CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, October 18, 2022 This meeting of the Galt City Council was conducted in person and by video/teleconference. City Council Members and City staff attended in person in the Council Chambers and the meeting was broadcast on Metro Cable and livestreamed on the City’s website. The Mayor called the meeting to order at 4:30 pm. Council Members present: Sandhu, Vandenburg, Papineau, Lozano, and Farmer. Staff members present: City Manager Hines, City Clerk Hubert, and Interim City Attorney Splendorio. PUBLIC COMMENTS - CLOSED SESSION: None. ADJOURNED TO CLOSED SESSION 1. CONFERENCE WITH LABOR NEGOTIATOR pursuant to Government Code Section 54957.6 Agency Designated Representatives: Lorenzo Hines, City Manager Employee Organizations: Galt Police Department Civilians Association (GPDCA) Unrepresented Employee(s): Unrepresented Management Unit Mid-Management Unit Professional and Confidential Unit RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 6:00 pm at which time the City Attorney announced there was no reportable action. The meeting was called to order at 6:00 pm by the Mayor. Council Members present: Sandhu, Papineau, Vandenburg, Lozano, and Farmer. Staff Members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio, Community Development Director Hoffman, Economic Development Manager Mendes, Human Resources Director Van Steyn, Finance Director Boring, Police Chief Kalinowski, and Public Works Director Selling. Absent: Parks and Recreation Director Solis. OPENING CEREMONIES – Silent prayer was observed, the flag salute was recited and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Item J4 was pulled and tabled to a later date. PRESENTATION(S): 1. PRESENTATION(S): SUBJECT: Beautification Committee Annual Report to City Council. Gale Webber and Amy Sandhu, gave the report. GALT CITY COUNCIL MINUTES REGULAR MEETING OF OCTOBER 18, 2022 PAGE 2 PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items via the procedures identified on the agenda. She stated no discussion or action would be taken on any item that was not listed on the agenda. She said those who submitted written public comments by 4:00 pm on the day of the meeting would be distributed to City Council, made part of the official minutes and posted on the City’s website but would not be read aloud. Live comments would be subject to the customary five-minute time limit. Chris Brossman thanked Hines for Galt University and spoke about law enforcement. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Papineau asked Vandenburg to attend the Sacramento Metropolitan Air Quality Management District Board of Directors meeting next week as he will be out and Vandenburg agreed. Vandenburg attended the Cosumnes Subbasin Sustainable Groundwater Management Act (SGMA) meeting on October 17. CONSENT CALENDAR APPROVAL, ADDITIONS AND/OR DELETIONS: None. INFORMATION/CONSENT CALENDAR: Consisting of Items 1 through 8 except Item No. 4 which was pulled and tabled for a later date. 1. SUBJECT: Minutes of the Regular Meeting of October 4, 2022. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending October 6, 2022. RECOMMENDED ACTION: Receive and file warrants for the period ending October 6, 2022. 3. SUBJECT: Accounts Receivable Write-Off Report of Uncollectible Accounts for Fiscal Years 2020-21 and 2021-22. RECOMMENDED ACTION: Receive the write-off report of uncollectible receivables for the Fiscal Years 2020-21 and 2021-2022. 5. SUBJECT: Set Public Hearing Date for New Organics Recycling Rates and Rate Adjustments. RECOMMENDED ACTION: Approve setting the public hearing date of December 20, 2022, for the proposed new organics recycling rates and rate adjustments. 6. SUBJECT: Galt Youth Commission Bylaws. RECOMMENDED ACTION: Adopt Resolution No. 2022-81 amending the Galt Youth Commission Bylaws to start regular meetings at 6:30pm. 7. SUBJECT: Appropriation Of $97,997.07 For Holiday Season Decorations. RECOMMENDED ACTION: Adopt Resolution No. 2022--82 authorizing the City Manager to execute an agreement with Dekra-Life Industries, Inc. for the purchase of holiday season decorations in the amount of $97,997.07. 8. SUBJECT: Public, Educational and Governmental Funding Grant. RECOMMENDED ACTION: Adopt Resolution No. 2022-83 accepting the Public, Educational and Governmental (PEG) Grant funding not exceeding $41,610 from Sacramento Metropolitan Cable Television Commission (SMCTC) for infrastructure improvements to the City’s cable broadcast and appropriating the project. RECOMMENDED ACTION: Upon a motion by Vandenburg, seconded by Sandhu, the consent calendar Items No. 1-3 and 5-9 were approved by a unanimous roll call vote. SUBJECT: Adopt an Ordinance Adding Section 18.16.080, Amending Sections 15.32.030, 18.08.030, 18.16.040, 18.16.050, and Tables 18.28-1 and 18.48-2, and Repealing Section 18.44.150 of the Galt Municipal Code Regarding Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs). RECOMMENDED ACTION: Adopt Ordinance 2022-05 adding Section 18.16.080, amending Sections 15.32.030, 18.08.030, 18.16.040, 18.16.050, and Tables 18.28-1 and 18.48-2, and repealing Section 18.44.150 of the Galt Municipal Code regarding Accessory Dwelling Units and Junior Accessory Dwelling Units. Item pulled and tabled to a later date. SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING: None. REGULAR CALENDAR: HUMAN RESOURCES DEPARTMENT: 1. SUBJECT: Resolution Approving the Memorandums of Understanding between the City of Galt and the Galt Police Officers Association, Galt Public Service Unit, and Updated Personnel Manual RECOMMENDED ACTION: Adopt Resolution No. 2022-84 (1) approving the Memorandums of Understanding (“MOU”) with the Galt Police Officers Association (GPOA) for the period of July 1, 2022 through June 30, 2025; Galt Public Service Unit (GPSU) for the period of July 1, 2022 through June 30, 2025; and updated Personnel Manual; revised salary schedules for GPOA and GPSU; (2) authorizing the amendment of the Fiscal Year 2022/2023 budget to fund salary and benefits adjustments and other related changes. Van Steyn gave the report and answered City Council questions. RECOMMENDED ACTION: Upon a motion by Lozano, seconded by Sandhu, adopting Resolution No. 2022-84 was approved by a unanimous roll call vote. PUBLIC WORKS DEPARTMENT: 2. SUBJECT: Approval of First Amendment to Amended and Restated Collection Services Agreement with California Waste Recovery Systems, LLC, and Ground Lease for a Solid Waste Transfer Station. RECOMMENDED ACTION: Adopt Resolution No. 20--85 approving 1) First Amendment to Amended and Restated Collection Services Agreement (Agreement) with California Waste Recovery Systems, LLC (Cal-Waste) and 2) New Ground Lease for a solid waste transfer station. Vandenburg recused himself from this item out of an abundance of caution due to an income interest in Power Development Group. Selling gave the report and answered City Council questions. Harry Wensel expressed his thoughts regarding the contract. RECOMMENDED ACTION: Upon a motion by Papineau, seconded by Lozano, adopting Resolution No. 2022-85 was approved 4-0 by a unanimous roll call vote of city council members present. Absent: Vandenburg. Vandenburg reentered the meeting at 8:04 pm. GALT CITY COUNCIL MINUTES REGULAR MEETING OF OCTOBER 18, 2022 PAGE 4 COMMUNICATION: None. CITY CLERK’S REPORT: None. COMMENTS BY STAFF: Hines gave an update on Galt University. Selling gave an update on the free organic food waste pails and the goats. Mendes gave an update on upcoming Parks and Recreation events. Kalinowski gave an update on traffic safety and said the police department’s holiday open house would be December 13. Boring said the external auditors would begin the year-end audit at the end of this month. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR SANDHU: Thanked staff for the detailed reports and the public for their comments. He said he attended the volleyball event in Lodi honoring Officer Grewal and thanked the Sikh community for hosting the event. He said he also attended Coffee with a Cop and the Chamber of Commerce networking mixer. He asked if there was any update on the animal services contract. COUNCIL MEMBER PAPINEAU: Thanked and acknowledged the City and the two bargaining units for the agreements reached tonight. He thanked the City and the Chief of Police for indulging his fentanyl concerns and asked everyone to pass the information along. COUNCIL MEMBER VANDENBURG: Thanked the unions and groups for their patience. He thanked the public for the public comment. He asked about the in-person meetings not being held as they were pre-pandemic. COUNCIL MEMBER LOZANO: Thanked staff and the public for public comment. He said he appreciated the patience of the bargaining units and looked forward to addressing the issues with the unrepresented employees. He said he attended Coffee with a Cop and the swearing-in ceremony at the Galt Police Department. MAYOR FARMER: Thanked Mr. Brossman and Mr. Wensel for their public comment. He gave an update on the trick-or-treating events in town on Friday and Saturday night. He thanked the bargaining units for their patience and he wished a Happy Birthday to his daughter Kristian.
