MINUTES Planning Commission Regular Meeting Council Chambers, 380 Civic Drive, Galt, California Thursday, October 12, 2017 6:30 p.m. The meeting was called to order at 6:30 p.m. by Chair Morris. Commissioners present: Cannell, Daley, McFaddin, Sandhu. Staff members present: Community Development Director Chris Erias, Development Engineer Bill Forrest, Assistant Planner/PC Secretary Tia Klumpp PUBLIC COMMENTS – None INFORMATION/CONSENT CALENDAR 4. SUBJECT: Minutes of the September 14, 2017 Regular Meeting. ACTION: Commissioner Sandhu motioned to approve the minutes of the September 14, 2017, Regular Meeting. Commissioner Daley second the motion. Motion passed unanimously. Abstain: Cannell PUBLIC COMMENTS – The Secretary announced that members of the audience could address Commissioners on any matter which was not on the agenda but within the subject matter jurisdiction. She advised the location of the speaker sheets, asked that speaker sheets be presented to the Secretary prior to addressing Commissioners and advised that each person would have a three-minute time limit to speak PUBLIC HEARING: 5. A. SUBJECT: Trailridge Apartment Expansion and Rezone Project AGENDA REPORT: Staff Erias RECOMMENDED ACTION: The Planning Commission recommend the following to City Council: 1. That the City Council adopt the resolution approving the Design Review for the construction of a fourteen unit apartment complex adjacent to the existing Trailridge Apartment complex at 409 North Lincoln Way; and 2. Recommend that City Council introduce the ordinance approving the rezone from Medium High Multiple Family Residential (R3) to High Multiple Residential (R4). Commissioners requested clarification to site improvements shown on the plans submitted by the applicant. The type of fencing being used around the property is wood. The landscaping that is existing and proposed. Commission Daley asked about the large trees along the backside of the property and along Simmerhorn at the North side of the property. This was determined that is in Caltrans right-of-way. Pedestrian access around site is of concern. The corner of the property that City of Galt Planning Commission Minutes Page 2 of 2 Regular Meeting of October 12, 2017 fronts the Hwy 99 off ramp. The concern that it dead ends with no signage making pedestrians aware. Staff Erias confirmed that this is also Caltrans right-of-way and not on the property. Chair Morris concerned with the allowed use of T111 siding to be used on the buildings. The applicant, Mr. Uselton confirmed that this is what is used on the existing building and will include new paint, stucco and rock veneer to match the new building. ACTION: Commissioner Daley motioned to approve the recommendation to City Council with the additional language to Item 11 of the conditions of approval to include new paint, stucco and rock veneer treatment to existing and new buildings. Commissioner Sandhu second the motion. Motion passed unanimously. 6. PUBLIC MEETING: A. SUBJECT: Planning Commission Meeting of November 9, 2017 RECOMMENDED ACTION: Consider cancelling the meeting of November 9, 2017 and reschedule for November 16, 2017. ACTION: Planning Commission meeting rescheduled to November 16, 2017. 7. COMMENTS BY STAFF/DIRECTORS REPORT Staff Erias gave update on current development, annexations and grant funding Staff Klumpp gave update on ongoing projects; commercial and residential building. Staff Forrest gave update on city projects; 4th Street improvements. Update on train derailment. 8. COMMENTS BY PLANNING COMMISSION MEMBER/FUTURE AGENDA ITEMS 9.
