PUBLIC SAFETY COMMITTEE MEETING
MINUTES

Monday, March 22, 2021, 6:00 PM
The meeting was called to order at approximately 6:03pm by Mayor Farmer.
Committee Members present were: Farmer, Sandhu, McCord, Reed, Cates, and Schopf.
Mayor Farmer led us as we pledged allegiance to the American Flag.
PUBLIC COMMENT:
ITEMS FOR DISCUSSION:
1. Review minutes of January meeting: Minutes for both the September 28, 2020
and January 25, 2021 meetings were approved by a 6-0 vote.
2. Traffic Enforcement: CAPS return is TBD based on Health Department and
City Hall direction.
Traffic area of concern: F St, Meladee Lane, South Lincoln, and Fourth and
C were discussed. Officer Steele provided a review of enforcement, PW
reviewed pending traffic study for F Street.
3. Steps to request a STOP Sign: Areas covered, discussion. PD to send prior
flow chart for committee review so there is an understanding on process to
request a stop sign review.
4. Update of recent criminal activity/Increase in auto/auto parts theft:
specifically catalytic converter thefts were covered.
5. Social media and suicide prevention: . Item reviewed by Farmer. Is going
to work with district along with members McCord and Cates. PD to assist as
needed.
6. Upgrading street lights in the area of McTucker: PW advised they would
check the area and evaluate the streetlight issue
7. City planning for cooling/warming centers: Kalinowski reviewed the
Sacramento County criteria under the County Operational Area Severe
Weather Guidance. A copy to be sent to committee for review.
8. Side walk repairs on Carillion between railroad tracks and Walnut on the west
side. PW identified issues for repair to be done by vendor.
9. Flashing cross walk at the intersection of Carillion and Chelsham: PW to
evaluate the Chelsham location. The lack of school/ped traffic could be an
issue for accurate counts. Similar issue in other areas due to COVID and
changed traffic patterns.
10. Public Safety Staffing
A. Current levels compared to other similar sized cities: Fire; Police; Medical.
B. Future levels with the projected large increase in city size: Fire; Police;
Medical.
Kalinowski and Fire Chief Rodriguez reviewed their respective staffing. Future
levels to be determined by actual growth combined with new revenue. Fire
to make a presentation of Fire services to Council in April. PD expects
requests to be in the area of support staff (CSO’s) and perhaps some
reorganization in the next 5 years.
COMMENTS: PW followed up on an item requested by McCord related to a quiet
zone for the RR in the east part of the city. More follow up to come on this item.
Next meeting is scheduled for May 24, 2021.
With no further business, Mayor Farmer adjourned the meeting at 8:06pm.

CORONAVIRUS DISEASE (COVID-19) ADVISORY
