SPECIAL CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Monday, January 9, 2023
This meeting of the Galt City Council was conducted in person and by teleconference. City Council
Members and City staff attended in person in the Council Chambers.
The Mayor called the meeting to order at 4:30 pm. Council Members present: Sandhu, Papineau, Lozano, and
Vandenburg. Absent: Farmer.
Staff Members present: City Manager Hines and City Clerk Hubert.
PUBLIC COMMENT: The City Clerk stated that Pursuant to Government Code section 54954.3, public
comments at a special meeting may only relate to any matter described on the special meeting agenda at the time
the matter was discussed. General public comment for items not listed on the agenda was prohibited. She said
those who submitted written public comments by 3:00 pm on the day of the meeting would be distributed to City
Council, made part of the official minutes and posted on the City’s website but would not be read aloud. Live
comments would be subject to the customary five-minute time limit.
CONSENT:
1. SUBJECT: AB 361 and Resolution Making Findings Necessary to Conduct Brown Act
Meetings by Teleconference.
RECOMMENDED ACTION: Adopt Resolution No. 2023-01 authorizing remote
teleconference/virtual meetings of the legislative bodies of the City of Galt starting January 9, 2023,
for a period of thirty days pursuant to Brown Act provisions.
ACTION: Upon a motion by Lozano, seconded by Sandhu, adopting Resolution No. 2023-01 was
approved by a 4-0 roll call vote with Farmer absent.
DEPARTMENTAL:
CITY MANAGER’S OFFICE:
1. SUBJECT: Resolution Ratifying the Proclamation of Local Emergency (Extreme Weather) by the City
Manager on January 5, 2023.
RECOMMENDED ACTION: Adopt Resolution No. 2023-02 ratifying the proclamation of local
emergency regarding the extreme weather conditions proclaimed by the City Manager (Director of
Emergency Services) on January 5, 2023.
Hines gave the report.
ACTION: Upon a motion by Lozano, seconded by Papineau, adopting Resolution No. 2023-02 was
approved by a 4-0 roll call vote with Farmer absent.
There being no further business to come before City Council, the Mayor adjourned the meeting at 4:43 pm.

meeting may be prohibited, due to extraordinary rainfall and potential flooding is likely on Monday
January 9th.

meeting will also be held remotely via teleconference/electronically (AUDIO ONLY). Remote public
