CALENDAR
1. SUBJECT: Minutes of the Special Meeting of September 29, 2020 and Regular Meeting of
October 6, 2020.
RECOMMENDED ACTION: Accept the minutes as submitted.
Farmer said the minutes of October 6, 2020, reflecting his comments as a resident, stated Lincoln
Way; however, his intent was to refer to Cornell Road.
Hubert stated that the September 29, 2020, special meeting minutes had been revised to state City
Manager Hines instead of City Manager Lozano.
ACTION: Upon a motion by Farmer, seconded by Campion, approving the minutes of the Special
Meeting of September 29, 2020 and Regular Meeting of October 6, 2020, was approved by a
unanimous roll call vote.
5. SUBJECT: Accept funding under the Local Early Action Planning Grants Program of
$150,000.00, appropriate funds and approve Mintier Harnish Contract for the preparation of the
2021 – 2029 Housing Element Update.
RECOMMENDED ACTION: Adopt Resolution No. 2020-82 to accept funding under the Local
Early Action Planning Grants Program (LEAP Program) in the amount of $150,000, appropriating
funds and authorizing the City Manager to execute a contract with Mintier Harnish for the
preparation of the 2021 – 2029 Galt Housing Element.

Farmer asked what the remaining $31,000 would be used for from the $150,000 grant with
$119,000 being awarded to the consultant.
ACTION: Upon a motion by Lozano, seconded by Campion, adopting Resolution No. 2020-82
was approved by unanimous roll call vote.
SCHEDULED MATTERS - PUBLIC HEARING: None.
CITY MANAGER’S OFFICE:
1. SUBJECT: Coronavirus (COVID-19) Update.
RECOMMENDED ACTION: Information only.
Hines gave the presentation.
HUMAN RESOURCES DEPARTMENT:
1. SUBJECT: Approval of Part-Time and Temporary Classifications Salary Schedules for calendar
years 2021 and 2022.
RECOMMENDED ACTION: Adopt Resolution No. 2020-83 approving the salary schedules for
part-time and temporary job classifications effective January 1, 2021, and January 1, 2022.
Van Steyn gave the agenda report.
ACTION: Upon a motion by Lozano, seconded by Campion, adopting Resolution No. 2020-83
was approved by a unanimous roll call vote.
COMMUNICATION: None.
CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Hines reviewed Section 2.4, Request for Staff Resources, from the City
Council Procedural Guidelines. He also stated that City Council’s direction at the August 18 council
meeting to bring back the Carillion Boulevard action in two months was delayed due to an oversight and
that the matter would be presented to the Planning Commission at their November 12 meeting and presented
to City Council thereafter. Hines introduced Chief Sockman who gave a presentation regarding the Oberlin
Way residence discussed at the October 6 City Council Meeting. Solis said the State allowed playgrounds
to reopen and Greer Basin was opened yesterday to the public. Solis thanked his Parks Staff for the extra
mowing and said they were doing a great job. Hoffman said the request from council that the process be
transparent and inclusive was being heard. Selling said the goats had finished in the gulch and in
conjunction with Solis’ staff mowing, they were trying to keep a handle on the vegetation. Department
Directors congratulated Chief Sockman on his upcoming retirement and wished him well.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR LOZANO: Said he had received positive feedback from the community regarding the
goats in the canals. He thanked Hoffman for his customer service for an issue that was brought to his
attention. He also congratulated and thanked Chief Sockman for his service.
COUNCIL MEMBER FARMER: Thanked the Galt Sunrise Rotary for the clean-up day they organized
with the youth Impact Group and he thanked Parks and Recreation for their additional mowing. He also
congratulated the Chief and said he appreciated what he had done within the community.

COUNCIL MEMBER CAMPION: Thanked Public Works staff for their quick response to an issue at
his residence. He also thanked the Galt Police Officer who responded to an incident at his neighbor’s house
and was impressed with how he handled the situation. He also congratulated the Chief on his retirement.
COUNCIL MEMBER LAMPSON: Thanked the Chief for his work and appreciated his efforts towards
everyone’s safety.
MAYOR SANDHU: Said he was said to lose the Chief but happy he was heading into retirement. He
also thanked the Chief for his work and dedicated service to the city. He said to stay safe, healthy and to
social distance.
There being no further business to come before City Council, the Mayor adjourned the meeting at 7:31 pm.
