CITY OF GALT PUBLIC SAFETY COMMITTEE MEETING MINUTES ANTHONY PESCETTI COMMUNITY ROOM 455 INDUSTRIAL DRIVE, GALT, CALIFORNIA Monday, November 27, 2023, 6:00 PM The meeting was called to order at approximately 6:00 pm by Chair Reed. Committee Members present were: Chair Reed, Vice Chair Schamber, Cates, and (non-voting member) Vice Mayor Sandhu. Absent: K. Sandhu Staff Members present were: Police Captain Small and Executive Assistant Wendy Masters. We pledged allegiance to the American Flag. PUBLIC COMMENT: No Public Comment PRESENTATION: No Presentation ITEMS FOR DISCUSSION: 1. The minutes from the July 24, 2023 meeting were reviewed and approved with a motion by Cates and seconded by Schamber. Approved with a vote of 3-0. 2. Multiple pop-up food vendors appearing at various locations in our community. Concerns regarding sanitation, licensing and how it affects the small businesses in our community were discussed. Mike Selling will contact the Community Development Dept./Code Enforcement, regarding the specific area of Walnut Avenue at W. Frontage Road. The sanitation falls under the jurisdiction of Sacramento County. The Park & Ride is state owned and falls under the jurisdiction of the California Highway Patrol. PUBLIC SAFETY COMMITTEE MINUTES REGULAR MEETING OF NOVEMBER 27, 2023 PAGE 2 3. Update on triple Fentanyl overdose on 09/27/23 at Meadow View Park. Captain Small addressed this topic. The three people involved were from the ages of 17-28 and reside in Galt and Lodi. Our officers successfully administered Narcan. Unfortunately, Fentanyl is showing up in many street drugs nowadays. 4. Update on steps Galt Police Department is taking to combat illegal drugs. Captain Small addressed this item. He spoke about the effects of Prop 47. He also spoke of the possibility of future admonishments toward Fentanyl. 5. Update on smash and grab burglaries. Captain Small addressed this item. Our detectives are making good progress in these cases. 6. Update on homelessness. Captain Small addressed this item. Our POP Officer has transferred to a different Police Department, so our Patrol officers are covering the homeless. Most of the homeless in our community are locals. We have a Sacramento County Mental Health Counselor riding along with our officers on Thursdays and Fridays and has proven to be a great asset. Not too many crimes committed by the homeless, mostly public nuisance type issues. 7. CSDFD updates (since the last meeting – 07/24/23). Fire Chief Troy Bair addressed these items. A. Number of responses: Station 45: 951 and Station 46: 781 B. Response time updates: Fire Chief Troy Bair provided a 3 page report. C. Frequency of zero ambulance coverage in Galt: Fire Chief Troy Bair and Vice Chair Schamber discussed this item. 8. Galt Police Department updates (since the last meeting – 07/24/23). Captain Small addressed these items. A. Number of arrests: 176 (122 Misdemeanors and 54 Felonies) B. Number of moving citations: 466 C. Crime rate updates: 2022: 85 and 2023: 566 One of the reasons for the increase is due to a new reporting system that includes “all” crimes not just the worst crimes. 9. How does the new Conservatorship Law affect the homeless in Galt? Captain Small addressed this item. Not sure exactly what the impact will be. Implications to hospitals. There are (4) different classes of bike lanes. It can take approximately 5 years to update bike lanes. The Public Works Dept. is always looking for Grants and funding for future projects. Possibility of Carillion Blvd. to extend to A Street at some point in future. UPDATES: None CORRESPONDENCE: No correspondence.
