CITY OF GALT MINUTES SPECIAL CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, March 27, 2025 This meeting of the Galt City Council was conducted in person. City Council Members and City staff attended in person in the Council Chambers and the meeting was broadcast on Metro Cable and livestreamed on the City’s website. The Mayor called the meeting to order at 5:00 pm. Council Members present: Sandhu, Pratton, Reed, Rodriguez, and Farmer. Staff members present: Interim City Manager Erias, City Clerk Hubert and Interim City Attorney Splendorio. PUBLIC COMMENTS - CLOSED SESSION: None. ADJOURNED TO CLOSED SESSION: 1. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION (Government Code 54956.9(d)(2)) Significant exposure to litigation: 1 case RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 5:36 pm at which time the City Attorney announced there was no reportable action. The Mayor called the meeting to order at 5:36 pm. Council Members present: Sandhu, Pratton, Reed, Rodriguez, and Farmer. Staff Members present: Interim City Manager Erias, City Clerk Hubert, and Interim City Attorney Splendorio. PUBLIC COMMENTS – SPECIAL MEETING: None. SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING: 1. SUBJECT: Public Hearing on Selected Boundary Map of Council Districts and First Reading of an Ordinance Providing for the Election of Council Members by Five Districts and Establishing the Boundaries and Election Order of Each District. RECOMMENDED ACTION: 1) Open the public hearing, receive public comments, close the public hearing; 2) Vote to designate specified map, and designate the sequence and preferred election years for each district to be included in the proposed ordinance; and 3) Waive the first reading by title only and introduce the proposed ordinance, adding section 2.50.050 to Chapter 2.50 of the Galt Municipal Code Establishing By-District Elections, Defining District Boundaries, and Scheduling Elections within the Districts. Splendorio gave the report. Farmer opened the public hearing and hearing no comments, he closed the public hearing. GALT CITY COUNCIL MINUTES SPECIAL MEETING OF MARCH 27, 2025 PAGE 2 ACTION: Upon a motion by Rodriguez, seconded by Pratton, adopting Map C prepared by Redistricting Partners, switching Districts 4 and 5; thus, creating by-district elections for Districts 1, 3, and 5 in 2026 and every four years thereafter, and creating by-district elections for Districts 2 and 4 in 2028 and every four years thereafter, was approved by a unanimous roll call vote.
