CITY OF GALT PUBLIC SAFETY COMMITTEE MEETING MINUTES ANTHONY PESCETTI COMMUNITY ROOM 455 INDUSTRIAL DRIVE, GALT, CALIFORNIA Monday, January 28, 2019, 6:00 PM The meeting was called to order at approximately 6:01pm by Council Member Lampson. Committee Members present were: Mayor Lampson, Randy Shelton, Richard Tellyer, Chris Schamber, and Teresa McCord. Randy Shelton lead us as we pledged allegiance to the American Flag. Committee Chair, Lampson, introduced the two new committee members, and the committee members introduced themselves to the group. PUBLIC COMMENT: Galt High School District Superintendent, William Spalding, was in attendance and commented on safety concerns voiced by members of the audience. ITEMS FOR DISCUSSION: 1. The minutes of the last meeting were presented to all members. Shelton moved to adopt the minutes, with one correction (Lagge was not present at the last meeting). Tellyer seconded the motion and it was carried unanimously. 2. Chair Lampson wanted to move the Appointment of Chair and Co-Chair to the next meeting so new member, Sandhu could be present. Schamber moved, Shelton seconded, the motion carried unanimously. 3. Bi-Laws: ready to go to Council. Chair Lampson advised she would attempt to get them on the Consent Calendar for the next meeting. 4. Annual Report: Shelton reminded the group that the report is due by September 1st and while it is the Chair’s responsibility, he encouraged everyone to attend the meeting for the presentation. 5. Homeless/Illegal Camping: Shelton inquired as to whether or not any of our homeless were veterans. Chief advised not and that Sherry Daley heads a group that tries to connect services to homeless. Chief is working with this group, knowing that we must offer help over and over again, hoping they’ll accept. Chair Lampson added that often the help offered is refused because of the rules, guidelines that the homeless don’t want or cannot abide by. At last count we had 15, but there is a new County count underway.  6. Starbucks Area Traffic: Shelton observed the driveway being used as a thoroughfare, endangering pedestrians, asking if Starbucks could be asked to put up signage. Chief advised that more signage is forthcoming. Mike McLaughlin of CSD added that there is somewhat of a design flaw in the area. Additional signage or speed bumps may help. The public in attendance was in agreement. 7. School Safety: Tellyer asked about the letters containing threats being sent to the schools. Lt. Kalinowski advised that there had been “non- descript” threats. Our officers and school personnel are being trained to handle these situations. ALICE training is being taught all over the country. Members of the audience asked about threat assessment, notifying parents, and what is ALICE Training. Chief Sockman, Lt. Kalinowski and Superintendent Spalding answered the questions. Parents asked if this is the appropriate place to bring these concerns. Lt. Kalinowski answered “yes” however, school specific questions should go through the school. COMMENTS: CSD MCLaughlin shared that the CSD has been spending a lot of time on CPR reports, and they are learning more and more. Some of what we had learned before has changed. 5 + 1 is no longer valid, once you start compressions, you must keep going, 115 per minute. 2018 inspections are done, continuing on into 2019 already. Asked us to check out the Pulse Point App: advises 1st responders of an emergency near them, that they might be able to offer assistance even before a medic can get there. Mark Clarkson advised he is working on the program to facilitate requests, hopes to have it available for review at the next meeting. Schamber advised the Fire Union had provided ID kits to all kindergarten children in the area, and that he plans to bring forth Care Home Resident concerns forth at a future meeting. McCord said she’s like to talk more about preparing kids to deal with strangers driving by them while they’re walking along. Shelton advised that January 9th was Law Enforcement Appreciation Day, and that May 15th is Police Officer Memorial, October 28th is National 1st Responder Day: that we should all take the time to say Thank You, as it means a lot. Chair Lampson asked everyone to use, and educate others on using the Galt App and suggested the Committee help out with the Eggstravaganza. Next meeting March 25, 2019. With no further business, Lampson adjourned the meeting at 7:16pm.
