CALL MEETING TO ORDER PLEDGE OF ALLEGAINCE 2. ROLL CALL: COMMISSIONERS: Hood, Denier, Jones, Gerling, and Rodriguez. 3. PUBLIC COMMENTS: Under Government Code Section 54954.3, members of the audience may address the Commission on non-agenda items. Speakers may address the Commission on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction to the Planning Commission and limit comments to a maximum of three minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers ans forward the completed speaker sheet to the Recording Secretary. 4. INFORMATION/CONSENT CALENDAR: A. SUBJECT: Minutes of the April 13, 2023 Regular Meeting. RECOMMENDATION: The Planning Commission approve the minutes of the April 13, 2023 Regular Meeting. 5. PUBLIC HEARING: A. SUBJECT: Walmart Conditional Use Permit Modification and Building Expansion RECOMMENDATION: 1) Receive a staff presentation; 2) Open the public hearing and receive comments from the public; 4) Close public hearing and; 5) Upon closing the public hearing, continue item to the June 8, 2023 Planning Commission meeting. CEQA: A Notice of Determination (NOD) for Galt Walmart’s EIR (SCH 2008042024) will be determined a future public hearing. 6. PUBLIC MEETING: A. SUBJECT: 2022-2024 Capital Improvement CITY OF GALT PLANNING COMMISSION AGENDA PAGE 2 REGULAR MEETING OF MAY 11, 2023 RECOMMENDATION: 1) Receive a staff presentation; 2); Comments and questions from the Planning Commission; Open the Public Hearing; the Planning Commission adopt a resolution finding that those projects planned for implementation in Fiscal Year 2023-2024 within the 2022-2027 Capital Improvement Program (CIP) of the City of Galt are consistent with the adopted City of Galt General Plan. CEQA: Section 15378(b)(4) of the CEQA Guidelines states that “the creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment” do not constitute a project under CEQA.
