MINUTES
SPECIAL CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Friday, March 8, 2019
The Mayor called the meeting to order at 8:42 am. Council Members present: Farmer, Sandhu, Campion, Lozano
and Lampson.
Staff members present: City Manager Palazzo, City Clerk Settles, Interim City Attorney Hood, Community
Development Director Erias, Finance Director Tyson, Human Resources Director Hall, Parks & Recreation Director
Solis, Police Chief Sockman, Public Works Director Selling and Deputy Public Works Director Clarkson.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on
non-agenda items. She stated no discussion or action could be taken on any item that was not listed on the agenda.
The Clerk advised the location of the speaker cards, asked that speaker cards be presented to the Clerk prior to
addressing City Council and that each person would have a five-minute time limit to speak. She said those who
wished to speak on any item scheduled on the agenda would be given an opportunity to do so at the time that item
was being considered.
SUBJECT: City Council/Management Team Strategic Planning Session.
ACTION: Consider the strategic goals and objectives and provide direction to staff.
Palazzo reviewed and discussed with City Council and staff strategic objectives. He introduced Juan Lopez,
Amistad Associates, who facilitated the session.
PUBLIC COMMENT:
Armando Solis supported City Manager Palazzo and Interim City Attorney Hood.

RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 8:15 pm at which time
the City Attorney announced there was no reportable action.
There being no further business to come before City Council, the Mayor adjourned the meeting at 8:15 pm.

B. PUBLIC COMMENT: - Under Government Code Section 54954.3, members of the
public may address the council on non-agenda items. Speakers may address City Council
on any agenda item during consideration of the item. Speakers shall restrict their comments
to issues that are within the subject matter jurisdiction of the City Council and limit
comments to a maximum of five minutes. Please fill out a speaker sheet and forward the
completed speaker sheet to the Clerk.
