CITY OF GALT PUBLIC SAFETY ADVISORY COMMITTEE Minutes Anthony Pescetti Community Room 455 Industrial Drive, Galt, California Monday, January 27, 2020, 6:00pm The Galt Public Safety Advisory Committee meeting was called to order at approximately 6:00pm by Mayor Sandhu. Committee Members present were: Mayor Sandhu, Council Member Farmer, Co-Chair Shelton, Mitchell, Tellyer and Schamber. Shelton led us as we pledged allegiance to the American Flag. PUBLIC COMMENT: ITEMS FOR DISCUSSION: 1. Schamber moved and Farmer seconded the approval of the minutes of the September 23, 2019 meeting. The motion carried unanimously. 2. Review of Bylaws: Shelton asked that this item be on the agenda to ensure all members had a current, adopted copy, which they do. Farmer asked who could be Chair/Co-Chair of the Committee. Chief and Shelton said it is open to all Committee Members. 3. Long Term Goals: Shelton asked that this item be on the agenda to give the Committee direction, focus, with follow through getting necessary items to Council. Shelton added that he felt appointed and elected officials should have ICS NIMS/SIMS training so they’ll be prepared when, not if, a disaster/major incident occurs. Farmer advised he had just finished CERT training and felt it was very worth while, adding he thought the course could be taken on-line. Fire Chief McLaughlin answered in the affirmative. Chief Sockman added that all Department Directors have gone through the training. Farmer agreed that we should define goals, as the Committee rarely sends anything to Council, that items “seem to die here.” Shelton asked if the Council members shared, at the Council Meetings that they had attended the different committee meetings, and the topics covered. Both Farmer and Sandhu confirmed. Chief Sockman added that we do need to set goals but we need to make sure the items are actionable. Farmer would like to see the committee members act as filters, sifting through items the hear/read from citizens, bringing forth at least one item each to each PCAC meeting. Farmer would further like to see one item, per meeting, of substantial community interest, for example the ransomware attack, for the Committee to discuss. Chief Sockman added that discussion of these types of items would educate the Committee members and they, in turn, can educate the community. Farmer also suggested each member have one item, each meeting on the agenda to help shape and direct the Committee. Discussion continued, including homeless issues, special events, the Emergency Operations Plan, school drills, cameras at the schools, social media, and attendance at our meetings by other departments such as Public Works and Parks & Rec. 4. Annual Report: Shelton placed this item on the agenda. Lt Kalinowski advised we historically prepare the annual report for the first Council meeting in August (National Night Out) which clearly meets the September 1st deadline established in the bylaws. 5. Traffic Safety: Shelton asked for this item to be on the agenda to again address citizen concerns of the rolling stops, speeders and low visibility at the intersection of Carillion and Vauxhaul as well as the  speeders and blocked driveways during school hours in the area of Fermoy. Discussion followed and Farmer asked that traffic incident/accident numbers for the round a bouts be compiled for our next meeting. 6. Chair/Co-Chair: Mayor Sandhu thanked the Committee for allowing him the opportunity to Chair the Committee for the last year and nominated Farmer for the position of Committee Chair. Shelton seconded the nomination and Farmer was elected by unanimous vote. Farmer nominated Shelton for the position of Co-Chair, Tellyer seconded the nomination and Shelton was elected by unanimous vote. 7. Sandhu passed the gavel to Farmer who asked the Committee members for comments and/or discussion: Schamber said the fire department had successfully gave ID cards to all the area school kids. Schamber asked that the walking trails at Carillion/Dead Man’s Gulch be on our next agenda as the greenery is overgrown and could cause danger and blight. Farmer offered to contact the Beautification Committee for help as well. Schamber asked if there is an existing plan for major incidents/special events. Lt. Kalinowski answered in the affirmative, explaining how our “OPS Plans” work. Schamber asked about plans for recurring “events” such as the Galt Market, and do they have/offer first aid? Schamber advised that multiple agencies are cancelling events due to the Corona Virus. Lt. Kalinowski advised we follow the Sacramento County’s lead on major Health Issues such as this. 8. Farmer said he noticed City employees, in City vehicles, not wearing seat belts and thought they should be reminded of their responsibility to do so. Our next meeting is scheduled for Monday, March 23rd. The group asked Dana to send out an email poll to the Committee members to see if the Monday prior would be acceptable as Schamber will not be available to attend March 23rd. COMMENTS ADJOURNMENT: There being no further business, Sandhu adjourned the meeting at 7:23pm.
