MINUTES
SPECIAL CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, May 9, 2016
The Mayor called the meeting to order at 2:00 pm. Council Members present: Payne, Heuer, Campion,
Powers and Crews.
Staff members present: City Manager Palazzo, City Clerk Settles, City Attorney Rudolph, Community
Development Director Stewart, Interim Finance Director Boyd, Police Chief Sockman and Public Works
Director Winkler.
PUBLIC COMMENTS - The Clerk announced that members of the audience could address the Council
on any matter, which is not on the agenda but within the subject matter jurisdiction. She advised the location
of the speaker sheets, asked that speaker sheets be presented to the clerk prior to addressing council and
advised that each person would have a five-minute time limit to speak.
Terry Carson discussed the benefits of the local events to the community.
DEPARTMENTAL:
1. SUBJECT: 2016-2018 Bi-Annual Budget.
RECOMMENDED ACTION: 1) Receive the presentation; 2) Solicit public input and ask
questions; and 3) Provide direction to staff.
Palazzo and Boyd gave the presentation.
Campion requested that council receive a copy of the actuarial study referenced during the viewing
of the CalPERS slides.
Heuer asked to compare the cost of parks and recreation programs with like cities and Palazzo said
this item would be coming back to council.
ACTION: Upon a motion by Heuer, seconded by Powers, bringing back the General Fund Policy
change to 25% of annual appropriations in General Fund and Parks & Recreation Fund was
approved by a unanimous roll call vote.
ACTION: Upon a motion by Heuer, seconded by Payne, using General Fund balance in excess of
Reserves to cover Parks & Recreation Fund for FY 2016-2017 and FY 2017-2018, conducting a
Cost Allocation Study to be brought to Council before mid-term budget update with sufficient time
to review and developing a business plan for the Galt Market to be brought back to Council before
mid-term budget update with sufficient time to review was approved by a unanimous roll call vote.
ACTION: Upon a motion by Campion, seconded by Heuer, developing internal service funds for
vehicle replacement, building maintenance and information technology and bringing back a policy
on discretionary spending was approved by a unanimous roll call vote.

ACTION: Upon a motion by Campion, seconded by Heuer, allowing General Fund to cover
deficits in FY 2016-2017 and FY 2017-2018, completing fiscal/engineering study to determine
appropriate assessment levels and pursuing change in assessment levels in accordance with study
results was approved by a unanimous roll call vote.
There being no further business to come before council, the mayor adjourned the meeting at 4:30 pm.

A. CALL MEETING TO ORDER: Roll Call: Payne, Heuer, Campion, Powers, Crews
B. PUBLIC COMMENT: - Under Government Code Section 54954.3, members of the public may address
the council on any agenda item before or during consideration of the item. Speakers shall restrict their
comments to a maximum of five minutes. Please fill out a speaker sheet located on the table inside the
entrances to the council chambers and forward the completed speaker sheet to the city clerk.
