CITY OF GALT GALT CITY COUNCIL YOUTH COMMISSION Special Meeting Minutes, July 10, 2017 Galt City Hall Community Room 380 Civic Drive, Galt A. CALL MEETING TO ORDER: John Gordon, Adult Mentor, called the meeting to order at 3:00P.M. B. ROLL CALL: Adult Mentors Present: Cross, Gordon, L. Klotz, Lampson Members Absent: Flores Youth Members Present: Cuevas, Franco, Cristian Gonzalez, Muller, Rodriguez, Sessions (late), Trevizo (late), Yebra Members Absent: Celio Gonzalez, O. Klotz C. PUBLIC COMMENT: None D. PRESENTATIONS: Trevor Mention, Galt High School Student, presented two versions of a video he filmed and produced of the Kevin Tonn Memorial 5K Fun Run. The first version would be used as promotional material for next year’s run. The other version encouraged youth to get involved with the Galt Youth Commission through volunteerism. Mention intends on doing more videos to promote the commission. Commissioners were receptive and thankful for Mr. Mention’s contribution. 3:04pm – Sessions arrived 3:05pm – Trevizo arrived E. REGULAR BUSINESS: 1. Retreat Reflection Commissioner Yebra led a group discussion on the annual retreat. Yebra asked what commissioners liked, what they took away from the retreat and feedback on improving it for next year. Commissioners generally felt the retreat was a valuable experience. 2. Commissioner’s Responsibilities Commissioner Cuevas overviewed the purpose and importance of the Galt Youth Commission Ordinance. Commissioner Rodriguez overviewed the commission bylaws. Adult Mentor Gordon provided a handout summarizing the Brown Act. 3. Making a Motion Adult Mentor Gordon introduced a video on the basics of “The Basics of Making Motions” by the Centre for Leadership Development. 4. Approval of minutes for the meetings of March 6, 2017 and May 1, 2017 Commissioner Cuevas noted a misspelling in the March 6th minutes. A motion was made to approve an amended version of the minutes. Treasurer’s Report Adult Mentor Gordon presented two types of reports. The first overviewed the Galt Youth Commission’s Financial Transactions, which was developed by the City of Galt, by explaining the different types of funding categories. The other version was an Excel spreadsheet that included pending expenditures not reflected in the other report. Based on the spreadsheet, the youth commission’s balance is $2,090.39. 6. Galt Youth Commission Shirt Adult Mentor Gordon presented an estimate from Gary’s Signs & Screen Printing on various shirt options to consider. Commissioner Cristian Gonzalez shared a few sample cotton shirts so commissioners could evaluate the different types of material. There was general consensus on obtaining “dri-fit” polo shirts. A motion was made to approve the purchase of shirts not to exceed $650. Moved: J. Cuevas Second: D. Trevizo Ayes: 8 Nays: 0 Abstain: 0 Gordon will bring back samples of “dri fit” shirts to get the commission’s preference. 4:00pm – Adult Mentor Klotz left the room. 7. Drum Circle Event Adult Mentor Gordon informed the commission that Yogi and Beat are unavailable this summer. Commissioners Rodriguez and Muller both expressed how valuable the experience was for the group. Gordon will continue searching for other drum circle opportunities in the future. 8. National Night Out In Adult Mentor Klotz’s absence, the item was temporarily suspended. 9. John Moran Scholarship Recipients Adult Mentor Gordon announced the following individuals were selected to receive the John Moran Scholarship: Danielle Plummer, Leslie Gomez, and Alexis Shindy. Each recipient will receive $500 upon providing proof of college or trade school enrollment. 10. Art Exhibit Update The update was tabled for the next meeting. 4:16pm – Adult Mentor Klotz returned. 11. Climate and Sports Student Summit Commissioner Cristian Gonzalez shared the purpose of the summit was to educate youth on recycling and provide overall knowledge on our environment. He summarized the various activities, games and speakers the group experienced at the summit, which was held at the Golden 1 Center on June 27th and 28th. Commissioners Rodriguez, Trevizo, Cuevas, and Yebra attended the event along with Adult Mentors Gordon and Klotz. During their debrief, the group brainstormed three potential projects as a result of this Page 3 of 3 experience: develop a recycling club at the high schools, create an youth/adult walk art exhibit of recycled materials along 4th Street and participate in the Trash on Your Back Campaign. A presentation on the Trash on Your Back Campaign will be presented at the next meeting. 8. National Night Out Adult Mentor Klotz and Council Member Lampson shared an opportunity to have commissioners participate in the National Night Out event on August 1st from 6pm-8pm. National Night Out, which is an opportunity for neighborhoods to get to know each other as well as law enforcement, will be held in three areas of Galt. Council Member Lampson volunteered to help coordinate outreach efforts. A motion was made to support participation of this event. Moved: J. Rodriguez Second: M. Muller Ayes: 8 Nays: 0 Abstain: 0 Commissioners Rodriguez and Trevizo volunteered to commit to the event. Commissioners Franco, Cristian Gonzalez, Sessions and Muller expressed interest but needed to check their schedules. 12. City Council Update Council Member Lampson shared that City Council recently approved the purchase of the Huisman Auction property. The acquisition will allow the city to construct an overpass along Walnut Avenue, which will likely be completed in approximately 10 years. She reported that improvements along 4th Street are underway as a result of a grant. Additionally, the council members are working on the budget. Finally, Lampson thanked the commission for their support of the Kevin Tonn 5K Memorial Run. 13. Galt Herald Newspaper Commissioner Rodriguez shared the intent of this standing agenda item and the importance of the newspaper in the commission’s work. Commissioner Cuevas volunteered to draft a letter requesting complementary subscriptions to the Herald. 15. Overview of the GYC Officer Positions Adult Mentor Gordon asked officers from last year to summarize their jobs and commitments in each officer role. Gordon informed the commission that officer elections will be held at next month’s meeting. Candidates interested in running for an officer position should come prepared with a short speech. 16. Future Agenda Items Future agenda items include the Economic Development Survey Results and the Trash on Your Back campaign. 18. Around the Horn/Give Your Gratitude Gratitude was given to Commissioners Yebra, Cuevas, Rodriguez and Gonzalez for presenting at the meeting. Commissioners thanked Adult Mentor Klotz for hosting the retreat and Adult Mentor Gordon for coordinating a date to hold the retreat.
