CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, December 7, 2021 This meeting of the Galt City Council was conducted by video/teleconference in compliance with the State and County Shelter at Home Orders, and as allowed by the Governor’s Assembly Bill (AB) 361, which allowed for a deviation of teleconference rules required by the Brown Act. Council Members and City staff attended in-person in the Council Chambers and the meeting was broadcast on Metro Cable and livestreamed on the City’s website. The Mayor called the meeting to order at 6:02 pm. Council Members present: Sandhu, Papineau, Vandenburg, Lozano and Farmer. Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio, Community Development Director Hoffman, Economic Development Manager Mendes, Human Resources Director Van Steyn, Police Chief Kalinowski, Parks and Recreation Director Solis and Public Works Director Selling. OPENING CEREMONIES: Silent prayer was observed, the flag salute was recited by LeRoy John Adams and Bob Balliet, and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items via the procedures identified on the agenda. She stated no discussion or action would be taken on any item that was not listed on the agenda. She said those who submitted written public comments by 4:00 pm on the day of the meeting would be distributed to City Council, made part of the official minutes and posted on the City’s website but would not be read out loud. Live comments would be subject to the customary five minute time limit. Ralph Cortez, Galt Community of Character Coalition, presented the Responsibility award to Steve Santos, who was nominated by Steve and Annie Butler. PRESENTATIONS: 1. SUBJECT: Galt Area Historical Society – 2019-2020 Community Benefit Grant Report to City Council. Janis Barsetti-Gray, President, gave the report. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Sandhu attended the Sacramento Transportation Authority Sacramento Abandoned Vehicle Service Authority meeting on November 18. Lozano attended the Sacramento Area Council of Governments (SACOG) Board of Directors meeting on November 18. Farmer attended the Galt Youth Commission meeting on December 6. GALT CITY COUNCIL MINUTES REGULAR MEETING OF DECEMBER 7, 2021 PAGE 2 INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 5. 1. SUBJECT: Minutes of the Regular Meeting of November 16, 2021. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending November 24, 2021. RECOMMENDED ACTION: Receive and file warrants for the period ending November 24, 2021. 3. SUBJECT: AB 361 Resolution Making Findings Necessary to Continue to Conduct Brown Act Meetings by Teleconference. RECOMMENDED ACTION: Adopt Resolution No. 2021-86 authorizing the continuance of remote teleconference meetings of the legislative bodies of the City of Galt. 4. SUBJECT: January 4, 2022 City Council Meeting Cancellation. RECOMMENDED ACTION: Cancel the January 4, 2022 City Council Meeting. 5. SUBJECT: Treasurer’s Report for period ending October 2021. RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted. ACTION: Upon a motion by Sandhu, seconded by Lozano, the consent calendar was approved by a unanimous roll call vote. SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING: None. REGULAR CALENDAR: PUBLIC WORKS DEPARTMENT: 1. SUBJECT: C Street Enhancements Project, CIP, 520F – Final Design Section. RECOMMENDED ACTION: Receive a presentation on modifications to Option 2 for the C Street Enhancements Project, CIP 520 F, and adopt Resolution No. 2021-87 approving the Modified Design Option. Selling gave the presentation and introduced Trung Trinh, Senior Civil Engineer, Brian Wright and Tim Hayes, Psomas who answered City Council questions. Mandeup Dhillon, Dry Creek Liquor, voiced his concerns with the proposed changes. Jerry Sauter thanked City Council for the outreach and voiced his concerns with the proposed changes. ACTION: Upon a motion by Farmer, seconded by Sandhu, adopting Resolution No. 2021-87 modifying Design Option 2, Number 1 to provide crosswalk, bulb-outs and pedestrian refuge island with minimal landscapting at Seventh and C Streets, while maintaining left-turn ingress and egress at liquor store driveway, excluding any striping/reconfiguration of liquor store parking lot; accept Number 2 as presented, retain pedestrian crossing immediately east of Maple Street and provide median refuge island and landscaping on C Street for the crosswalk; accept Number 3 as previously presented by retaining existing left-turn ingress and egress at F&M Bank’s driveway and Galt Plaza’s middle driveway and accepting Number 4, provide electronic message board in the vicinity of the C Street and Civic Drive intersection on south side of C Street, was accepted by a unanimous roll call vote. GALT CITY COUNCIL MINUTES REGULAR MEETING OF DECEMBER 7, 2021 PAGE 3 2. SUBJECT: Cosumnes Subbasin Groundwater Sustainability Plan Workshop. RECOMMENDED ACTION: Receive a presentation on the Cosumnes Subbasin Groundwater Sustainability Plan. Selling gave the presentation and answered City Council questions. 3. SUBJECT: Water and Wastewater Rate Development Workshop. RECOMMENDED ACTION: Receive a presentation on the process for developing water and wastewater rates. Selling introduced Mark Clarkson, Deputy Public Works Director, and Habib Isaac, B Consulting, who gave the presentation and answered City Council questions. COMMUNICATION: None. CITY CLERK’S REPORT: 1. SUBJECT: Mayor and Vice-Mayor Appointments. RECOMMENDED ACTION: Appoint new Mayor and Vice-Mayor if City Council desires, with term(s) ending December 2022. Hubert opened nominations for mayor. Sandhu nominated Farmer and Papineau nominated Lozano. Hearing no further nominations, Hubert closed the nominations. ACTION: Farmer was elected Mayor by a roll call vote with Lozano and Papineau dissenting. Farmer opened nominations for vice mayor. Farmer nominated Sandhu and Lozano nominated Papineau. Hearing no further nominations, Farmer closed the nominations. ACTION: Sandhu was elected Vice Mayor by a roll call vote with Lozano and Papineau dissenting. COMMENTS BY STAFF: Solis thanked California Waste, Paige Lampson, Galt Chamber of Commerce, Spaans Cookies, Save Mart and Valley Oaks Elementary for their sponsorship of the Lighting of the Night parade along with Public Works staff and Parks and Recreation staff for their help with the parade. He said the Breakfast with Santa event was sold out and the Winter Bird Festival would be February 5. Hoffman said there would be a Planning Commission meeting on Thursday. Kalinowski gave City Council new police department patches used at hiring events. Selling said there was a great effort amongst all departments and their staff for the lighting of the tree and the parade. He thanked Mr. Adams and Mr. Balliet and anyone else for their service. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR SANDHU: Thanked staff for the reports and citizens for public comment. He said he attended the Chamber luncheon last week and congratulated Back Alley Brew House for their Business of the Year award. He said he attended the parade and said it was the biggest turn out he had seen and the City did a great job organizing the event. He also congratulated Mayor Farmer for another year ahead. COUNCIL MEMBER PAPINEAU: Gave “hats off” to all the staff and departments for the tree lighting and the parade. He said he had heard the City’s parade was the best for presentation and community participation. GALT CITY COUNCIL MINUTES REGULAR MEETING OF DECEMBER 7, 2021 PAGE 4 COUNCIL MEMBER VANDENBURG: Thanked everyone who had served at Pearl Harbor. He also thanked staff for their hard work on the reports. He congratulated Sandhu and Farmer on their appointments. He said the parade was much larger than anticipated and would be a trend of things to come. COUNCIL MEMBER LOZANO: Thanked staff and the community for the wonderful turn out at the parade. He said the Cosumnes Fire Department would be hosting a Santa and Sirens drive-thru parade tomorrow and Thursday and that he would be attending on Thursday. He said that he and Mayor Farmer attended their first solid waste ad-hoc committee meeting. He said on November 22 he attended a meeting with Disabilities Rights of California which was a group that advocates for people with disabilities. He said that on November 28, the Galt Police Department held a memorial for Roy Marcum, the animal control officer who was killed in the line of duty and thanked the staff who helped put the ceremony together. MAYOR FARMER: Thanked Lozano for attending the Marcum ceremony. Thanked Parks and Recreation, Public Works and all other staff who helped organize the successful Lighting of the Night events. Said he attended the Chamber luncheon and congratulated Back Alley Brew House for their Business of the Year award. He thanked Mr. Adams and Mr. Balliet for their participation this evening and thanked them for their service. He thanked his fellow council members for re-nominating him and allowing him to serve again as mayor. He talked about making changes to Item E on the agenda to add reporting on other meetings and events to the beginning of the meeting and City Council agreed to bring forward at a later date. He asked about moving all five council members to the top of the dais since social distancing no longer applicable.
