CITY OF GALT PARKS & RECREATION COMMISSION MEETING MINUTES CITY HALL COUNCIL CHAMBERS 380 CIVIC DRIVE, GALT CA 95632 NOVEMBER 12, 2025 AT 6:00 P.M. Chairperson: Carrie Graham Commission: Jody Abarca, Chris Brossman, Chris Smith, Brooke Stahmer 1. CALL MEETING TO ORDER 6:00 PM 2. INTRODUCTION OF NEW COMMISSIONER • Director Solis introduced Commissioner Jody Abarca. 3. ROLL CALL: a. Commissioners Present: Abarca, Brossman, Graham, Smith and Stahmer b. Commissioners Absent: 4. CHANGES TO THE ORDER OF AGENDA 5. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the Parks and Recreation Commission on non-agenda items. The public comments section is for the Parks and Recreation Commission to receive comments; except for brief response to questions, no discussion or action may be taken on any item that is not listed on the agenda. Please limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the commission secretary. Please state your name and city of residence prior to making your comments. 6. ACCEPTANCE OF MINUTES a. Minutes of the meeting of September 10, 2025 • Commissioner Smith made motion to accept the minutes of the September 10, 2025 meeting. • Commissioner Stahmer made a second to the motion to accept the September 14, 2025 minutes. • All present in favor, minutes accepted. 7. PRESENTATIONS 8. NEW BUSINESS a. Emerald Vista Trail • Director Solis presented Emerald Vista Trail map and answered Commissioners’ questions. b. Commissioners Questions/Comments • Revenue and Expenses for the Galt Market and Saturday Market GALT PARKS AND RECREATION COMMISSION AGENDA November 12, 2025 MEETING Page 2 • Director Solis stated this will be addressed after the numbers for the last Saturday market are in • Last price increase for Market vendors • Director Solis explained we go over price increases once a year when we do our fee schedule • Each sport organization payment and where it is being allocated • Director Solis explained all youth player fees are put into a holding account and used when sports fields need extra maintenance • T shirts For Commissioners • Director Solis explained that per City Policy we are not required provide T-shirts or business cards for commissioners 9. OLD BUSINESS a. Parks, Recreation & Open Space Master Plan – Update • Director Solis stated there will be an update presented at the 01/14/2025 Parks and Recreation Commissioners meeting b. Complex Playground – Update • Director Solis presented update, and answered Commissioners’ questions c. Skate Park — Conceptual Update • Director Solis presented update, and answered commissioners’ questions d. Walker Park — Conceptual Update • Director Solis presented Walker Park update and answered Commissioners’ questions 10. UPCOMING COUNCIL AGENDA ITEMS 11. UPCOMING EVENTS a. Lighting of the Night 12/6 b. Breakfast with Santa 12/20 12. STAFF COMMENTS • Director Solis welcomes Commissioner Abarca. 13. COMMISSIONERS REPORTS/COMMENTS a. Commissioner Brossman • Stated concerns about Emerald Vista Trail. b. Commissioner Graham • Commissioner Graham inquired about paint night classes and noted interest. c. Commissioner Smith • Commissioner Smith inquired about restrooms being put in the Liberty neighborhood park. d.
