CITY OF GALT MINUTES SPECIAL CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, July 26, 2022 This meeting of the Galt City Council was conducted in-person and by audio/teleconference. City Council Members and City staff attended in-person in the Council Chambers. The Mayor called the meeting to order at 6:00 pm. Council Members present: Sandhu, Papineau, Vandenburg, Lozano, and Farmer. Staff Members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio, Community Development Director Hoffman, Economic Development Manager Mendes, Human Resources Director Van Steyn, Finance Director Boring, Parks and Recreation Director Solis, Police Chief Kalinowski and Public Works Director Selling. OPENING CEREMONIES – Silent prayer was observed and the flag salute was recited. PUBLIC COMMENT: The City Clerk stated that Pursuant to Government Code section 54954.3, public comments at a special meeting may only relate to any matter described on the special meeting agenda at the time the matter was discussed. General public comment for items not listed on the agenda was prohibited. She said those who submitted written public comments by 4:00 pm on the day of the meeting would be distributed to City Council, made part of the official minutes and posted on the City’s website but would not be read aloud. Live comments would be subject to the customary five-minute time limit. DEPARTMENTAL: CITY MANAGER’S OFFICE: 1. SUBJECT: Parks and Landscape Service Levels. RECOMMENDED ACTION: Review and provide direction on parks and landscape service levels. Hines introduced Armando Solis, Parks and Recreation Director, who gave the report. Harry Wensel expressed his thoughts regarding Parks and Recreation. Tim Reed expressed his thoughts and supported Option 1. City Council directed staff to bring back temporary funding source to increase parks and landscape service levels to Option 1 with supervisor position and to seek permanent funding. 2. SUBJECT: Presentation of Community Survey Results in Regards to Community Priorities. RECOMMENDED ACTION: Receive a presentation regarding community survey results by FM3 and review and discuss potential revenue measures. Hines introduced Laura Covarrubias, FM 3, who gave the presentation. Chris Brossman expressed his thoughts on the sales tax measure. Tim Reed said he supported the measure. GALT CITY COUNCIL MINUTES SPECIAL MEETING OF JULY 26, 2022 PAGE 2 City Council agreed to have staff bring back proposals for a one cent and half-cent sales tax measure for discussion at a special meeting on August 4.
