PUBLIC SAFETY COMMITTEE MEETING
MINUTES
ANTHONY PESCETTI COMMUNITY ROOM

Monday, March 25, 2024, 6:00 PM
The meeting was called to order at approximately 6:00 pm by Chair Reed.
Committee Members present were: Chair Reed, Cates, K. Sandhu, Selby
Absent: Vice Chair Schamber, Non-Voting Member - Mayor Sandhu
Staff Members present were: Police Chief Kalinowski and Executive Assistant
Wendy Masters.
We pledged allegiance to the American Flag.

ITEMS FOR DISCUSSION:
1. The minutes from the November 27, 2023 meeting were reviewed and
approved with a motion by Cates and seconded by K. Sandhu.
Approved with a vote of 4-0.
2. The minutes from the January 22, 2024 meeting were reviewed and
approved with a motion by Cates and seconded by K. Sandhu.
Approved with a vote of 4-0.
3. Update on police staffing:
Chief Kalinowski provided an update to the vacancies and those in
training. The Chief responded to questions asked.
4. Homeless updates:
Chief Kalinowski addressed this item and answered additional questions
from committee members.

5. Traffic safety:
Chief Kalinowski addressed this item. A copy of the 2023 Annual Report
was provided to the committee members.
6. Crime trends:
Chief Kalinowski addressed this item and discussed crime stats. He
explained the difference between UCR vs NIBRS and also answered
questions from Committee Member Selby.
7. Burglaries – specifically CVS incidents:
Chief Kalinowski addressed this item. He stated the same type of incident
took place in Lodi the day before the Galt CVS incidents. He answered
questions from Committee Member Selby.
8. Pop-up food vendor update:
Chief Kalinowski addressed this item. It is the CHP’s responsibility to
monitor the Park & Ride located on East Stockton Blvd. at Twin Cities
Road. We will request an update from the Community Development
Department and bring the update to the next meeting.
9. Military equipment use policy:
A copy of the policy was provided to each committee member.
Chief Kalinowski gave an overview of the policy and answered questions
from Committee Member Selby.
UPDATES:
1. Director Selling discussed the upcoming C Street construction project.
2. Fire Chief Quiggle discussed CSD promotions, Fire Academy Recruits and the
grand opening of Fire Station #77.
CORRESPONDENCE: No correspondence.

COMMENTS BY COMMITTEE MEMBERS:
Chair Reed asked Public Works Director Mike Selling questions about road
maintenance. Chair Reed reported Marengo Road has potholes between
Simmerhorn and Boessow Roads. Director Selling will add this to his road maintenance
list.
Committee Member Selby voiced concerns regarding the lack of parking space at
Meadowview Park. Director Selling advised the restricted parking is not in the city
limits, and has been restricted by the County. Any adjustments to parking restrictions
would need to be handled by the County.
Next meeting is scheduled for Tuesday, May 28, 2024.
With no further business, Chair Reed adjourned the meeting at 7:03 pm.
