CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, November 21, 2023 This meeting of the Galt City Council was conducted in person and by video/teleconference. City Council Members and City staff attended in person in the Council Chambers and the meeting was broadcast on Metro Cable and livestreamed on the City's website. The Mayor called the meeting to order at 5 :00 pm. Council Members present: Sandhu, Papineau, Fam1er, Lozano and Vandenburg. Staff members present: City Manager Hines, City Clerk Hubert, and Interim City Attorney Splendorio. PUBLIC COMMENTS- CLOSED SESSION: None. ADJOURNED TO CLOSED SESSION: 1. The Mayor called the meeting to order at 6:00 pm. Council Members present: Sandhu, Papineau, Farmer, Lozano and Vandenburg. Staff Members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio, Community Development Director Hoffman, Finance Director Boring, Police Chief Kalinowski, and Public Works Director Selling. Absent: Human Resources Director Van Steyn and Parks and Recreation Director Solis. OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None. PRESENTATION(S): None. GALT CITY COUNCIL MINUTES REGULAR MEETING OF NOVEMBER 21, 2023 PAGE2 PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items via the procedures identified on the agenda. She stated no discussion or action would be taken on any item that was not listed on the agenda. Live conunents would be subject to the customary five-minute time limit; however, consistent with the City Council Procedural Guidelines, the Mayor reserved the right to sho,ten the time limit for speakers to ensure efficient and timely completion of all City business listed on the agenda. Gale Webber and Kandi Del Grande, Beautification Committee, requested more trash cans and asked for a pet waste container. Ken Lee spoke about senior issues. Chris Brossman asked questions about new homes and infrastructure. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Papineau attended the Sacramento Metropolitan Air Quality Management District Board of Directors Special Meeting with the Sacramento Area Council of Governments (SACOG) on November 9 and the Sacramento Metropolitan Cable Television Commission meeting on November 9. Farmer attended the Cities and Schools Together (CAST) meeting on November 13. Lozano attended the SACOG Board of Directors meeting on November 9 and the Sacramento Metropolitan Air Quality Management District Board of Directors Special Meeting with SACOG on November 9. Vandenburg attended the Cosumnes Groundwater Authority meeting on November 1 and the Galt Youth Commission meeting on November 6. CONSENT CALENDAR APPROVAL, ADDITIONS AND/OR DELETIONS: None. INFORMATION/CONSENT CALENDAR: Consisting of Items 1 through 3. 1. SUBJECT: Receive and File Wanants for period ending November 8, 2023. RECOMMENDED ACTION: Receive and file wanants for the period ending November 8, 2023. 2. SUBJECT: Minutes of the Special Meeting of October 25, 2023 and Regular Meeting of November 7, 2023. RECOMMENDED ACTION: Accept the minutes as submitted. 3. SUBJECT: Cosunmes Groundwater Authority Fiscal Year 2023-2024 Almual Cost Contribution. RECOMMENDED ACTION: Adopt Resolution No. 2023-81 autho1izing the City to submit payment in the amount of $33,438 for its share of the Cosumnes Groundwater Autho1ity's Fiscal Year 2023-2024 projected budget expenditures. ACTION: Upon a motion by Sandhu, seconded by Lozano, the consent calendar was approved by a unanimous roll call vote. SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING: None. REGULAR CALENDAR: CITY MANAGER'S OFFICE: l. SUBJECT: 2023 Cannabis Public Engagement Update November 21 , 2023. Brenda Crosier submitted written public comment opposing cam1abis. Peter Bellville submitted written public comment opposing cannabis. C. Mayhew supported cannabis. Scott Robinson supported cannabis. Ashley Kammerer spoke on behalf of Greg Davidson, who supported cam1abis. COMMUNICATION: None. CITY CLERK'S REPORT: None. COMMENTS BY STAFF: Hines gave an update on the school district's lighting proposal for the baseball fields. Selling gave an update on the Golden Heights reservoir recoating project. He reminded everyone of the pool slide public workshop on December 12. Boring said the Government Finance Officers Association awarded the Certificate of Achievement for Excellence in Financial Reporting to the Finance Department. He also said the purchase contract was completed for the CFO 2020-2 (Liberty Ranch) bonds. Kalinowski reminded everyone of the police department's holiday open house on December 20. He thanked everyone who participated in the Back the Blue fundraiser and he said the brick paver program had been launched. He also said the SRO grants program item would be presented at the last meeting in December. Staff wished everyone a safe and happy Thanksgiving. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR SANDHU: Thanked staff for the reports and their hard work and he thanked the public for their comments and those who attended the meeting. He said he attended the Back the Blue BBQ. He wished everyone a happy Thanksgiving. COUNCIL MElVIBER PAPINEAU: Congratulated staff for the finance award. He asked City Council for support for Chief Kalinowski to bring back for discussion the cannabis store crime statistics. City Council agreed. COUNCIL MEMBER FARMER: Attended the Seventh Day Adventist Church Veterans dinner and thanked them for hosting and fundraising every year. He reminded everyone of the upcoming holiday events and community dinners. He also wished everyone a happy Thanksgiving. COUNCIL MElVIBER LOZANO: Said he would address Mr. Lee 's issues with his Commission on Aging appointee. Said he attended the pickle ball court ribbon cutting with the Mayor and Vice Mayor. He said he also attended the Galt Chamber's Lunch and Learn and he asked City Manager Hines to pass on his thanks to Amie Mendes who presented at the luncheon. He said he also attended the Back the Blue BBQ and asked the Chief to pass along his thanks and appreciation. He thanked the police department and the Cornnmnity Development Depatiment for assisting a resident w ith a barking dog issue. He thanked the Sunshine Food Pantry for their holiday food distribution. H e said the Galt Sumise Rotary was hosting a community dinner on December 16. He thanked the surrounding area rotary clubs for their help and the other community organizations who helped provide turkeys to the community. He wished everyone a great holiday. MAYOR VANDENBURG: Appreciated the public comments and reports. He said he also attended the Back the Blue fundraiser.
