CITY OF GALT GALT CITY COUNCIL YOUTH COMMISSION Meeting Minutes, November 5, 2018 Meeting held in City Hall Chambers A. CALL MEETING TO ORDER: Chair Gonzalez, called the meeting to order at 6:00 P.M. B. ROLL CALL: Adult Mentors Present: Collier, Cross, Gordon, L. Klotz, Lampson Adult Mentors Absent: Flores Youth Members Present: Cuevas, Franco, Gonzalez, Martin, Ramos, Rivas, Rodriguez, Stalians, Trevizo, Yebra C. PRESENTATIONS: Mayor Lori Heuer, City Council Members Malson and Lampson along with City Clerk Settles and city clerk staff Tina Hubert presented gifts of appreciation to the commission. Jackie Garcia, Galt Parks and Recreation, came and introduced herself to the Commission. She will be the primary contact for city sponsored events and inquired if the Commission would be interested on continuing to help with their events like Lighting of the Night and the Winter Bird Festival. Adult Mentor Cross will help coordinate help for Lighting of the Night which is happening on December 1st. D. PUBLIC COMMENT: Vice Mayor Mark Crews came to inform us about the Sacramento Area Council of Governments (SACOG) Youth Leadership Academy. The applications that are open for juniors and seniors and are due this week. SACOG is regional level of the collaborations of six different counties. This opportunity is a great way for student to build in the state federal government. E. REGULAR BUSINESS: 1. Approval of minutes for the meeting of October 1, 2018 The Commission took action to approve and amend the minutes. Moved: D. Trevizo Second: M. Franco Ayes: 10 Nays: 0 Abstain: 0 2. Treasurer’s Report Commissioner Franco gave us our new total balance which is $ 1,578.33. This is due to the $ 700 donation from the Kevin Tonn 5k. The Strengths Finder assessment will have a total reimbursement of $ 79.60. Our total balance will change since the Commission is  still discussing community projects. There is also the Galt Youth Commission Scholarship which will be a future agenda item for the Commission. 3. City Council Update Councilmember Lampson shared that tomorrow would be Election Night. The Galt Finance Manager had recently resigned as the city faces a $4.4 million deficit. Also January is the grand opening for Starbucks to open and there are new houses being built in the city. 4. Lights on Afterschool Event The Commissioners gave a reflection on this event saying that it was fun and they enjoyed seeing the students perform dances they practiced during their after school programs. They helped by doing a face painting booth for the students. 5. Lessons in Leadership Adult Mentor Klotz presented this month’s lesson. The lessons she showed the Commission were to recognize to give ourselves a candid yes or no to hard decisions we have to face. They learned that it was okay to have concerns and comments and that group participation is important when listening to others. 6. Community Project: It Can Wait Campaign Commissioner Yebra provided an update on this idea saying that she is currently working on a proposal for Liberty Ranch High School. Principal Saramago previously noted that an assembly would not work. 7. Community Project: Random Acts Of Kindness Commissioner Rodriguez provided an overview of this idea on wanting to do a week- long event of doing Random Acts of Kindness. Commissioner Rodriguez has different ideas but would like to have a sub-committee to help figure out which projects to do for the week. Once she has all that covered, she will have a solid budget for the Commission. 8. Community Project: Supporting People in Need Commissioner Ramos provided an overview of this idea on wanting to help people in need. After meeting with the principals at Valley Oaks and Greer elementary schools, she decided to collaborate with Valley Oaks Elementary School and create a afterschool coding program in their makerspace. Adult Mentor Collier recently submitted a grant to cover the costs for materials. Ramos noted that materials from the Sacramento County Office of Education’s lending library could be used if the grant was not awarded. Ramos is looking to work with high school students in the engineering program to work with elementary students to learn new and different coding techniques. This project would start in February of 2019. 9. Community Project: Health/Fitness Seminar Commissioner Stalians shared that after some research there would be difficulties in trying to make this event possible. He came to the decision of pursuing another Commissioner’s project. 10. Community Project: 40’s Band Event Commissioner Rivas provided an overview on this idea about wanting to do a 40’s Band Event. Since the budget was expensive, Commissioner Rivas was thinking that this event could become a fundraiser, and if it was successful it could happen a second year and that is when they could include teens to have interactions with different generations and learn more. 11. Community Project: Helping Adults with Technology Commissioner Martin provided an update on this idea saying that not many senior events occur so this would be a great opportunity for adults to learn how to work with technology. The budget would be approximately eighty dollars for refreshments and the location could be at the McCaffrey Middle School’s Brighter Future Learning Center. This would be a weekly event and anybody who is interested could be a volunteer. 12. Community Project: Helping Adults with English Commissioner Gonzalez provided an overview on this idea of wanting to help adults learn English. He partnered with Commissioner Cuevas and they contacted the Adult Education Coordinator Jackie Heath. She expressed interest in allowing them to help and teach adults who want to learn English. The Commissioners will be working on developing a schedule for volunteers to provide assistance on Monday and Wednesday evenings. 13. Decision(s) Making - Community Projects Chair Gonzalez convened a discussed with the commissioners. After receiving feedback, the commission sought feedback from the adult mentors to approve all community projects. Adult mentors felt it was an overly ambitious to take on every project, discussed pros and cons of each individual project. Each commissioner identified which project they could active work on and the statuses of each project were determined: Community Project: It Can Wait Campaign Commissioners support: Yebra (lead), Trevizo, Rodriguez and Stalians Adult Mentor Support: Gordon Status - No action taken as Commissioner Yebra needs to develop a proposal. Community Project: Random Acts Of Kindness Commissioners support: Rodriguez (lead), Trevizo, Franco, Cuevas, Stalians, Yebra Adult Mentor Support: Cross Status - More detailed information and budget is needed. With strong support, a motion was made to commit to this project. Moved: H. Stalians Second: D. Trevizo Ayes: 8 Nays: 1 Abstain: 1 Community Project: Supporting People in Need/Valley Oaks Maker Space Project Commissioners support: Ramos (lead), Gonzalez, Rivas, Martin Adult Mentor Support: Collier Status - A timeline to create the program as well as funding needs to be determined. With strong support, a motion was made to commit to this project.  Moved: C. Gonzalez Second: C. Cuevas Ayes: 8 Nays: 0 Abstain: 2 Community Project: Health/Fitness Seminar Project was eliminated from consideration. Community Project: 40’s Band Event Project was tabled and may be combined with the Helping Adults with Technology. Community Project: Helping Adults with Technology/Senior Technology Project Commissioners support: Martin/Rivas (co-lead), Franco, Ramos Adult Mentor Support: Klotz Status - Subcommittee needs to identify senior group willing to participate. No action was taken. Community Project: Helping Adults with English Commissioners support: Gonzalez/Cuevas (co-lead), Stalians Adult Mentor Support: Gordon Status: Commissioners need to work with Jackie Heath to start program. Galt Herald Newspaper This item was tabled as Commissioner Trevizo was not prepared to present. 15. Galt Herald Editorial Articles Subcommittee members will report on upcoming editorial topics. Commissioner Yebra and Commissioner Rivas will work on articles about Man on the Street asking what people's favorite Thanksgiving foods are at Liberty Ranch and Galt High. Commissioner Gonzalez will work on an article about the recent election. Commissioner Franco will work on an art article from Galt High. F. FUTURE AGENDA ITEMS Galt Youth Commission Scholarship, Lighting of the Night, Winter Bird Festival. 8:15pm, City Council Member Lampson left. G. AROUND THE HORN GIVE YOUR GRATITUDE Commissioner Ramos mentions to support the school play “Peter and the Starcatchers” put on by students from both High Schools. Adult Mentor Klotz says she is thankful and impressed with the Commissions hard work. Adult Mentor Gordon read a thank you from Police Chief Sockman and presented a recruitment video created by Galt High senior Trevor Mention. Adult Mentor Cross also wanted to thank the Commission for their help and hard work. Adult Mentor Collier said she is happy to see the Commission's Strength Assessment going so well and she is excited for her upcoming meetings.
