REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, February 1, 2022
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Assembly Bill (AB) 361,
which allowed for a deviation of teleconference rules required by the Brown Act. Council Members
and City staff attended in-person in the Council Chambers and the meeting was broadcast on Metro
Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 5:30 pm. Council Members present: Sandhu, Papineau,
Vandenburg, Lozano, Farmer.
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio and
Human Resources Director Van Steyn.

RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 5:55 pm at which
time the City Attorney announced there was no reportable action.
The meeting was called to order at 6:08 pm by the Mayor. Council Members present: Sandhu, Papineau,
Vandenburg, Lozano, Farmer.
Staff Members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio,
Community Development Director Hoffman, Economic Development Manager Mendes, Human Resources
Director Van Steyn, Parks and Recreation Director Solis, Police Chief Kalinowski, and Public Works
Director Selling.
OPENING CEREMONIES – Silent prayer was observed in honor of fallen Officer Ty Lenehan, the flag
salute was recited and the City Clerk read the replay statement.

PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the procedures identified on the agenda. She stated no discussion or
action would be taken on any item that was not listed on the agenda. She said those who submitted written
public comments by 4:00 pm on the day of the meeting would be distributed to City Council, made part of
the official minutes and posted on the City’s website but would not be read out loud. Live comments would
be subject to the customary five minute time limit.
Harry Wensel. spoke about estimated time frame for last year’s financial statements and website updates
for the Galt Market Community Plan.

REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES:
1. SUBJECT: League of California Cities New Mayors and Council Members Academy -
Farmer, Sandhu.
Papineau attended the Sacramento Metropolitan Air Quality Management District Board of
Directors meeting on January 27. Vandenburg attended the Cosumnes Subbasin Sustainable
Groundwater Management Act (SGMA) meeting on January 19. Lozano attended the Sacramento
Area Council of Governments (SACOG) Board of Directors meeting on January 20. Sandhu
attended the South Sacramento Conservation Agency Joint Powers Authority meeting on January
31 and reported on the League of California Cities New Mayor and Council Members Academy.
Farmer attended the Galt Public Safety Committee Meeting on January 24 and reported on the
League of California Cities New Mayor and Council Members Academy.
CONSENT CALENDAR APPROVAL, ADDITIONS AND/OR DELETIONS:
Farmer pulled Consent Item No. J4.
INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 7 except Item 4 which was
pulled for discussion.
1. SUBJECT: Minutes of the Regular Meeting of January 18, 2022.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending January 19, 2022.
RECOMMENDED ACTION: Receive and file warrants for the period ending January 19, 2022.
3. SUBJECT: Adoption of a Resolution Approving the Submission to CalRecycle of a Notification
of Intent to Comply with the SB 1383 Regulations Pursuant to SB 619.
RECOMMENDED ACTION: Adopt Resolution No. 2022-07 approving a Notification of Intent
to Comply with the requirements of Senate Bill 619.
5. SUBJECT: Lease Agreement with Blue Dog Distributing for Warehouse Space at 140 Enterprise
Court in the City of Galt.
RECOMMENDED ACTION: Adopt Resolution No. 2022-08 authorizing the City Manager to
execute a lease agreement with Blue Dog Distributing for warehouse space at 140 Enterprise Court
in the City of Galt for the term ending December 31, 2023.

6. SUBJECT: AB 361 Resolution Making Findings Necessary to Continue to Conduct Brown Act
Meetings by Teleconference.
RECOMMENDED ACTION: Adopt Resolution No. 2022-09 authorizing the continuance of
remote teleconference meetings of the legislative bodies of the City of Galt.
7. SUBJECT: Designation of Authorized Official to Execute Land and Water Conservation Fund
Grant Documents Related to Walker Park Phase 2A.
RECOMMENDED ACTION: Adopt Resolution No. 2022-10 certifying the City has matching
funds of 50% available for Walker Park Phase 2A Project and authorizing the Director of Parks
and recreation to execute and submit periodic grant documents on behalf of the City of Galt for
Land and Water Conservation Fund Grant-in-Aid program for which the City is eligible.
ACTION: Upon a motion by Sandhu, seconded by Vandenburg, the consent calendar was
approved by a unanimous roll call vote.
CONSENT CALENDAR:
4. SUBJECT: Tobacco Grant Award Acceptance.
RECOMMENDED ACTION: Adopt Resolution No. 2022-11 authorizing the City Manager or
his designee to accept the Tobacco Grant Award in the amount of $62,756 over a three year period
(2022-2025) from the State of California Department of Justice, Office of Attorney General
Tobacco Grant Program.
Item was pulled for Kalinowski to give an overview for the public.
Teresa McCord expressed her concerns with vaping in schools.
ACTION: Upon a motion by Papineau, seconded by Lozano, adopting Resolution No. 2022-11
was approved by a unanimous roll call vote.
SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING: None.
REGULAR CALENDAR:
CITY MANAGER’S OFFICE:
1. SUBJECT: Coronavirus (COVID-19) Update.
RECOMMENDED ACTION: Information only.
Hines gave the update.
Harry Wensel expressed his concerns regarding COVID.
2. SUBJECT: Saturday Market Hours.
RECOMMENDED ACTION: Review staff report, receive presentation and provide direction to
staff.
Hines introduced Armando Solis, Parks and Recreation Director, who gave the presentation.
Harry Wensel expressed his thoughts regarding the Saturday market.
City Council directed staff to proceed with a five hour Saturday Market with the hours of 10:00 am
– 3:00 pm.

HUMAN RESOURCES DEPARTMENT:
3. SUBJECT: Approval of Amended Permit Technician I/II Job Specification to Establish Entry
Level Position.
RECOMMENDED ACTION: Approve the establishment of a Permit Technician I job
classification and amend the existing Permit Technician job classification to be renamed Permit
Technician II; approve the proposed job specification and establish a salary range for Permit
Technician I.
Van Steyn gave the report.
ACTION: Upon a motion by Lozano, seconded by Farmer, adopting Resolution 2022-12 was
approved by a unanimous roll call vote.
PUBLIC WORKS DEPARTMENT:
4. SUBJECT: Sewer Lateral Maintenance Ordinance Amendment.
RECOMMENDED ACTION: Introduce, read by title only and waive the first reading of the
ordinance amending Chapter 14.10 to Title 14 of the Galt Municipal Code relating to maintenance
of sanitary sewer connections.
Selling gave the report and answered City Council questions.
ACTION: Upon a motion by Sandhu, seconded by Vandenburg, tabling the adoption of an
ordinance amending Chapter 14.10 to Title 14 of the Galt Municipal Code until a draft rate study
be presented to City Council showing projected amounts with and without sewer lateral rates
included.
COMMUNICATION: None.
CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Hoffman thanked City Council for creating the Permit Technician I and II
job. Mendes said she would be attending the International Council of Shopping Centers show in March for
retail recruitment. Solis said Parks and Recreation was accepting applications for T-ball and adult softball.
He also said the virtual Winter Bird Festival would be this Saturday. Selling said there was going to be
construction next week on Fourth Street for concrete sidewalk repairs.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR SANDHU: Thanked staff for the good and clear reports and thanked Harry Wensel and
Teresa McCord for their public comments.
COUNCIL MEMBER PAPINEAU: Thanked staff for their hard work and advice. He said hats off to the
police department and to the City Manager for reaching out to the City of Elk Grove in the wake of Officer
Lenehan’s death. Said he attended the funeral with the City’s contingent and he was proud to see such a
large group of people showing respect.
COUNCIL MEMBER VANDENBURG: Said he echoed the sentiments of Council Member Papineau.
He thanked everyone for the staff reports and also thanked his fellow council members for engaging in a
respectful debate, saying it was good to hear different opinions to form good decisions.

COUNCIL MEMBER LOZANO: Said SACOG encouraged agencies to apply for funds they had
available from reallocating REAP funds to assist in their housing element compliance requirements. He
said he also attended the funeral for Ty Lenehan and said it was very moving and agreed with Council
Member Papineau about the size of the contingent. He said several Galt firefighters covered in Stockton
where those firefighters were out grieving the loss of Stockton Fire Captain Fortuna. He also thanked Mr.
Wensel and Ms. McCord for their public comments.
MAYOR FARMER: Thanked staff and directors for their reports. He also thanked staff for their quick
responses to his questions. He expressed his condolences for Stockton Fire Captain Fortuna and he thanked
his fellow council members for their representation at Officer Lenehan’s funeral. He thanked Mr. Wensel
and Ms. McCord for their public comments.
There being no further business to come before City Council, the Mayor adjourned the meeting at 8:54 pm.
