AGENDA REGULAR PLANNING COMMISSION MEETING COUNCIL CHAMBERS, 380 CIVIC DRIVE, GALT THURSDAY, SEPTEMBER 14, 2023, 6:00 PM NOTE: Speaker Request Sheets are provided inside the Council Chambers. CALL MEETING TO ORDER PLEDGE OF ALLEGAINCE 2. ROLL CALL: COMMISSIONERS: Hood, Denier, Jones, Gerling, and Rodriguez. 3. PUBLIC COMMENTS: Under Government Code Section 54954.3, members of the audience may address the Commission on non-agenda items. Speakers may address the Commission on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction to the Planning Commission and limit comments to a maximum of three minutes. Please fill out a speaker sheet located on the table inside the entrances to the Council Chambers and forward the completed speaker sheet to the Recording Secretary. 4. INFORMATION/CONSENT CALENDAR: A. SUBJECT: Minutes of the June 8, 2023 Regular Meeting. RECOMMENDATION: The Planning Commission approve the minutes of the June 8, 2023 Regular Meeting. B. SUBJECT: City Manager update on outreach and survey results in regard to the topic of Cannabis RECOMMENDATION: The City is moving forward with a Public Engagement Plan to gather feedback from the community regarding commercial cannabis business activities in Galt, including retail sales. No decisions have been made regarding commercial cannabis business activities in Galt - this is just an opportunity for City staff to gather input from community members. 5. PUBLIC MEETING: A. SUBJECT: Lippi Ranch Project Draft Environmental Impact Report (DEIR) CITY OF GALT PLANNING COMMISSION AGENDA PAGE 2 REGULAR MEETING OF SEPTEMBER 14, 2023 RECOMMENDATION: 1) Receive a presentation from staff, 2) Receive a presentation on the cultural report, 3) Receive comments from the public, and 4) Receive comments from the Planning Commission Improved transparency and increased public engagement are priorities of the City Council and city leadership. To that end, staff is holding this meeting as a courtesy to the public so that comments on the DEIR may be shared with staff ahead of the Final EIR process. CEQA guidelines do not require this meeting, nor is this meeting a public hearing. The merits of the project will not be discussed or debated. Comments on the project itself are to be provided at the public hearing when the project is presented in conjunction with the Final EIR (tentatively scheduled for the November or December Planning Commission meeting). B. SUBJECT: Planning Commission Annual Report – FY 2022/2023 RECOMMENDATION: That the Planning Commission review and make recommendations and/or revisions as needed to finalize the Planning Commission Annual Report for presentation to the City Council.
