Planning Commission Regular Meeting
Council Chambers, 380 Civic Drive, Galt, California
Thursday, July 12, 2018 6:30 p.m.
The meeting was called to order at 6:31 p.m. by Chair McFaddin. Commissioners present: Daley, Jones,
and Sandhu. Absent: Morris.
Staff members present: Community Development Director Chris Erias, Development Engineer Bill
Forrest, City Attorney Ashley Zambrano, Contract Planner Cindy Gnos, Associate Planner Tia Klumpp,
and Assistant Planner/Planning Commission Secretary Kristyn Bitz.
PUBLIC COMMENTS – None
INFORMATION/CONSENT CALENDAR
4. SUBJECT: Minutes of the June 14, 2018 Regular Meeting.
ACTION: Vice Chair Sandhu motioned to approve the minutes. Commissioner Daley second
the motion. Motion passed by Chair McFaddin, Vice Chair Sandhu, Commissioner
Daley, and Commissioner Jones.
PUBLIC COMMENTS – The Secretary announced that members of the audience could address
Commissioners on any matter which was not on the agenda, but within the subject
matter jurisdiction. She advised the location of the speaker sheets, asked that speaker
sheets be presented to the Secretary prior to addressing Commissioners, and advised
that each person would have a three-minute time limit to speak.
PUBLIC HEARING:
5. A. SUBJECT: Public Hearing regarding Greenwood Cottages Tentative Subdivision Map and
Design Review Project.
RECOMMENDED ACTION: (1) Conduct public hearing for the Greenwood Cottages Tentative
Subdivision Map, and Architectural Review Project; and (2) Upon closing of the public hearing,
consider the Greenwood Cottages Tentative Subdivision Map, and Design Review Project.
Staff Erias and Cindy Gnos gave presentation. Sean Tobin of Mid-Valley Engineering (MVE, Inc.)
also addressed the commission.
Commissioners asked about the height of the proposed walls in relation to the surrounding
neighborhood, and expressed concerns about privacy for the existing neighbors. Other questions
from the Commission were in regards to the home owners association (HOA), phasing, and
location of AC units. Mr. Tobin assured the Commission that there are ways to provide privacy
for both existing and future homeowners. The Commission also asked about access to the proposed
project and existing commercial center.

The Planning Commission recommended the following conditions of approval for the project: (1)
install privacy screening on proposed homes on the west side of the project; (2) remove some of
the extra parking spots so as to avoid parking spots being part of a resident’s yard; and (3) strike
condition B44 from the Public Works comments.
Chair McFaddin opened the public hearing. The following residents addressed the Commission:
Dan Carlin: Asked the Commission and developer about fire apparatus access at end of driveways.
Staff stated fire trucks do have clearance within the development. Mr. Carlin also asked about
drainage issues, and if reinforced poles were going to be installed to prevent cars from driving
through the wall in the event of an accident.
Karen Richardson: Asked about proposed masonry wall. Staff Erias explained that the developer
will be required to work with each homeowner whose home backs up to the project to give them
the option of taking out existing fencing and using the new wall in place of the wood fence.
Lino Cervantes: Asked about future traffic concerns on Carillion Boulevard. Staff Erias and Staff
Forrest talked about the traffic study findings, and possible Carillion improvements in the future.
Chair McFaddin closed the public hearing.
ACTION: Commissioner Daley motioned to approve Greenwood Cottages Tentative Subdivision
Map, and Design Review Project with the following conditions: Provide privacy screenings on west
homes, remove some of the extra parking spots, and the striking of condition B44 from the Public
Works comments. Motion seconded by Chair McFaddin. Motion passed by Chair McFaddin, Vice
Chair Sandhu, Commissioner Daley and Commissioner Jones.
B. SUBJECT: Public Hearing regarding Gerbitz Townhouse Tentative Subdivision Map and Design
Review Project.
RECOMMENDED ACTION: (1) Conduct public hearing for the Gerbitz Townhouse Tentative
Subdivision Map and Design Review Project; and (2) Upon closing of the public hearing, consider the
Gerbitz Townhouse Tentative Subdivision Map and Design Review Project
Staff Erias gave presentation. Commissioners asked questions about the shared maintenance
agreement as there will be no HOA. Concerns were expressed regarding the logistics of a shared
wall maintenance agreement; specifically, who will and how will violations be enforced. The
Planning Commission also suggested that the building appears to be rather plain. Commission
suggestions include choosing a different paint color, and to further vary the elevation.
Jeff Gerbitz, owner/developer, addressed the Commission.
Chair McFaddin opened the public hearing. There were no comments. Chair McFaddin closed the
public hearing.
ACTION: Commissioner Jones motioned to approve the Gerbitz Townhouse Tentative Subdivision
Map and Design Review Project. Motion seconded by Chair McFaddin. Motion passed by Chair
McFaddin, Vice Chair Sandhu, Commissioner Daley and Commissioner Jones.

6. COMMENTS BY STAFF/DIRECTORS REPORT
Staff Erias provided an update on newly submitted project applications.
Staff Klumpp announced her resignation from City employment effective July 27, 2018 due to
relocation to a new job.
Staff Bitz gave an update on newly approved business licenses, and residential/commercial
projects.
