PUBLIC SAFETY COMMITTEE MEETING
MINUTES
ANTHONY PESCETTI COMMUNITY ROOM
455 INDUSTRIAL DRIVE, GALT, CALIFORNIA
Monday, May 20, 2019, 6:00 PM
The meeting was called to order at approximately 6:00pm by Council Member Sandhu.
Committee Members present were: Mayor Lampson, Council Member Sandhu, Randy
Shelton, Richard Tellyer, Chris Schamber, and Darren Mitchell.
Mayor Lampson led us as we pledged allegiance to the American Flag.
PUBLIC COMMENT:
ITEMS FOR DISCUSSION:
1. Shelton moved and Lampson seconded the approval of the March 25, 2019
meeting minutes. The motion carried unanimously.
2. Visibility in the area of the Twin Cities Road Round About was discussed as
Committee Co-Chair Shelton felt some of the shrubbery may be hindering
east bound visibility. Clarkson advised that this is a Cal Trans right of way, but
he will have landscape/maintenance take a look at it. Chair Sandhu asked
Chief Sockman if there was any available accident data for this area. Chief
responded that there is not.
3. Shelton advised he is happy to see the traffic controls in the area of
Fermoy at Lake Canyon and Adare working.
4. Committee Member Mitchell voiced concerns regarding traffic safety at
school sites, specifically observing “bad Behavior” at River Oaks. Mitchell
advised he has observed vehicles with blacked out windows which restricts
or eliminates eye contact with pedestrians. Mitchell rode around with Public
Works to learn/observe more. Observed illegal U-turns in school zones. Lt.
Kalinowski suggested we use social media to educate parents/drivers.
5. Lt. Kalinowski advised the group that the Annual Report for the
Committee is ready, in draft form, and will be presented to Council in August.
COMMENTS: Mayor Lampson asked if the Carillion Blvd project was “ready to
go”. Clarkson advised that is still in the works. Jerry Stoddard was in attendance
and voiced his concerns with this project, as described at the Planning
Commission meeting, and in connection with the City’s money problems.
Mayor Lampson advised the General Fund would not be affected. Chair
Sandhu reminded us that the Planning Commission makes recommendations,
not decisions.
Mark Clarkson, Deputy Public Works Director, followed up on a previous agenda
item regarding how Public Works handles requests for service, by providing a
flow chart in draft form. Schamber asked how many of these requests does
Public Works get? Clarkson responded with approximately twenty per month.
Shelton advised he observed many areas with overgrown shrubs, tree branches
and limbs etcetera, obstructing sidewalks, and asked the group for suggestion
on how to advise the community of their responsibility to take care of these
issues. Discussion followed.
Tellyer advised his 87year old mother has needed the services of Cosumnes Fire
recently and expressed his thanks for the wonderful care she received.
Chair Sandhu thanked the Chief for the Department’s community outreach via
community meetings.
Chief reminded the group of the upcoming Coffee with a Cop and Public
Safety Day.
Next meeting July 22, 2019.
With no further business, Sandhu adjourned the meeting at 6:32pm.
