CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, March 4, 2025 This meeting of the Galt City Council was conducted in person and by video/teleconference. City Council Members and City staff attended in person in the Council Chambers and the meeting was broadcast on Metro Cable and livestreamed on the City’s website. The Mayor called the meeting to order at 5:31 pm. Council Members present: Pratton, Reed, Rodriguez, and Farmer. Absent: Sandhu. Staff members present: Interim City Manager Erias, City Clerk Hubert and Interim City Attorney Splendorio. PUBLIC COMMENTS - CLOSED SESSION: None. ADJOURNED TO CLOSED SESSION: 1. CONFERENCE WITH REAL PROPERTY NEGOTIATORS (Government Code 54956.8) Property: 150-0101-052-0000; Cornell Road, Galt, CA Agency Negotiator: Chris Erias, City Manager Negotiating Parties: Kola, George/ Sadanandam, Susil Under Negotiation: Price and Terms of Payment Farmer recused himself from participating in item C1 as his residential property is located within 1000 feet of the subject area. Based on this, he may have had a potential conflict of interest. RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 6:00 pm at which time the City Attorney announced there was no reportable action. The Mayor called the meeting to order at 6:00 pm. Council Members present: Pratton, Reed, Rodriguez, and Farmer. Absent: Sandhu Staff Members present: Interim City Manager Erias, City Clerk Hubert, Interim City Attorney Splendorio, Interim Community Development Director Mendes, Human Resources Director Cobey, Information Technology Manager Mort, Parks and Recreation Director Solis, Police Chief Kalinowski and Public Works Director Griffin. Absent: Interim Finance Director Saunders. OPENING CEREMONIES – Silent prayer was observed, the flag salute was led by Pak 179, and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None. PRESENTATION(S): 1. Galt Community of Character Coalition – Caring and Compassion Award. Betti Welch and Gayleen Gomez were presented the Caring and Compassion Award. GALT CITY COUNCIL MINUTES REGULAR MEETING OF MARCH 4, 2025 PAGE 2 2. Cal-Waste Annual Report – Rudy Vaccarezza. Rudy Vaccarezza gave the presentation. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the City Council on non-agenda items. The public comments section is for the City Council to receive comments; except for brief responses to questions, no discussion or action may be taken on any item that is not listed on the agenda. Please limit comments to a maximum of five minutes. Consistent with the City Council Procedural Guidelines, the Mayor reserves the right to shorten the time limit for speakers to ensure the efficient and timely completion of all City business on the agenda. Becky Roenspie and Michaela Johnson spoke about Galt Children’s Makers Market. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Pratton attended the Sacramento Metropolitan Air Quality Management District Board of Directors meeting on February 27. Rodriguez attended the Sacramento Area Council of Governments (SACOG) Board of Directors meeting on February 20. Farmer attended the Galt Youth Commission meeting on March 3. INFORMATION/CONSENTCALENDAR: It is recommended that Items 1 through 2 be acted on simultaneously unless a separate discussion and/or action is requested by a council member. 1. SUBJECT: Receive and File Warrants for period ending February 19, 2025. RECOMMENDED ACTION: Receive and file warrants for the period ending February 19, 2025. 2. SUBJECT: Minutes of the Regular Meeting of February 18, 2025. RECOMMENDED ACTION: Accept the minutes as submitted. ACTION: Upon a motion by Pratton, seconded by Farmer, adopting the consent calendar was approved by a 4-0 roll call vote. Absent: Sandhu. SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING: 1. SUBJECT: Galt Municipal Code Amendment in Accordance with Housing Element Program HE-K Implementation (CEQA Exempt – Section 15061(b)(3)). RECOMMENDED ACTION: 1) Receive a presentation; 2) Open public hearing and receive comments; 3) Upon closing the public hearing, 4) Introduce Ordinance No. 2025-01 and waive the first reading (by title only) of an Ordinance amending Chapters 18.12 and 18.16 of the Galt Municipal Code, in accordance with Housing Element Implementation Program HE-K in the adopted 2021-2029 Housing Element. Mendes gave the presentation. Farmer opened the public hearing and hearing no comments, closed the public hearing. ACTION: Upon a motion by Rodriguez, seconded by Pratton, introducing Ordinance No. 2025-01 was approved by a 4-0 roll call vote. Absent: Sandhu. 2. SUBJECT: Ordinance Amending the City of Galt Municipal Code Regarding Accessory Dwelling Units and Junior Accessory Dwelling Units (CEQA Exempt – PRC 21080.17). RECOMMENDED ACTION: 1) Receive presentation; 2) Open public hearing to receive comments; 3) Close the public hearing; and 4) Introduce and waive the first reading (by title only) of Ordinance No. 2025-02 of the City Council of the City of Galt amending Chapter 18 Section 16.080 of the City of Galt Municipal Code relating to Accessory Dwelling Units and Junior Accessory Dwelling Units. Farmer opened the public hearing. Ken Lee asked questions regarding ADUs. Hearing no further comments, Farmer closed the public hearing. ACTION: Upon a motion by Pratton, seconded by Reed, introducing Ordinance No. 2025-02 was approved by a 4-0 roll call vote. Absent: Sandhu. 3. SUBJECT: Annexation of Territory to Community Facilities District No. 2020-1 (Public Services) (Annexation No. 9 (Fairway Oaks)). RECOMMENDED ACTION: 1) Conduct a public hearing; 2) Approve Resolution No. 2025-08 of the City Council of the City of Galt, California, Calling a Special Election and Submitting to the Qualified Electors of Territory Proposed to be Annexed to the City of Galt Community Facilities District No. 2020- 1 (Public Services), County of Sacramento, State of California, the Question of Levying Special Taxes within that Territory (Annexation No. 9 (Fairway Oaks)); 3) Conduct election; 4) Approve Resolution No. 2025-09 of the City Council of the City of Galt, Acting in its Capacity as the Legislative Body of City of Galt Community Facilities District No. 2020-1 (Public Services), County of Sacramento, State of California, Declaring the Results of a Special Election in such Community Facilities District on the Proposition of the Annual Levy of Special Taxes within the Territory Proposed to be Annexed to said Community Facilities District to Pay the Cost of Certain Services to be Provided by the Community Facilities District, Determining that the Territory Proposed to be Annexed is Added to and Part of said Community Facilities District with Full Legal Effect, and Ordering the Recording of a Map of the Boundaries of said Community Facilities District Including the Territory Annexed Thereto (Annexation No. 9 (Fairway Oaks)); and 5) Introduce by title only and waive further reading of Ordinance No. 2025- 03 of the City Council of the City of Galt Authorizing the Levy of Special Taxes in Community Facilities District, Including Certain Annexation Territory Identified as Annexation No. 9 (Fairway Oaks); into City of Galt Community Facilities District No. 2020-1 (Public Services) to complete the Annexation of the Property to the Community Facilities District. Farmer recused himself from participating in Item K3 as his residential property is near the subject area. Based on this, he may have had a potential conflict of interest. Farmer said due to the absence of Vice Mayor Sandhu, Council Member Pratton would conduct the public hearing. Pratton opened the public hearing. Pratton asked if the notice of public hearing was mailed and published in accordance with the law. Hubert stated yes. Griffin gave the report. Pratton opened hearing to protests, comments and questions from interested persons, including persons owning property within Annexation No. 9 (Fairway Oaks) of Community Facilities District No. 2020-1 and hearing none, announced that no further public testimony would be accepted. Pratton asked if any written protests had been received. Hubert stated no. Hubert stated the County of Sacramento Registrar of Voters had certified there were no registered voters within Annexation No. 9 (Fairway Oaks) of Community Facilities District No. 2020-1. Pratton asked if the owner of all of the taxable property in Annexation No. 9 (Fairway Oaks) of Community Facilities District 2020-1 had consented to holding the Special Election on March 4, 2025. Hubert stated yes. Pratton asked if Hubert concurred that the Special Election would be held on March 4, 2025. Hubert stated yes. Pratton closed the public hearing. ACTION: Upon a motion by Rodriguez, seconded by Reed, adopting Resolution No. 2025-08 was approved by a 3-0 roll call vote. Absent: Sandhu and Farmer. Hubert stated the official ballot had been opened and all votes were in favor of the proposition presented on the ballot. ACTION: Upon a motion by Reed, seconded by Rodriguez, adopting Resolution No. 2025-09 was approved by a 3-0 roll call vote. Absent: Sandhu and Farmer. ACTION: Upon a motion by Rodriguez, seconded by Reed, introducing Ordinance No. 2025-03 was approved by a 3-0 roll call vote. Absent: Sandhu and Farmer. Farmer re-entered the meeting at 8:01 pm. REGULAR CALENDAR: None. COMMUNICATION: None. CITY CLERK’S REPORT: None. COMMENTS BY STAFF: Griffin said several members of the utilities team averted a potential catastrophe by putting out a fire in the FFA barn on the wastewater treatment plant property. Mendes gave an update on the upcoming Measure Q campaign. Solis gave an update on the Parks Master Plan and he thanked the special events staff for their work on the first Saturday Market and he thanked his Parks and Recreation staff for their landscaping efforts. Erias said the Code Enforcement presentation regarding trailers in driveways was anticipated to come before City Council on April 1. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR SANDHU: Absent. COUNCIL MEMBER PRATTON: Thanked Griffin for the water treatment plant tour and appreciated the positive culture of the employees. COUNCIL MEMBER REED: Said he attended the Cosumnes Groundwater Authority luncheon. He said he also attended the police department’s awards ceremony and the Officer Grewal Memorial unveiling. Said he was impressed with the number of officers that were recognized for saving people’s lives. GALT CITY COUNCIL MINUTES REGULAR MEETING OF MARCH 4, 2025 PAGE 5 COUNCIL MEMBER RODRIGUEZ: Said she neglected to mention in her earlier report out that in lieu of call boxes, the 511 signs would be amped up. She thanked Public Works for the water treatment plant tour and agreed on the camaraderie of staff. She thanked Parks and Recreation staff for working weekends to help beautify Galt and she also thanked the Market staff for their work on the Saturday Market. She thanked the police department for the celebration invite. Said she would like to tour the other departments within the city. MAYOR FARMER: Said he was sorry he missed the police department’s awards ceremony. He said he attended the Saturday Market and that it looked well attended. He thanked Parks and Recreation for their landscape work and he thanked Public Works for their work on the parking lot. He spoke about construction concerns at the Liberty Ranch project. He thanked Sean Thomas from the Galt Herald for attending council meetings. There being no further business to come before City Council, the Mayor adjourned the meeting at 8:17 pm.
