PUBLIC COMMENTS: Under Government Code Section 54954.3, members of the audience may address the Commission on non-agenda items. Speakers may address the Commission on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction to the Planning Commission and limit comments to a maximum of three minutes. INFORMATION/CONSENT CALENDAR: A. SUBJECT: Election of Officers RECOMMENDATION: Pursuant to Galt Municipal Code §2.70.060, election of a Planning Commission Chairman and Vice Chairman shall be conducted at the first regular meeting of the following year after a January 1st of each year. B. SUBJECT: Minutes of the November 16, 2023 Special Meeting. PUBLIC HEARING: A. SUBJECT: Notice of Preparation (NOP) Scoping Meeting for the Cal-Waste Solid Waste Transfer Facility Project RECOMMENDATION: 1) Receive a presentation from staff; 2) Open the public hearing to receive comments from the public and Planning Commission; and 3) Close the public hearing. 6. PUBLIC MEETING: A. SUBJECT: Housing Element Annual Progress Report for 2023 RECOMMENDATION: Review the Annual Housing Element Annual Progress Report for 2023 and recommend that the City Council direct staff to submit it to the Governor’s Office of Planning and Research (OPR) and the Department of Housing and Community Development (HCD) in accordance with Government Code §65400.
